    GOVERNMENT The government and most of the Slovenian polity share a common view of the desirability of a close association with the West, specifically of membership in both the EU and NATO. For all the apparent bitterness that divides left and right wings, there are few fundamental philosophical differences between them in the area of public policy. Slovenian society is built on consensus, which has converged on a social-democrat model. Political differences tend to have their roots in the roles that groups and individuals played during the years of communist rule and the struggle for independence. As the most prosperous republic of the former Yugoslavia, Slovenia emerged from its brief 10-day war of secession in 1991 as an independent nation for the first time in its history. Since that time, the country has made steady but cautious progress toward developing a market economy. Economic reforms introduced shortly after independence led to healthy economic growth. Despite the halting pace of reform and signs of slowing gross domestic product (GDP) growth today, Slovenes now enjoy the highest per capita income of all the transition economies of central Europe.

The coalition government is composed of Drnovšek's Liberal Democrats (LDS), the United List of Social Democrats (ZLSD), the pensioners' party DeSUS and the SLS+SKD Slovene People's Party. Opposition parties made statements this week sharply criticizing the government. Janez Janša of the Social Democrats (SDS) said that the fact that the Slovene Youth Party (SMS) and even at times the Nationalists (SNS) have allied themselves with the coalition is giving it a dangerously high majority and making the oversight role of the actual opposition difficult to execute. Former primer minister Andrej Bajuk of the New Slovenia (NSi) party said that a full 100 days into the government's mandate, the coalition has yet to show that it intends to tackle some of the country's most pressing problems. Drnovšek's campaign promises reform of public administration, an increase in the use of information technology in the government and society at large, an anti-bureaucracy program, a reorganization of the ministries and increased attention on harmonizing Slovene legislation with that of the EU.

    Slovenia: Government Adopts Non-Aligned FLOSS Policy
    'The Slovenian Government has adopted the proposal of the Ministry of Information Society on the development, implementation and usage of open source software. This policy document aims to have take an equal stand towards open source and proprietary software and solutions. Supporting open source initiatives, usage of open standards and protocols, higher transparency and confidence in the security and privacy of bought or developed IT solutions, the proposal may be seen as a starting point for sharing best practices. As the Slovenian Government has affirmed, the document does not aim to discredit or neglect proprietary solutions, but to develop rational and technologically neutral attitude towards different programming solutions. This is a positive move for Slovenia, which was severely criticized earlier this year for signing a deal with Microsoft. Further information: WorldWatch Latest News
