Its aim was to conduct applied marine research in the region of the Mascarene Ridge. The programme will contribute to the understanding of past and present processes relevant to managing the area and optimising its productivity in terms of resources and services. It will also aid in ensuring sustainable development and conservation of the marine and coastal environments of the Seychelles and Mauritius. The Programme has three overarching, inter-linked elements: Research, Training and Education. The CCRU's director, Dr. Tom Spencer acted as the programme's Science Plan Co-ordinator. Indian Ocean: Cradle of Globalization Scholar Voices Larry Bowman Larry Bowman discussed Cold War politics and decolonization in the Indian Ocean. Using the case of the Chagos archipelago, whose excision from Mauritius was set as a condition for Mauritian independence, Bowman showed how military build up in the area was based more on perceived and potential threat from the Soviet Union than from reality (the Soviet Navy was the least funded and developed of the Soviet armed forces of the time). Through decolonization and cold war politics, the United States has replaced Britain as the superpower of the region. A suggested reading for the Diego Garcia conflict is: "The Indian Ocean: A New Naval Arms Race?" in The Defense Monitor , vol. 3, no. 3, April 1974. After morning and afternoon discussions of the Cold War, Bowman exhibited and discussed approximately twenty Indian ocean maps and city-views from his private collection of sixteenth- through nineteenth-century prints. Water Research Institute (WRI), Ghana: information resources, collections and library management systems by Marian Jiagge CSIR Water Research Institute P. O. Box M32, Accra, Ghana Library The Water Research Library was set up to support the research scientists with the needed literature for their research activities. It has a staff of one professional librarian and one paraprofessional. The library collection covers aquaculture, marine sciences, surface water, groundwater, microbiology, health, environmental biology and environmental chemistry. In the past the library was subscribing to a number of scientific journals, including Aquaculture Research, Journal of Hydrology, Water Resources Planning and Management . Unfortunately, we have not been able to renew our subscriptions due to financial constraints. The library is the sectoral nodal point of the water resources sector in Ghana and as such there are some water related institutions that we collaborate with, namely: the Environmental Protection Agency, the Ministry of Food and Agriculture, the Volta Basin Research Project of the University of Ghana, Legon, the Irrigation Development Authority and the Ghana Water Company. To enhance library cooperation, we distribute our accession lists and annual reports to each of these institutions. The library uses the WinISIS software and has developed a database called WATLIB. We still maintain the card catalogue because we can never be sure of continuous power. We also have the GHAGRI, which stands for Ghana Agricultural Research Information database because the library is part of the Ghana Agricultural Information Network Systems (GAINS), a CSIR project which is currently being sponsored by the World Bank under the Agricultural Sector Services Investment Programme (AgSSIP).
