Introduction
The extraordinary growth of the World Wide Web has been fueled by the ability it gives authors to easily and cheaply distribute electronic documents to an international audience. As Web documents have become larger and more complex, however, Web content providers have begun to experience the limitations of a medium that does not provide the extensibility, structure, and data checking needed for large-scale commercial publishing. The ability of Java applets to embed powerful data manipulation capabilities in Web clients makes even clearer the limitations of current methods for the transmittal of document data. To address the requirements of commercial Web publishing and enable the further expansion of Web technology into new domains of distributed document processing, the World Wide Web Consortium has developed an Extensible Markup Language (XML) for applications that require functionality beyond the current Hypertext Markup Language (HTML). This paper [0] describes the XML effort and discusses new kinds of Java-based Web applications made possible by XML.

Philip Hunter on the contents of Ariadne issue 25 and recent developments in the world of Digital Library initiatives. In A policy context - eLib and the emergence of the subject gateways Derek Law and Lorcan Dempsey outline some of the features of the policy environment which led to the setting up of the influential 'subject gateways' as part of the UK Electronic Libraries Programme, and they thus put current developments into a useful historical context. Altogether this covers a period of development of no more than seven years, but things have changed a great deal in such a short time. Looking at the context in which policy has developed explains a good deal about the current appearance of the institutional landscape in the UK information networking field - for instance the Follett Report in 1993 (which essentially gave rise to the UK eLib programme) makes no reference at all to the Web: computer networking was conceived in entirely different terms less than a decade ago. George Brett II gets an honourable mention in the Law/Dempsey article, as influential in similar areas in the US at around the same time as the UK eLib programme got under way; and it was a great pleasure to meet him a few months back when he visited UKOLN. OED Online is the latest fruit of longstanding and far-sighted efforts to make the Oxford English Dictionary OED ) "machine-readable", efforts that began in the mid-1980s for an entirely different motive. In the eighties, Oxford University Press (OUP) decided to publish a Second Edition of the OED OED could be done using screen editing software, but the work involved was nothing in comparison with the alternative of re-editing the text on paper from scratch, and in this way the Second Edition was successfully published in 1989.

The computer scientists used "generalized markup language" for the codes identifying the various text components. DOD builds virtual archives
SGML is a sound foundation, Vercio said, but the services are implementing it differently. His office is trying to change that as it publishes Defense Department directives on the World Wide Web and in other electronic formats. Because the services commonly modify DOD directives for their own needs, the Pentagon staff is investigating how to establish a virtual repository of all the directives and modifications so that they are readily accessible. The tool they are using is Panorama Pro software from SoftQuad Inc. of Toronto. The software automates SGML document preparation and supports online publishing, including searching. Pan-orama Pro also generates a table of contents that automatically is updated whenever the document is changed. Vercio said this feature was useful for scanning document contents. Using the contents list, a user can select one section of a large document to print. Web publishing is based on Hypertext Markup Language, a subset of SGML that lacks some of SGML's functionality. HTML is changing as the Web develops, Vercio said, so it lacks the advantages of standardization. On the other hand, HTML browsers do not support SGML. Web browsers are common, but SGML ones are not.
