Overview
Slovakia continues the difficult transition from a centrally planned economy to a modern market economy (a reform slowed in the 1994-98 period due to the crony capitalism and other fiscal policies of Prime Minister Vladimir Meciar's government). While economic growth and other fundamentals improved steadily during Meciar's term, public and private debt and trade deficits soared, and privatization , often tarnished by corrupt insider deals, progressed only in fits and starts. Real annual GDP growth peaked at 6.5% in 1995 but declined to 1.3% in 1999. For all of 2002, real GDP rose 4.4%. Slovakia started 1999 faced with a sharp slowdown in GDP growth, large budget and current account deficits, fast-growing external debt, and persisting corruption, but made considerable progress toward achieving macroeconomic stabilization later in the year. Tough austerity measures implemented in May cut the overall fiscal deficit from 6% in 1998 to under 4% of GDP, and the current account deficit was halved to an estimated 5% of GDP. Slovakia was invited by the European Union in December to begin accession negotiations early in 2000. Foreign investor interest, although rising, has not yet led to actual deals; several credit rating agencies have upgraded their outlook for the country. However, Slovakia's fiscal position remains weak; inflation and unemployment remain high; and the government is only now addressing the structural problems inherited from the

The Constitution provides for freedom of religion, and the Government generally respects this right in practice. There was no change in the status of respect for religious freedom during the period covered by this report, and government policy continued to contribute to the generally free practice of religion. The generally amicable relationship among religions in society contributed to religious freedom; however, anti-Semitism persisted among some elements of the population. The U.S. Government discusses religious freedom issues with the Government in the context of its overall dialog and policy of promoting human rights. Section I. Religious Demography There are 3 categories of nonregistered religions that comprise approximately 30 groups: nontraditional religions (Ananda Marga, Hare Krishna, Yoga in Daily Life, Osho, Sahadza Yoga, Shambaola Slovakia, Sri Chinmoy, Zazen International Slovakia, Zen Centermyo Sahn Sah, Rosicrucians, Raelians, and Moon Sect); the syncretic religious societies (Unification Church, the Church of Scientology, Movement of the Holy Grail, and the Baha'i Faith); and the Christian religious societies (The Church of Christ, Manna Church, International Association of Full Evangelium Traders, Christian Communities, Nazarenes, New Revelation, Word of International Life, Society of the Friends of Jesus Christ, Sword of Spirit, Disciples of Jesus Christ, Universal Life, the Church of Jesus Christ of Latter-day Saints (Mormons), Free Peoples' Mission, Presbyterian Church Emmanuel, and Brothers in Christ (Christadelphians).

Article 152
(1) Constitutional laws, laws, and other generally binding legal regulations remain in force in the Slovak Republic unless they conflict with this Constitution. They can be amended and abolished by the relevant bodies of the Slovak Republic. (2) Laws and other generally binding legal regulations issued in the CSFR become invalid on the 90th day after the publication of the ruling on their invalidity by the Constitutional Court of the Slovak Republic. This ruling must be published in a manner established for the promulgation of laws. (3) Decisions on the invalidity of legal regulations are made by the Constitutional Court of the Slovak Republic at the proposal of persons listed in Article 130. (4) The interpretation and application of constitutional laws, laws, and other generally binding legal regulations must be in harmony with this Constitution.

The publication of inflation projections was an important step in making monetary policy more transparent and improving communications. However, it has been limited to quarterly inflation averages while NBS targets refer to end-year inflation. Thus, to improve transparency, NBS publication of its quarterly forecasts should be extended to end-year forecasts, in line with the definition of its targets. Also, the NBS should continue with efforts to make private sector wage-setting more forward looking.

Economic activity has continued to expand while inflation fell modestly, and fiscal and underlying monetary performance were in line with the program through September. On the structural front, most benchmarks for end-June and end-September were met, although clearly there have been implementation delays. While structural reform is moving in the right direction, it is doing so at a slower pace than envisaged under the program, and a concerted effort by the government is required to accelerate reform. 3. Two striking developments since the program began are a substantial widening of the external current account deficit, and a completely different external economic environment, particularly a pronounced deterioration of economic activity in Europe. The widening of the current account deficit has resulted from an expected slowdown in exports combined with the much stronger growth of imports than anticipated. It is true that part of the increase in imports reflects higher investment, but the available evidence shows that there has been an across the board increase in imports, including of consumption and intermediate goods. In the present environment, the mission believes that the risks over the next several months are skewed toward the downside and that there is therefore a need for a policy response that addresses the macroeconomic imbalance reflected in the external accounts.
