But the White House said it still hoped an agreement would eventually be reached to allow "limited recreational use" of snowmobiles in the two Wyoming parks. The snowmobile ban, issued in January on the day former president Bill Clinton left office, followed years of controversy over snowmobiling in the parks that pitted environmentalists concerned about air pollution and noise against snowmobile manufacturers, sportsmen and nearby communities that benefit from winter tourism. Within hours of his inauguration, President Bush put a hold on the snowmobiling rule as part of a wider review of about 175 regulations issued by the Clinton administration. Yesterday, the Interior Department announced that it would not stand in the way of the new regulation that would ban snowmobiles in Yellowstone and Grand Teton by the winter of 2003-2004.

As of July 1, 2004, the metal traction device (stud) permit is no longer needed for snowmobiles registered in Minnesota. However, you may not operate a snowmobile with metal traction devices on paved public trails, except when allowed by local government on trails under these jurisdictions or any portion of a paved state trail designated for such use by the commissioner. More information about Minnesota's metal traction device (stud) law Snowmobiles not registered in Minnesota must still bear a snowmobile state trail permit

Persons possessing a learners permit may not operate a snowmobile. Snowmobiles must also be properly registered and display a valid state registration from any U.S. state. Operate snowmobiles as you would an automobile. Use hand signals when turning or stopping. Allow enough distance in between snowmobiles when traveling. Passing is allowed only when safe. If you turn around, you must do so within the road width.

ROCKEFELLER, JR., MEMORAL PARKWAY On Tuesday December 16, 2003, Judge Emmet Sullivan of the U.S. District Court in Washington, D.C. issued an order to set aside a recent National Park Service winter use plan and rule that allowed for limited snowmobile use in Yellowstone and Grand Teton National Parks and the John D. Rockefeller, Jr., Memorial Parkway. The November 18, 2002, regulation is in effect. That rule phases out snowmobile use in the three parks in favor of multi-passenger snowcoaches. The decision to phase out snowmobile use was signed in a November 2000 Record of Decision (ROD), with the rule to implement that decision signed in January 2001. The rule called for the gradual phase out of all recreational snowmobile use by the winter season of 2003-2004 in favor of NPS-managed mass transit snowcoaches. The November 18, 2002 rule delayed the implementation of this decision for one year to allow NPS to complete the Supplemental Environmental Impact Statement and plan for the transition to mass-transit snowcoaches.

Snowmobiling is allowed on the frozen surface of the St. Croix River, with some exceptions, on designated snowmobile trails sponsored by the state, county, or clubs and designated river crossings. The National Park Service adopts and enforces all state laws as applicable. St. Croix River: Snowmobiles can travel on the frozen river surface from Prescott to the Osceola Bridge and from St. Croix Falls to Riverside. Snowmobiling from the Highway 243 bridge at Osceola, Wisconsin north to the Xcel Energy Hydroelectric Dam at St. Croix Falls is prohibited at all times due to unsafe ice. Travel is also prohibited from the Highway 35 bridge at Riverside, north to Gordan Dam. Namekagon River : Snowmobiles may cross the river at locations along designated trails, but may not travel the length of the river. WHAT TO KNOW
  • The St. Croix and Namekagon rivers do not freeze uniformly, currents, springs, water depth, and water level fluctuations because of the dams, all contribute to ice that can be thick or thin within short distances. Use caution and pay attention for thin ice when travelling on the river.

    SNOWMOBILING IN MICHIGAN Rules and Regulations Slow Down, Don't Drink and Live to Enjoy Michigan's Winter Wonderland. The State of Michigan, including every available branch of law enforcement, thoroughly enforces all snowmobile laws. Fines are substantial. A snowmobile is any motor driven vehicle designed primarily for travel on snow or ice utilizing sled type runners or skis, or an endless belt tread or similar means to contact the surface upon which it is operated. REGISTRATION REQUIREMENTS A snowmobile shall not be operated by a Michigan resident unless the owner first obtains a certificate of registration and a registration decal. A snowmobile owned by a non-resident, before operation in Michigan, must display a valid registration from their home state or province, or be registered in Michigan. The secretary of state registers snowmobiles for a three year period for a fee of $15.00. The registration cycle begins on October 1 and expires on September 30 of the third year following registration. Any time a registered snowmobile is sold to another person, the registration must also be transferred. The secretary of state must be contacted to transfer the registration of a snowmobile.
