IN TRANSPORTATION AND COMMUNICATION ( COTAC )

The period under review saw the continuing efforts of the ASEAN Committee on Transportation and Communications to forge ahead with the implementation of on-going projects. Posts and Telecommunications Cooperation in the area of Posts and Telecommunications ranged from intra-ASEAN development cooperation, like the ASEAN Submarine Cable project to those meant to foster the spirit of cooperation like the ASEAN Letter Writing Competition for Young People. The ASEAN Submarine Cable Project is now considered as completed. The last segment, Philippines-Malaysia-Thailand, has been deferred to the early 1990's and if implemented will more likely be an optical fibre submarine cable submarine system. The decision was made in view of the rapid development of the optical fibre submarine cable system around the region. The ASEAN TV-News Exchange Scheme is ready for implementation by the Committee on Culture and Information (COCI). COTAC has already received the approval of the INTELSAT Assembly Parties for ASEAN to use the PALAPA satellite for the scheme. COTAC has formally submitted the project to COC I for implementation by the ASEAN broadcasting authorities. The Third ASEAN Letter Writing Competition for Young People was successfully conducted by member countries in 1985 with the theme "ASEAN and My Country". The fourth competition is scheduled to be held in 1987.

The Eleventh Meeting of the Committee on Transport and Communications (COTAC) was held in Genting Highlands, Malaysia, on 1-3 September 1982 and the Twelfth Meeting in Johore Baharu, Malaysia, on 12-14 April 1983. In addition, a special meeting of COTAC was held in Singapore on 8-9 November 1982, immediately preceding the Fourteenth AEM Meeting, to take up urgent matters in the field of civil aviation.
1982-1983 saw the emergence of various international issues, especially in civil aviation, which further underlined the need for joint ASEAN approaches to such issues. ASEAN's resolve in these areas has enhanced both its internal cohesion and its international standing.
Integrated Work Programmes (IWP) were formulated by each relevant COTAC Sub-Committee in the areas of Land Transportation, Post and Telecommunications and Civil Aviation and Related Services by the end of 1982. These follow the pattern of the Integrated Work Programme on Shipping, (IWPS) with priority areas identified and implemented over a specific time frame. The various Work Programmes were consolidated into an ASEAN Integrated Work Programme in Transportation and Communication (IWPTC) covering the period 1982-1986. As of May 1983, only twelve of COTAC's previous list of projects had not been incorporated into any specific IWP. These are projects which involve more than one mode of transport.

The wheel, the sail, the steam engine, and the electric motor are among the technological breakthroughs in transportation that allowed man and his materials to be moved from place to place and from one continent to another.  Until the invention of the telegraph, even distant communications were dependent on transportation.  From earliest times, trade, conquests, armed conflicts and search for new lands and resources had been the impetus in the development of maritime transport and the establishment of transportation routes.  Since the beginning of recorded history, maritime trading networks had waxed and waned, particularly with Europe, the Mediterranean Basin, Asia and Africa.
The 15 th century CE ushered in the Age of Discovery.  During this period, the voyage initiated by Ferdinand Magellan completed the first circumnavigation of the globe by one of his crew, Sebastian El Cano.  Between the 15 th and 18 th century, new lands and maritime routes had been discovered or rediscovered and east-west maritime trade begun to assume a global structure.

Component of: United States Navy Reports to: United States Transportation Command The Military Sealift Command MSC ) is a United States Navy (USN) organization that controls most of the replenishment and military transport ships of the Navy. It first came into existence on 9 July when the Military Sea Transportation Service MSTS ) became solely responsible for the Department of Defense 's ocean transport needs. The MSTS was renamed the Military Sealift Command in Military Sealift Command ships are civilian manned, and are referred to be as being in service, rather than in commission. Some, owned by the United States Government, have the prefix USNS , standing for United States Naval Ship, whilst others, on charter or equivalent, are simply the normal merchant MV or SS . Their hull numbers have the prefix T- in addition to the normal hull number that an equivalent commissioned ship in the USN would have.

Published on 12/6/2004 Groton, Connecticut — When the Submarine Force Museum opens its newest exhibit this week on the eight submariners who received the Medal of Honor, two of the local guests will have first-hand knowledge of what it takes to earn such a distinction. Ronald E. Williams of Mystic and Carl Kimmons of Waterford were both crewmen on the USS Parche, SS 384, on a summer day in 1944 when then-Cmdr. Lawson Paterson Ramage attacked a heavily armed Japanese convoy. Both men earned the prestigious Presidential Unit Citation for their role in the mission, as well as recognition from Ramage in the form of a hand-written note on paper embossed with the Medal of Honor. Ramage, in the note, said the medal “was accepted from the President of the United States as the nation's tribute to a fighting ship and her courageous crew.” Ramage remained on the bridge by himself during the attack, frenetically maneuvering the Parche into firing position and trying to avoid return fire. At one point, a ship in the convoy tried to run him over. He heeled the ship over sharply, passing within 50 feet of the enemy and directly into the path of a larger cargo ship. He fired three torpedoes at the ship, damaging it, then turned Parche around and fired another torpedo that sent it to the bottom.
