Laura Welch Bush Laura Welch Bush shares America's concerns about the education of our children. Through her national initiative called Ready to Read, Ready to Learn, she stresses that America's children can't wait to read. In fact, they should have a book and an adult to read with long before they start school. She urges more Americans to become teachers; discusses preparing young children for learning and school; and wants parents and other adults to have important information on child rearing and cognitive development. On September 8, 2001 Mrs. Bush launched the first National Book Festival, which featured authors from across the nation and was attended by tens of thousands of people. Three days later, on September 11, the nation experienced the worst terrorist attacks on American soil in history. Since then, Mrs. Bush has focused her energy on helping our nation, especially children, through the healing process. She encourages Americans to spend more time together as families and support the teachers who take care of their children every day in school. In her speeches and public appearances, she expresses what many Americans believe: that every human being should be treated with dignity; and that no child should be left behind in school, or in life.

... Help! In the early 1950's, racial segregation in public schools was the norm across America. Although all the schools in a given district were supposed to be equal, most black schools were far inferior to their white counterparts. In Topeka, Kansas, a black third-grader named Linda Brown had to walk one mile through a railroad switchyard to get to her black elementary school, even though a white elementary school was only seven blocks away. Linda's father, Oliver Brown, tried to enroll her in the white elementary school, but the principal of the school refused. Brown went to McKinley Burnett, the head of Topeka's branch of the National Association for the Advancement of Colored People (NAACP) and asked for help. The NAACP was eager to assist the Browns, as it had long wanted to challenge segregation in public schools. With Brown's complaint, it had "the right plaintiff at the right time." Other black parents joined Brown, and, in 1951, the NAACP requested an injunction that would forbid the segregation of Topeka's public schools. The U.S. District Court for the District of Kansas heard Brown's case from June 25-26, 1951. At the trial, the NAACP argued that segregated schools sent the message to black children that they were inferior to whites; therefore, the schools were inherently unequal. One of the expert witnesses, Dr. Hugh W. Speer, testified that:

U.S.: Citigroup Pledges to Support South Carolina’s Effort to Provide Personal Finance Education in Schools
Columbia, S.C. – In support of the Financial Literacy Instruction Act, which recently passed in South Carolina, Citigroup’s Office of Financial Education today announced plans to share Citigroup’s free Financial Education Curriculum, provide Citigroup guest speakers in schools, and encourage local employee volunteers to conduct “Get Smart About Credit” lessons in schools during the 2005-2006 school year in conjunction with the SC Bankers Association. The Act instructs the State Board of Education to develop or adopt curricula, materials and guidelines for local school boards to use in implementing a program of instruction on financial literacy within courses offered in high schools. South Carolina has now joined the eight states already mandating personal finance education in schools.
“The momentum for adding financial literacy curricula in schools is clearly growing,” said Dara Duguay, Director of Citigroup’s Office of Financial Education. “According to the Jump$tart Coalition, only 19 percent of high school graduates nationally have taken a course covering personal finance basics. We are pleased to provide our curricula to schools, non-profit organizations and state agencies in any state that passes personal finance legislation, to help reverse this shortfall.”

Registration/Licensing/Accreditation: Recordkeeping/Reports: Discrimination: Special Education: Health: The Department of Health and Environmental Control has the authority to inspect private school lunchrooms and sanitary facilities. 1982 Op. Atty. Gen., No. 82-10, p. 12. Safety: Transportation: Home Schooling: Parents or guardians may teach their children at home if the instruction is approved by the district board of trustees in the district in which the child resides. Home school programs that meet the following standards will be approved:
  • The parent holds at least a high school diploma or the equivalent GED certificate and attains a passing score on the basic skills examination or has earned a baccalaureate degree; The instructional day is at least four and one-half hours, excluding lunch and recesses, and the instructional year is at least 180 days; The curriculum includes, but is not limited to, the basic instructional areas of reading, writing, mathematics, science, and social studies and, in grades 7 through 12, composition and literature; As evidence that a student is receiving regular instruction, the parent shall maintain the following records for inspection upon reasonable notice by a representative of the school district: a plan book, diary, or other written record indicating subjects taught and activities in which the parent and student engage; a portfolio of samples of the student?s work; and a record of evaluations of the student?s academic progress;

Official Information MISSION The mission of the State Board of Nursing for South Carolina is the protection of public health, safety and welfare by assuring safe and competent practice of nursing. This mission is accomplished by assuring safe initial practice as well as continuing competency in the practice of nursing and by promoting nursing excellence in the areas of education and practice. The Board licenses qualified individuals as licensed practical nurses or registered nurses. Complaints against nurses are investigated and disciplinary action taken when necessary. Schools of nursing are surveyed and approved to ensure quality education for future nurses. REVISED NURSE PRACTICE ACT INTRODUCED IN LEGISLATURE The revised Nurse Practice Act has been introduced in the General Assembly for this legislative session. Senate Bill 898 has successfully passed subcommittees, committees as well as the full Senate and has been sent to the House of Representatives.
