Slovenians shall exercise local government powers and functions through self-governing municipalities and other local government organizations (Article 138). Municipalities shall be self-governing local government bodies. A municipality may comprise a single community or a number of communities whose inhabitants are bound together by common needs and interests. A municipality may be established by statute following a vote in favour of its establishment at a referendum conducted to ascertain the will of the people in the area affected. The territorial boundaries of a municipality shall be such as are prescribed by law (Article 139).

The Constitution provides for freedom of religion, and the Government generally respects this right in practice. There was no change in the status of respect for religious freedom during the period covered by this report, and government policy continued to contribute to the generally free practice of religion. The generally amicable relationship among religions in society contributed to religious freedom. The U.S. Government discusses religious freedom issues with the Government in the context of its overall dialog and policy of promoting human rights. Section I. Religious Demography The country has a total area of 12,589 square miles, and its population is approximately 1.99 million. Estimates of religious identification vary. According to the 1991 census, the numbers are: Roman Catholic, 1.4 million (72 percent); No answer, 377,000 (19 percent); Atheist, 85,500 (4.3 percent); Orthodox, 46,000 (2 percent); Muslim, 29,000 (1.5 percent); Protestant, 19,000 (1 percent); Agnostic, 4,000 (0.2 percent); and Jewish, 201 (0.01 percent). The Orthodox and Muslim populations appear to correspond to the country's immigrant Serb and Bosniak populations, respectively. These groups tend to have a lower socioeconomic status in society.

FACTS
LEADERS MEDIA Unlike Croatia or Bosnia-Hercegovina, Slovenia's independence from Yugoslavia was relatively bloodless. The move was undoubtedly aided by Western European recognition of the Slovenes' aspirations and the low proportion of other ethnic groups in the country. Slovenia has always been the most prosperous region of the former Yugoslavia and has found the transition from a socialist economy to the capitalist free market easier than most. Politically, Slovenia was the most liberal republic within the Yugoslav federation. Throughout the 1980s there was pressure from Slovenia for greater political freedom and pluralism.

The south central European country Slovenia stretches between the Adriatic Sea and the Alps. In 1918 the Slovenes joined the Serbs and Croats in forming a new nation named Kingdom of Serbs, Croats and Slovenes, renamed to Yugoslavia in 1929. After World War II, Slovenia became a republic of the renewed Yugoslavia, which though communist, distanced itself from Moscow's rule. Dissatisfied with the exercise of power of the majority Serbs, the Slovenes succeeded in establishing their independence in 1991. Since then, Slovenia has successfully integrated into the international community and is becoming a full member of the European Union and joins NATO.

ESTIMATED 2000 POPULATION: LOCATION AND GEOGRAPHY: Slovenia is a republic of the former socialist Yugoslavia. It is bound by the Gulf of Trieste to the southwest, Italy to the west, Austria to the north, Hungary to the northeast and Croatia to the south and southeast. In general, the country has an Alpine terrain while in the northwest and north, several ranges of the Eastern Alps such as the Pohorije, Karawanken, Savinja Alps and the Julian Alps rise to Mt. Triglav, the country's highest point. To the south the northern edge of the Dinaric Alps as well as the limestone Kras Plateau are found while the lowlands are located to the east and along the Adriatic coast to the west. The principal rivers are the Sava and Drava, and there are also several Bled or mountain glacial lakes and Kras lakes. Major Cities (pop. est.); Ljubljana 276,100, Maribor 108,100, Celje 41,300, Kranj 37,300, Velenje 27,700 (1991). Land Use; forested 50%, pastures 28%, agricultural-cultivated 15%, other 7% (1993). CLIMATE: Slovenia has a moderately continental climate inland with cold winters and warm summers while along the coast the climate can be described as subtropical Mediterranean. Average annual precipitation varies from 800 to 2,000 mm (31.5 to 79 inches), although it can exceed 2,000 mm (79 inches) in the mountains. Average temperature ranges are from to 2 degrees Celsius (31 to 28.4 degrees Fahrenheit) in January to 18 to 19 degrees Celsius (64.4 to 66 degrees Fahrenheit) in July.

Slovenia is a parliamentary democracy and constitutional republic. Within its government, power is shared between a directly elected president, a prime minister, and a bicameral legislature (Parliament). Parliament is composed of the 90-member National Assemblywhich takes the lead on virtually all legislative issuesand the National Council, a largely advisory body composed of representatives from social, economic, professional, and local interests. The Slovenian judicial system consists of district courts, regional courts, courts of appeals, an administrative court, and the Supreme Court. A nine-member Constitutional Court rules on the constitutionality of legislation, treaties, and international agreements and is the highest level of appeal for administrative procedures. Judges, elected by the State Assembly (Parliament) upon the nomination of the Judicial Council, are constitutionally independent and serve indefinitely, subject to an age limit.
