The BBC's James Painter looks at some of the common elements of these new regimes, including what is being called a "polite distancing" from Washington.
Three-quarters of South America's 350 million people are now ruled by left-leaning presidents, all of whom have been elected in the last six years. Mr Vasquez is expected to follow a centrist economic policy Even though there are important differences, for example, between the fiery rhetoric of Venezuela's President Chavez and the cautious economic policies of President Lula of Brazil, there are some common themes emerging. It should be no surprise, for example, that the first measure President Vasquez of Uruguay announced was the restoration of diplomatic links with Cuba. Many of these new governments are indeed sympathetic to the left's revolutionary past, and a radical foreign policy can help to give them legitimacy amongst their supporters.

India's Foreign Policy: Central and South and the Caribbean India's relations with the countries of Latin America and the Caribbean continued to be close and cordial during 1996-97. The thrust of India's policy was to strengthen and widen relations with the region and to put more economic content into it. A thrust is being maintained to project India and Indian culture in the region especially in the Caribbean where there is a substantial population of Indian origin. The first ever Indian Trade Exhibition "Indian Products Fair" organized by India Trade Promotion Organization (ITPO) was inaugurated in Buenos Aires by the Acting President Dr. Carlos Ruckauf on 12 June 1996. Minister of State for Environment and Forests visited Buenos Aires to participate in the Third Meeting of the Conference of Parties to the Convention on Biological Diversity. India's new Consulate General started functioning in Sao Paulo (Brazil) with effect from 12 April 1996. Minister of State for Commerce and the Secretary Depart-ment of Science and Technology visited Sao Paulo on the eve of the first ever-Indian Trade Fair held in Sao Paulo from 6-10 November 1996. More than 100 Indian companies had participated in this Trade Fair. A Chile-India Chamber of Commerce was inaugurated in Santiago.

The South American College in Rome
(Legal title, COLLEGIO PIO-LATINO-AMERICANO PONTIFICIO). The Rev. Ignatius Victor Eyzaguirre, after having spent many years in Chile, his native country, in different works for the salvation of souls, went to Rome, in 1857, and proposed to the Pope the erection of a college for students, from "Latin" American countries, i.e. where the Spanish and Portuguese languages are spoken. Pius IX , who had been Apostolic Delegate in Chile, granted letters of approbation, and urged the bishops to send students and to help the foundation by procuring funds for the maintenance of the seminary. Father Eyzaguirre went back to South America, collected some money, and returned to Rome with a few students. He rented a small house for these students and some others who arrived later. They were fifteen in all. Pius IX ordered the Fathers of the Society of Jesus to direct the new college, and they opened the college on 21 November, 1858. In December, 1859, Pius IX helped to purchase a larger house, belonging to the Dominicans, near their Church of the Minerva. He also bought with his own money a villa and a vineyard for the use of the college, and made Monsignor Eyzaguirre protonotary-apostolic. To Guide Entry
Introduction
The objective of this unit will be to have the students identify geographic, political, social, economic and historical aspects of South America, while using this information to compare and contrast one country with another.
Map Work
The students will be asked first, use a map of South America to identify European claims to South America and then identify (using the handbook) any influences if any, these European nations have had on each country. Second, the students will be asked to locate on a map, different elevations in South America. For example, the Andes Mountains, Guianna Highlands and Brazilian Highlands. Third, each student will be asked to locate and identify the thirteen South American countries and their capitals. Lastly the students will be asked to identify the major rivers and lakes of South America.
Student Handbook
The handbook will be used by the students to compare, contrast and identify aspects of the South American countries. For example geographical aspects, such as, the size of each country and the topography of each are given. Secondly, political aspects, such as, the head of state and local divisions of each country. Third, social aspects such as ethnic groups, population, age distribution, languages spoken, life expectancy and the literacy rates. Fourth, economic aspects include industries, minerals, crops and the currency of each country. Lastly, a condensed history of each country is added to give each student an idea of the effects of past situations which led to the conditions which exist in each country today.

  • Olga Isabel Leon Victoria, a 17 year old girl from the indigenous mixteca community of San Isidro Vista Hermosa, in the Tlaxiaco
    District, in the State of Oaxaca, was reportedly abducted on 29 August. She was freed on 31 August after having been allegedly
    raped by her kidnappers. Since then, her relatives and other members of the community have been intimidated and threatened.
    Amnesty International believes that Olga Isabel's kidnapping and rape is related to a long running communal conflict between
    members of the community of San Isidro Vista Hermosa and the authorities of the municipality of Santa Cruz Nundaco. The state
    government has failed to intervene to prevent violence and was reportedly slow to respond to the abduction and rape of Olga
    Isabel. On 29 August, the authorities of Santa Cruz Nundaco arrived in San Isidro, accompanied by approximately 500 supporters. They wanted to impose a new Municipal Authority (Agente Municipal) without the consent of the Communal Assembly of San Isidro. Fearing attack, members of the Assembly of San Isidro fled the community for the mountains or the main town of Tlaxiaco. Later that day Olga Isabel's family discovered she had disappeared.     MUNDO MARINO MAR DEL PLATA AQUARIUM Mar del Plata Aquarium, owned by Sr. Tutundjian, has six bottlenose dolphins, and a dusky dolphin, Lagenorynchus obscurus. The Mar del Plata Aquarium kept one young La Plata river dolphin alive for more than six months in 1996, but it died shortly after a special pool was inaugurated. This facility has also started a "swim-with the dolphin" attraction. In 1996 the Aquarium's request to capture an orca for their 8 meter deep pool was rejected, in part due to changing public perceptions concerning previous orca captures.     "SERRA DA MESA" HYDROELECTRIC DAM AT THE AMAZON When the "Serra da Mesa" artificial lake was completed and the dam's locks were closed several tucuxis (Sotalia fluviatilis) and botos (Inia geoffrensis) were trapped. In response to international concern the General Attorney of the Republic (Dra.Rosangela Pophal) caused the government to send technicians and inspectors from the INPA (Amazon National Research Institute) to study the problem of the trapped dolphins. In the opinion of many the biggest conservation problem for the Amazon dolphins (Sotalia and Inia) are the hydroelectric plants under construction or constructed, because they stop normal migration of the dolphins and their fish prey. Unfortunately some Brazilian scientists do not involve themselves on this conservation problem because of convenience or lack of interest. The Sete Lagoas tucuxi, Sotalia brasiliensis, the last tucuxi dolphin in captivity in Brazil was returned to the Amazon river in the area of Santarem by a team from INPA in 1997.
