Title 2 - General Assembly CHAPTER 77. SOUTH CAROLINA HIGHER EDUCATION EXCELLENCE ENHANCEMENT PROGRAM SECTION Legislative findings. The General Assembly finds that: (1) a significant part of the state mission in education has been to enhance excellence in higher education for low-income and educationally disadvantaged students; (2) certain institutions have played an integral role in offering higher educational access to low-income and educationally disadvantaged students who otherwise might not have been able to obtain a college education, which has resulted in a substantial public benefit; (3) these institutions provide a unique educational opportunity for these targeted groups of students by offering flexible admission policies, low tuition rates, and small enrollments to ensure smaller class size tailored to the needs of these targeted students;

Gulf Coast states' school board associations launch relief efforts to assist schools
The state school boards associations in Louisiana, Alabama, and Mississippi have organized and launched hurricane relief efforts in their states to assist schools impacted by Hurricane Katrina.
  • The Louisiana School Boards Association is creating a trust fund to handle donations, which will be directed to schools and school districts most in need. For details, contact Executive Director Freddie Whitford or Doris Butler at 225-769-3191.
  • The Mississippi School Boards Association has set up a school relief fund that is collecting donations and launched an adopt-a-school program. A list of schools and their needs are available on the association's Web site.
  • The Alabama Association of School Boards has launched a clearinghouse to connect schools needing assistance with schools, organizations, and individuals who want to help. A list of schools and suggested items to donate are available on the association's Web site.

    Summary of Legislation
    The Early Childhood Development and Academic Assistance Act of 1993, known as Act 135, added to Education Improvement Act funds to provide for the expansion of "Target 2000" to all 91 school districts by the year 1994-95 and allows schools more flexibility in using funds. In their five-year plans for serving children from birth to age five, districts must include a parenting/family literacy component that creates partnerships with health and human service agencies, adult education programs and community organizations. Districts also must make intensive efforts to recruit parents whose children are at risk for school failure, must provide parent education and are encouraged to offer parents opportunities to improve their education if they do not possess a high school diploma or its equivalent. The legislation provides for the State Board of Education to promulgate regulations, but these regulations have not yet been approved by the General Assembly.

    The "Guidelines for Implementing Parenting/Family Literacy As Required By Act 135" address service delivery methods, needs assessment and developmental screening. They call for an annual evaluation of each program and collaboration with other local agencies. In the "Guidelines," at-risk children are defined according to criteria including developmental delays, unstable homes, poverty, limited English proficiency, low educational level of parent, unusual age of caregiver, poor health, child abuse and neglect, inadequate parenting and inadequate access to critically needed family services.

    BACKGROUND
    Section 10-C of the South Carolina School-to-Work Transition Act (1994) stipulates that the Council of College and University Presidents and the State Board for Technical and Comprehensive Education, operating through the Commission on Higher Education, shall develop better articulation of associate and baccalaureate degree programs. To comply with this requirement the Commission, upon the advice of the Council of Presidents, established a Transfer Articulation Policy Committee composed of four-year institutions' vice presidents for academic affairs and the Associate Director for Instruction of the State Board for Technical and Comprehensive Education. The principal outcomes derived from the work of that committee and accepted by the Commission on Higher Education on July 6, 1995, were:

    Background On May 17, 1954, U.S. Supreme Court Justice Earl Warren delivered the unanimous ruling in the landmark civil rights case Brown v. Board of Education of Topeka, Kansas . State-sanctioned segregation of public schools was a violation of the 14th Amendment and was therefore unconstitutional. This historic decision marked the end of the "separate but equal" precedent set by the Supreme Court nearly 60 years earlier and served as a catalyst for the expanding civil rights movement during the decade of the 1950s. By the late 1800s, segregation laws became almost universal in the South where previous legislation and amendments were, for all practical purposes, ignored.
