CONNECTICUT CLEAN ENERGY FUND ISSUES REQUEST FOR PROPOSALS (RFP) FOR SOLAR PHOTOVOLTAIC (PV) PROJECT Clean-energy projects to be funded over three years ROCKY HILL, Conn., January 2, 2004 – The Connecticut Clean Energy Fund (CCEF) has announced its continuing support for Solar Photovoltaics with a new three- year program for PV installations on commercial, industrial and institutional buildings. Photovoltaics, a non-polluting clean energy technology, directly converts sunlight into electricity. The program is intended to demonstrate to Connecticut citizens that Solar PV is a viable technology that is available today and works efficiently right here in the Nutmeg state. The RFP will seek proposals over the next three years and provide funding to projects that demonstrate Solar PV as a viable clean energy resource in Connecticut.
“We are pleased to have the opportunity to help fund projects that will show how PV technology can power buildings effectively and economically, while reducing consumption of energy from the grid and improving the environment,” said Charlie Moret, managing director, investments, for CCEF. “Funding projects over the next three years will provide the ongoing market stimulation needed to encourage the development and commercialization of this exciting technology and help create employment opportunities within our state.”
CCEF will seek projects that demonstrate Solar PV’s potential as a viable distributed-generation resource in Connecticut. The Fund is particularly interested in projects that promote uses of photovoltaics that:

Bulk electrical power generation using the available solar energy of a kilowatt per square meter will occur when photovoltaic cells decline in price below 10 cents per kilowatt-hour. The first practical solar cell was developed at Bell Laboratories [1] in 1954. With the advent of the space program, photovoltaic cells made from semiconductor-grade silicon quickly became the power source of choice for use on satellites. In the early 1970s, the disruption of oil supplies to the industrialized world led to serious consideration of photovoltaics as a terrestrial power source. This application focused research attention on improving performance, lowering costs and increasing reliability. New Mexico State University Solar energy is the energy force that sustains life on the earth for all plants, animals, and people. The earth receives this radiant energy from the sun in the form of electromagnetic waves, which the sun continually emits into space. The earth is essentially a huge solar energy collector receiving large quantities of this energy which manifests itself in various forms, such as direct sunlight used through photosynthesis by plants, heated air masses causing wind, and evaporation of the oceans resulting as rain which can form rivers. This solar energy can be tapped directly as solar energy (thermal and photovoltaics), and indirectly as wind, biomass, and hydroelectric energy.
Solar energy is a renewable resource that is inexhaustible and is locally available. It is a clean energy source that allows for local energy independence. The sun's power flow reaching the earth is typically about 1,000 Watts per square meter (W/m2), although availability varies with location and time of year. Capturing solar energy typically requires equipment with a relatively high initial capital cost. However, over the lifetime of the solar equipment, these systems can prove to be cost-competitive, as compared to conventional energy technologies. The key to successful solar energy installation is to use quality components that have long lifetimes and require minimal maintenance.

We have always used the energy of the sun as far back as humans have existed on this planet. As far back as 5,000 years ago, people "worshipped" the sun. Ra, the sun-god, who was considered the first king of Egypt. In Mesopotamia, the sun-god Shamash was a major deity and was equated with justice. In Greece there were two sun deities, Apollo and Helios. The influence of the sun also appears in other religions - Zoroastrianism, Mithraism, Roman religion, Hinduism, Buddhism, the Druids of England, the Aztecs of Mexico, the Incas of Peru, and many Native American tribes. We know today, that the sun is simply our nearest star. Without it, life would not exist on our planet. We use the sun's energy every day in many different ways. When we hang laundry outside to dry in the sun, we are using the sun's heat to do work drying our clothes. Plants use the sun's light to make food. Animals eat plants for food. And as we learned in Chapter 5, decaying plants hundreds of millions of years ago produced the coal, oil and natural gas that we use today. So, fossil fuels is actually sunlight stored millions and millions of years ago. Indirectly, the sun or other stars are responsible for ALL our energy. Even nuclear energy comes from a star because the uranium atoms used in nuclear energy were created in the fury of a nova - a star exploding.

Solar energy is a renewable resource that is environmentally friendly. Unlike fossil fuels, solar energy is available just about everywhere on earth. And this source of energy is free, immune to rising energy prices. Solar energy can be used in many ways - to provide heat, lighting, mechanical power and electricity.
Photovoltaic Energy
Sunlight is converted to electricity using photovoltaic or solar cells. Photovoltaic (PV) cells are semiconductor devices, usually made of silicon, which contain no liquids, corrosive chemicals or moving parts. They produce electricity as long as light shines on them, they require little maintenance, do not pollute and they operate silently, making photovoltaic energy the cleanest and safest method of power generation.
Photovoltaic cells and modules
Photovoltaic cells come in many sizes, but most are 10 cm by 10 cm and generate about half a volt of electricity. PV cells are bundled together in modules or panels to produce higher voltages and increased power. A 12-volt module, for example, depending on its power output, could have 30 to 40 PV cells. A module producing 50 watts of power measures approximately 40 cm by 100 cm. PV panels are not highly efficient, converting only 12 to 15 per cent of the sunÍs light into electricity, but laboratory prototypes are reaching 30 per cent efficiency.
