Burroughs Child Development Center offers high quality childcare to students, faculty and staff. The Burroughs Child Development Center
The Burroughs Child Development Center at USC Upstate was founded in 1976. The purpose of the Center is to provide access to high quality child care to University students, faculty and staff. The Center also gives USC Upstate students an opportunity to observe and to work with the children in a laboratory setting. Students from the School of Education, the Mary Black School of Nursing, and the Psychology Department gain valuable observation lab and classroom experience at the Center. Additionally students from the Teaching Fellows Program also gain hands-on experience. Staff
The staff is comprised of 4 lead teachers, 3 teacher assistants and 1 part-time teacher assistant. Teachers at the Center are certified in Early Childhood Education with two of the teachers having received a master's degree in Early Childhood Education. The teachers plan and implement a developmentally appropriate curriculum that consists of many hands-on activities and a learning rich environment that allows children to develop at their own pace.

Overview
Child Care Licensing establishes minimum regulations for the care and safety of children in child care facilities. It also ensures the maintenance of these regulations and enforces the facilities' compliance with them.
Elements of the Program include ...
  • Provide technical assistance and consultation to potential and current child care providers
  • Coordinate and administer issuance of regulatory permits of operation to child care facilities
  • Impose negative sanctions, including sending deficiency correction notices, requiring corrective action plans, denying an original or renewal application, withdrawing registrations, and revoking licenses
  • Conduct unannounced supervisory visits to monitor compliance with statutes and regulations
  • Serve as support staff to the State Advisory Committe on the Regulation of Child Care Facilities (members being appointed by the Governor), who must advise and consent to any proposed changes in regulations for facilities
Program Objectives
  • To investigate all regulatory complaints in a timely manner and follow-up as needed based upon the results of the investigation
  • To coordinate completion of inspections with appropriate state agencies including the State Fire Marshal and the Department of Health and Environmental Control
  • To ensure all facilities are in compliance with statutory and regulatory requirements
  • To issue appropriate regulatory permits in a timely and efficient manner as mandated by law

The ABC Child Care Program
Overview
Advocates for Better Care (ABC) is the statewide system designed by South Carolina to administer the child care program funded by the Child Care and Development Fund (CCDF). South Carolina parents who meet established income guidelines may be eligible for assistance with the cost of their weekly child care. Income eligible parents must be working, in school, or in a training program. Parents participating in the ABC Child Care Program may choose who they want to provide their child care. The program offers parents a variety of choices for receiving child care services and makes quality child care more available. ABC also works to improve child care for all children in South Carolina. Child Care - ABC Special Needs Voucher Overview - South Carolina
The Advocates for Better Child Care (ABC) Special Needs Voucher program provides financial assistance to low income families who need day care for developmentally delayed children up to age 19. Funds may be available for families whose children are under 19 years old and meet income eligibility guidelines . Parents must be working, disabled or attending an educational or training program in order to be eligible for assistance. Parents make a weekly co-payment as a condition of program participation. Children must meet Department of Disabilities and Special Needs (DDSN) diagnostic standards for program eligibility . If a child meets the eligibility criteria but is not DDSN eligible, services may still be available. If a child is receiving services through their school district, their parents must apply for a voucher through the county Disabilities and Special Needs Board. A copy of the child’s most recent Individualized Education Plan (IEP) must be provided with the ABC application to verify the developmental delay(s) and services currently received.

Child Care - ABC Special Needs Voucher Program Eligibility - South Carolina
Children and teens under 19 are eligible for the ABC Special Needs Voucher if they meet diagnostic criteria and are currently receiving services from one of the ABC’s referral organizations or their local school district. Children will be eligible if they are diagnosed, using standardized measures administered by a qualified professional, as having a developmental delay in one or more of the following areas: Cognitive Physical, including vision and hearing Communication Social or emotional Adaptive development Additional procedures may be used by qualified professionals under approved standards to document the eligibility of children whose disabilities, developmental delays, or atypical development cannot be determined soley by standardized measures, or for whom standardized procedures are not appropriate for a given age or development area.

S.C. earmarks $3 million to aid domestic violence victims

Starting this month, the state Department of Social Services will spend about $3 million to pay for the one-year vouchers. More than 1,770 children younger than 13 live in domestic violence shelters in South Carolina. Trying to care for those children by themselves can drive women back into abusive relationships, counselors say. The child-care vouchers will fill a void in services. The federal welfare program provides child-care assistance money to low-income women who are battered. Shelter staff will screen families to determine who qualifies for the vouchers. Parents who receive them must have a job, attend school or participate in a training program.

In schools where the Y has an afternoon school program, other assistance is handled on a case-by-case basis.

Compensation for the Early Childhood Workforce
Child care and preschool programs have difficulty attracting and keeping good individuals to work with young children. A third of program staff leave the field each year, primarily due to the lack of adequate compensation-low salaries, few benefits, and difficult working conditions. Research has clearly shown that the skill and commitment of the adults in early childhood programs directly affects the quality of care and education given to children. Below are some resources to help advocates and policy makers to improve the compensation of the early childhood workforce, and thus the quality of services for children and families. This area of our web site is a work in progress. Examples of other compensation initiatives and new resources are welcomed and can be sent to pubaff@naeyc.org

Programs and Services CSHCN offers programs and services for children, adolescents, and adults. The division serves individuals with a variety of very medically diverse disabilities, chronic illnesses and severe developmental delays. Healthy children and adolescents can develop special needs in a single moment from accidents, child abuse, or illness. While all children require primary and preventive care, CSHCN children have complex problems that extend beyond the services offered by the average health care plan, HMO, or well-trained pediatrician. CSHCN personnel have the expertise, experience, and mandate to assure and provide extended services these individuals need. When children have early access to these special services, it enables them to reach their maximum potential. The CSHCN Program serves approximately 12,000 special needs children across the state on an annual basis.
