The ANNOTICO Report
Thanks to Dr. Manny Alfano, founder of IAOV The Austro-Hungarian Empire's 300 years of influence/occupation of Northern Italy was finally broken with the Unification of Italy in 1860, although Venice and environs was not relinquished until 1866. Other territories on the East Coast of the Adriatic that had either substantial or predominate Italian populations, that were NOT relinquished, were called the "irredenta" territories, and were a very sore spot for the Italians, and included Trieste, the Istria Peninsula, Fiume (Rijeka), Dalmatia, etc With the loss of WWI, the Austro Hungarian Empire was broken up, and Italy was "returned" Trieste, Istria, Zara, Lagosta, but Fiume and Dalmatia were given to the newly created Yugoslavia. Italy later obtained a Protectorate over Albania. Even though Italy was an Enemy of the Allies only from June 10, 1940 to September 1943, and became a Co-Belligerent of the Allies from then, until the end of the War in Europe on May 7, 1945, the "irredenta" territories were given to Yugoslavia. So now there were numerous Italians in those "irredenta" territories, and a great number in Croatia and Slovenia, that were caught in the middle of the incendiary mix of Croatians, Serbians, Muslims, and their long simmering animosity, that fostered severe tribalism, and a Communist government, that fostered aggression against Italians.

SLOVENIA
All of the independent organizations in Slovenia are financially dependent on the Ministry of Culture and City Councils. The majority of their finances are provided by government and therefore we cannot speak of financial independence. Ministry of Culture and City Councils don't directly interfere in artistic programs and management of independent organizations, consequently their independence is artistic and managerial. Unfortunately, financial dependence results in managerial and consequently artistic dependence. Slovenian independent organizations don't get enough money to establish proper infrastructure for their activities. In most cases artists are working as producers, organizers, PR persons etc. Beside that, if independent organizations want to be financed by the Ministry of Culture and City Councils they have to change (expand) their artistic program in order to comply with their condition. There are two ways of financing - program financing and project financing. Some independent organizations realize programs (more projects in a time period), the others just projects. The criteria for financing are: Quality of the program/ project, references (realization, awards), international presentation and international cooperation.

Unification News for October 2002 IRFF Culture of Heart in Slovenia by Larisa Zmaher Family is the base of social life and relationships. In all cultures and area family and family values are appearing as a focus and even more, as sacred. All important cultures and civilizations have a family as something noble and holy. Family is a place shaping man's personality, a place of receiving and experiencing love, feeling of being wanted and accepted. But the family is also a ground and one of the most important mediators of goals, values and ideals. It is the institution most effectively teaching virtues of loyalty, respect for others, personal responsibility, honesty and self- sacrifice. One of the purposes of the IRFF pilot project centering on families: "Family and Service, Establishing a Culture of Peace through the Culture of Heart", held from the 23rd to the 31st of August in Slovenia, was to show that this is the age of the family and family should not be an isolated unit or an island to itself, but should participate in the life of the community, think beyond the family's well being and have an active role in the society. Six families with their children and several volunteers came to serve a small Slovenian town called Sentjur. Few families but large in number and spirit. Families ready to serve and inspire the community to follow their steps in the future. Parents from Italy, Brazil, Austria, UK, Bulgaria, Korea, Hungary and Slovenia brought their children to serve a community they have never heard about before, and their aim was to contribute, to learn, to share and be part of the Culture of Heart in creating the Culture of Peace.

Willingly or unwillingly, Slovenia's cultural life has always been, and still is, plural and many-sided. In this text, I intend to show some aspects of one very particular cultural in present-day Slovenian cultural life: the so-called "Balkan culture". Although it has history that goes back for decades, it gained specific characteristics and elements in the last decade, that is since Slovenia's declaration of independence in 1991. In the dominant political, cultural and media discourses found in Slovenia and in their rhetoric, terms like Yugoslavia and the Balkans have - together with some others like East, Communism, Byzantinism - conspicuous negative connotations. Nonetheless, a specific "Balkan culture" developed in Slovenia in the 90s. The "Balkan culture" in present-day Slovenia is not only nostalgic, oriented towards the "golden era" of Yugoslav popular culture and it is not limited only to older, "Yugoslav" generations. Yugonostalgia is more present among older generations while the new "Balkan culture" has been developed by younger, even teen-aged, generations. "Balkan culture" in Slovenia can be treated as a kind of sub-cultural revolt against prevalent cultural preferences and values in present-day Slovenia. It is one of the reactions against discourse of Slovenianism "at any cost" and against its dominant (Central) European cultural orientation. Whether the cultural mainstreams and institutions like to admit it or not, "Slovenian Balkan culture" is a significant and bold contribution to and an important part of its cultural pluralism.

    ACT ON THE IMPLEMENTATION OF THE PUBLIC INTEREST IN CULTURE
    22 November 1994 Article 8 Forms of facilitating cultural development of the Italian and Hungarian ethnic communities and measures for the preservation of the cultural heritage in the ethnically mixed areas, which is particularly linked to the historical presence of the ethnic communities. Article 10 The Government shall establish the Council for Culture as a deliberative body. The Government shall appoint the chairperson and one third of the members on the nomination by the minister, one third on the nomination of the Cultural Chamber of Slovenia and professional associations of cultural workers who are not members of the Chamber and have more than 100 members, and one third on the nomination of the Slovenian Academy of Sciences and Arts, pools in the field of amateur cultural activities organised for the area of the state and of the Italian and Hungarian ethnic communities. The number of members of the Council, the duration of their term of office and the method of their work shall be defined by the Government with the Act of the establishment of the Council.

    A BRIEF HISTORY OF SLOVENIA by Stane Granda Ladies and gentlemen, respected colleagues, Welcome to the country which until 1918 was not on maps, was not an administrative entity, and was not in history. Terminologically Slovenia means the “Land of Slavs,” and it borders the non-Slavic world. Slovenes are the most western Slavs in Europe – they border Roman, German and Hungarian neighbors. Slovenia is a state of Slovenes along with two minorities, Italian and Hungarian; while Slovenes also live as indigenous inhabitants of Italy, Austria, and Hungary. Many Slovenes live as immigrants in foreign countries, and Cleveland Ohio, USA, was until recently known as one of the cities with the largest number of Slovenian inhabitants. The most cohesive and nationally conscious group lives in Argentina. This group of Slovenes are those who fled their homes out of fear of communism after the Second World War. For an understanding of the cultural development of the Slovenian territory it is important to keep in mind the fact that it belongs to two basic cultures: the Mediterranean as to a land of rock and an interior where there is an preponderance of timber. Their durability is different and for an understanding of cultural development this is exceptionally important. Because of its exceptionally important strategic position, and regarding the fact the main roads for commerce from middle and southeastern Europe and from the Italian area to the Balkans and the Pannonian lowland coursed across the Slovenian territory, it is understandable that this region was populated very early. Regarding material traces the most precious find up to now from the pre-metal age is a neanderthal tibia; this find completely shook previous beliefs about the intellectual capacity of neanderthals. As to written sources the earliest mention of our territory is connected with the tale of Argonauts searching for links to the northern Adriatic through rivers which are in present-day Slovenia.
