    S L O V E N I A 0. INTRODUCTION Geographically, commercially and historically, Slovenia is located at the very central point of the European countries - where the Alps, the Pannonian Plain and the Adriatic Sea converge, where the main European commercial roads cross, where history has created and preserved rich and diverse cultural heritage. This central location within Europe has been responsible for many historical, political, economic and cultural developments in the country; furthermore, it affects also the present political and cultural situation. The beginnings of the Slovene history date back to the 6th century, when the "Kingdom of Carinthia" (not the same as Carinthia, the southern province of Austria) was formed. From then on, Slovenia has never been established, in any political form, as a sovereign country. Nevertheless, as a national and cultural entity, the Slovenes have played an important role as part of the Roman, German and Austrian Empires, and, in the past 70 years, as part of Yugoslavia. In 1991, Slovenia, like the other young, newly-formed sovereign countries of Eastern and Central Europe (the former Soviet Union, Czechoslovakia, Yugoslavia), established its own political structure. The Basic Constitutional Charter on the Independence and Sovereignty of the Republic of Slovenia was proclaimed on 25 June 1991, and the Constitution of the Republic of Slovenia was promulgated on 23 December 1991.

    CULTURE AND SPORT METHODOLOGICAL EXPLANATIONS CULTURE Sources and methods of data collection The Statistical Office of the Republic of Slovenia collects most data on culture by means of annual, three-yearly and occasional statistical surveys. The exception is the data on book production, and periodi cals and newspapers (press); since 1991 these data have been col lected and processed by the National and University Library in Ljubljana, while computer services have been performed by the Uni versity Institute of Information Sciences in Maribor and the Statistical Office of the Republic of Slovenia. The same is true for the data on libraries. Until 1989 the data had been collected and processed by the Statistical Office of the Republic of Slovenia, while since 1990 this work has been performed by the National and University Library in Ljubljana, which is the central library for the whole Slovenia and col lects and processes data on all libraries in the country, except data on school libraries which are collected by the Statistical Office. An excep tion is also the data of persons obligating to pay the television and radio subscription which are mediated by the subscription service of Radio and Television Slovenia. However, this is not to suggest that we can speak about the birth of video art in the Yugoslavia of the seventies. Then, only the porductions of Nusa and Sreco Dragan from Ljublijana, and Sanja Ivekovic and Dalibor Martinis from Zagreb were known. There was no "Yugoslav" video, as such, only, as in the eighties, video productions which were the products of individual urban centres throughout the Yugoslav republics, i.e. of Ljubljiana, Zagreb, Belgrade, Skopje and Sarajevo. Thus the shift from the nation of "Yugoslav video" to "Slovene video" which occurred almost overnight, we could say, does not present a difficult changeover. Furthermore in the eighties, aesthetically, video in comparison with local film-making and its visual style, could not in any way allude to a "national" unifying style designating "Slovene video production" . The beginnings of the Slovene video renaissance during the eighties were linked to the local pehnomenon of alternative- or sub-culture. The phenomenon of such alternative- or sub-culture was focussed around the work of two art-cultural orientated students centers in Ljubljana: the Students' Cultural and Art Center (SKUC) and the Students' Cultural Forum Society (SKD Forum). In 1982 both centers established a video section, which became the basis of the SKUD-Forum independent video productions. Most of the first video works made by video artists and groups active throughout the eighties until today (Marko Kovacic, Zemira Alaibegovic and Neven Korda, former members of the multimedia group Borghesia, Marina Grzinic and Aina Smid etc.) were produced by Skud-Forum independent video productions.

    The south central European country Slovenia stretches between the Adriatic Sea and the Alps. In 1918 the Slovenes joined the Serbs and Croats in forming a new nation named Kingdom of Serbs, Croats and Slovenes, renamed to Yugoslavia in 1929. After World War II, Slovenia became a republic of the renewed Yugoslavia, which though communist, distanced itself from Moscow's rule. Dissatisfied with the exercise of power of the majority Serbs, the Slovenes succeeded in establishing their independence in 1991. Since then, Slovenia has successfully integrated into the international community and is becoming a full member of the European Union and joins NATO.
