GENERAL BACKGROUND
Since the installation of a democratic government following the end of apartheid in 1994, South Africa has worked toward bringing economic equality to historically disadvantaged (non-white) groups. Despite major institutional transformations of the judicial, educational, health, housing and governance sectors, however, income disparity continues to rank amongst the highest in the world. Production
In July 2003, Anglo American and Sasol announced plans to develop the Kriel South coalfield, from which each is expected to produce 5.5 mmst annually. Anglo will establish an operation on the northern portion of the field, and Sasol plans to expand its existing underground operations at the Syferfontein colliery in its southern portion. Anglo Coal will invest $96 million and Sasol $40 million in the project, which is expected to commence in 2005. In October 2004, Kumba Resources revealed plans to invest $52 million to build two additional coal mines, Grootegeluk and Leeuwpan, to be completed by July 2006.

Abstract
Benefits of Embryonic Stem Cell Research
Finding cures for the first three highlights the most promising and immediate gains predicted from embryonic stem cell research, namely the ability to cure any disease resulting from or accompanying loss of specific cell types. New cells would be produced in the laboratory and then injected into the targeted tissue to slow and eventually halt the progression of the disease.[ii] Moreover, substantial tissue could be regenerated in vivo to restore the body to its original, pre-disease condition, as though the disease had never happened. In addition to these therapies, embryonic stem cell research may also aid patients in need of a transplant. There are currently over eighty-four thousand people waiting for an organ transplant in the United States, with little hope of success.[iii] The situation is even worse in South Africa, where only a few hundred persons donate organs each year.[iv] Initiatives intended to increase organ donation have done little to increase supply, and, ethical concerns notwithstanding[v] development of effective xenotransplantation techniques has proven disappointing, as have other approaches.[vi] Meanwhile, the demand for organs has steadily increased with no indication of decline.

    On 19 April 2001, 39 transnational pharmaceutical companies bowed to worldwide condemnation and pressure, and completely abandoned their court action against the South African government over legislation that could be used to make essential drugs affordable for millions of South Africans. In 1997, the South African government of Nelson Mandela passed the Medicines and Related Substance Control Amendment Act. Three key sections of the legislation were intended to enable the government to make medicines more affordable:
    • Substitution by pharmacists of lower-cost generic drugs for brand-name drugs;
      A pricing committee to oversee an equitable and transparent drug pricing mechanism; and
      Parallel importation of patented drugs from countries where the drug company sells the drugs more cheaply.
    All of these measures are in furtherance of the South African government’s obligations under its own constitution to ensure a right of access to health care, and its obligations under international human rights law to respect, promote and fulfil the fundamental human right to the highest attainable standard of health for its people. All of these mechanisms have been used by numerous other countries, and all are perfectly legal under international trade agreements.

    SAS Helps National Treasury of South Africa Meet Hiring Goals South Africa has experienced seismic political and social change since the advent of democracy in 1994. There has been a strong desire to measure and monitor this change systematically; in particular to identify the impact of government policies, and this requirement is now being met with SAS solutions. One critical area of government policy is affirmative action on employment. Under apartheid, both government and business were dominated by the white minority. In the new era social policy has aimed to increase significantly the representation of other ethnic groups; government departments have specific demographic targets that they must meet in pursuit of this objective. The programme to ensure that South Africa's ethnic mix, people with disabilities and women are well represented in public bodies is named Vulindlela, which is the word in both Xhosa and Zulu meaning "opening the way."
