If you need to install Adobe Acrobat Reader The TDPS region is characterized by overlapping cultural and economic systems in which a vast agrarian subsistence economy exists side by side with agricultural sectors directed at regional and national markets and with a mining industry looking abroad. The impact on natural resources has varied, but in every case their consumption and depletion are not included in the costs of production. The ancestral values based on respect for "Mother Earth" have largely died out, and nature is perceived as an inexhaustible fount of resources and a waste dump. The widespread poverty and low levels of education prevent the population from developing an awareness of the limits on their resources, and only in the wake of major natural catastrophes such as droughts and floods have some sectors of the society begun to think about the cause-and-effect relationship between the use and management of natural resources and those catastrophes. A change in behavior toward the natural environment, especially on the part of those sectors causing it the most harm (mining, mining-based industry, urban concentration) requires a change in attitude based on an understanding of, and respect for, the region's physical and biological processes, its natural and cultural-anthropological values, and the right of its indigenous peoples to emerge from poverty by receiving a growing share of the return on the development of its resources. This change in outlook requires more effective action by the state, with a comprehensive policy including the creation and enforcement of legal, institutional and fiscal mechanisms and economic incentives and resources designed to further sustainable development in the region. Real participation by the local communities in administering the areas within their jurisdiction is also needed.

If you're not convinced the 2001 terrorist attacks on the United States changed everything, ask yourself this: If anybody had told you on September 10 that the talk of early-21st-century Hollywood was going to be an action feature film in which marionettes play celebrities and world leaders, would you have believed it? That, as everybody now knows, is the idea behind Team America: World Police , a new film, opening Friday, written by South Park creators Trey Parker and Matt Stone (with Pam Brady), and directed by Parker. The premise: a team of American hotshots save the earth from terrorist evil, in a Bruckheimeresque They delivered. Among such typical Parker/Stone bad taste milestones as the cinema's longest and most detailed puppet vomit and sex scenes (separate scenes, alas, but a filmmaker's reach should exceed his grasp, else what's a heaven for?) is a movie that dramatizes the most cartoonish competing visions of America's proper role in the world scene. Team America *As an antiwar metaphor.

He came to power in a violent coup that deposed Salvador Allende , a Marxist physician who had become the first Socialist to be elected President of Chile .     By Robin Bloor, IT-Analysis Published Thursday 10th February 2005 11:06 GMT Comment The trend to Open Source in South America seems to be stronger than it is anywhere else. Almost all governments there seem to be setting an Open Source agenda. Brazil, with 170 million or so citizens and by far the largest South American economy (the economy of Sao Paolo on its own is roughly as big as the economy of Mexico), is leading the way. Brazil's President, Luiz Inacio da Silva, is keen to bridge what he perceives to be a huge technology gap between Brazil and more advanced economies, and sees Open Source as an important means of doing so. He appointed Sergio Amadeu, a former economics professor and Open Source enthusiast, to head Brazil's National Information Technology Institute, after taking office last year. Amadeu wants Open Source to permeate government software usage, educational software usage and home computer usage.

    We, the Presidents of the South American countries, gathered in the city of Cusco during the celebration of the heroic battles of Junín and Ayacucho and of the convening of the Amphictyonic Congress of Panama, following the example of the Liberator Simón Bolívar, of the Grand Marshal of Ayachuco, Antonio José de Sucre, of the Liberator José de San Martín, and of our pro-independence nations and heroes who built the great American Nation without any borders, interpreting the aspirations and hopes of their people for integration, unity and the construction of a common future, have decided to form the South American Community of Nations.

    Fifty-seventh General Assembly Plenary th Meeting (AM) GENERAL ASSEMBLY WELCOMES DECLARATION OF SOUTH AMERICA AS ZONE OF PEACE AND COOPERATION Support Also Expressed for Continuation of United Nations Guatemala Mission as Assembly Considers Situation in Central America The General Assembly today welcomed the Declaration of the Presidents of South America, adopted at their meeting in Guayaquil, Ecuador, on 27 July, in which they declared South America to be a zone of peace and cooperation.  Adopting without a vote a resolution on the South American Zone of Peace and Cooperation, the Assembly also urged States of other regions, particularly weapons-producing States, to cooperate decisively in combating the illicit trade in small arms and light weapons throughout South America. In addition, the Assembly commended the decision of the States of South America to ban the use, or threat of use, of force among themselves, in keeping with the principles and relevant provisions of the Charters of the United Nations and the Organization of American States. Also this morning, the Assembly concluded its discussion of the situation in Central America, with speakers noting the progress made in that region in the past 20 years with regard to the consolidation of peace and democracy, respect for human rights and economic reforms.  None of that would have been possible, they said, without the support of the international community and particularly the United Nations.

    US militarism targets South American oil
    By Bill Vann 20 February 2002 Use this version to print Send this link by email Email the author Even as it prepares to intervene in a more direct military fashion in Colombia, Washington is intensifying its threats against the government of President Hugo Chavez in Venezuela, the third-largest exporter of petroleum to the US market. The White House has asked Congress to approve $98 million in the 2003 budget for training, arming and supplying US air support for the Colombian pipeline troops. El Tiempo At the same time, the Pentagon is preparing to expand intelligence-sharing with the Colombian military, providing it with communications intercepts and satellite photos to allow it to prosecute a deadlier campaign against the guerrillas and the peasant communities in which they operate. The deployment of additional advisors, together with providing air support and intelligence, marks a qualitative change in the US role in Colombia, which officially had been limited to military aid linked directly to anti-narcotics operations.
