Safety Commission Warns About Snowmobile Hazards
CPSC Document #541 The U.S. Consumer Product Safety Commission estimates that each year about 110 people die while riding snowmobiles. The Commission estimates that about 13,400 hospital emergency room-treated injuries occur each year with snowmobiles. Approximately two-fifths or 40 percent of the reported deaths resulted from colliding with trees, wires, bridges, and other vehicles. Some deaths occurred when the snowmobile rolled to the side in a ditch or stream and pinned the operator under the vehicle. Deaths also have occurred when the snowmobile entered water, mostly when it was operating on ice and fell through.
CPSC recommends the following safe snowmobiling rules for recreational snowmobiling: 1. Never drive your snowmobile alone or on unfamiliar ground Have someone ride along with you, so you can help each other in case of breakdown or accident.
2. Drive only on established and marked trails or in specified use areas.
3. Avoid waterways Frozen lakes and rivers can be fatal. It is almost impossible to judge adequate ice coverage or depth.

Governor George E. Pataki today announced more than $5.8 million in State grants for snowmobile trail maintenance and local law enforcement efforts for communities across New York. The funds include $4.9 million in direct municipal grants, $150,000 for law enforcement and $795,000 to secure insurance coverage for the snowmobile organizations whose members provide regular maintenance on the 10,175-mile State-designated trail system. "The Empire State offers exceptional winter recreation and some of the best snowmobiling in the country," said Governor Pataki. "I'm proud that these grants will help strengthen our comprehensive trail system, making it safer and more enjoyable for snowmobile enthusiasts to experience the best of New York's picturesque winter landscapes." "These grants will help secure needed insurance coverage for local snowmobile clubs and improve trail designs that will safeguard riders while better protecting our environment and creating new jobs and winter tourism opportunities in local communities." Snowmobiling is a highly popular winter recreational activity in New York. Head injuries remain the leading cause of mortality and serious morbidity, arising largely from snowmobilers colliding, falling, or overturning during operation. It is also an activity in which younger people are more likely to be the victims (1). The popularity of snowmobiles has increased (2-4) along with their size and speed (5). The National Electronic Injury Surveillance System of the United States Consumer Product Safety Commission (CPSC) reported no decline in snowmobile injuries during the past 10 years. The average annual number of snowmobile injuries treated in American emergency departments in 1997 and 1998 was more than 10,000. Of these injuries, 10% occurred in children younger than 15 years of age, and another 25% occurred in adolescents and young adults aged 15 to 24 years (D Tinsworth, CPSC, personal communications).

This study uses cluster analysis to identify different snowmobiler segments, and then uses the travel cost method to estimate the respective consumer surplus values for the pooled sample and the different market segments. Consumer surplus per trip for the pooled sample is $68 and for the different market segments ranged from $31 to $101 per trip. Differences between the pooled model and segments highlight the importance of differentiating recreational users for both management related issues and for economic benefit measurements.
