    Victoria June 1-The government has called on the private sector
    to come forward and invest in the development of the land being
    reclaimed along Mahe’s east coast.
    The call was made by the Minister for Land Use and Habitat Mr
    Joseph Belmont during Question Time session in the National
    Assembly this week after he was asked by Honorable Antony
    Derjacques from the Opposition about the utilisation of the
    additional land being reclaimed under the third phase of the East Coast project and how the government was going to obtain the money to undertake all the developments planned.

Following the tsunami disaster of December 26, 2004, experts from the Earth Sciences Sector's Geological Survey of Canada visited Seychelles to evaluate the effects of the disaster on this group of islands in the Indian Ocean. ESS experts were asked to join the international scientific response that sought to document the tsunami. The work was done under the auspices of the International Tsunami Society and the Intergovernmental Oceanographic Commission of UNESCO. The Seychelles study helps to promote ESS as an international centre of expertise and excellence for natural hazard study and mitigation. As well, experience and insights gained through this study can be applied to the understanding of tsunami hazards along the western and eastern coasts of Canada.

    Natural Resources Canada Dear Dr. Itzkovitch, It is our pleasure to inform you that the GSC Indian Ocean Tsunami Expedition to the Republic of Seychelles (RS) returned to Canada this past weekend. We consider our expedition, which was to investigate the tsunami that struck that island archipelago nation on 26 December 2004 , an unqualified success. Reports will be completed and submitted to you, UNESCO affiliated agencies, and the Republic of Seychelles Government by the end of next week. We have much of it already written and we are waiting for the reduction and plotting of GPS and other survey data. In the interim, we would like to give you a brief summary of our activities and findings. The tsunami resulted in significant property damage but only two fatalities in RS. Two factors worked in RS's favor: the tsunami struck during low tide and it was a Sunday so most businesses in the commercial and industrial areas of Victoria , the capital, were closed. These areas were extensively flooded and boats and debris were driven ashore. Furthermore, children were not in school. Had the tsunami struck at high tide on a normal working day, the death toll could have been scores or hundreds. We expected to find that damage occurred on coasts facing the source of the tsunami to the east but we were surprised to find areas of significant damage on leeward coasts that we assumed would have been protected. Also, damage occurred on some of these protected coasts hours after the most energetic tsunami waves had already struck in other areas. Other parts of the islands and other islands in the archipelago, depending on orientation and bathymetry, were unscathed because the tsunami waves at those sites did not exceed high-tide levels.

    It may come as a surprise to those used to reading about the apparently benign political climate in Seychelles to learn that not many years ago hundreds of property (real estate) owners had their land and houses summarily removed from them by essentially the same government currently in power. Minimal - in most cases, zero - payment was made, leaving the vast majority of those dispossessed still seeking either the return of their properties or some form of compensation. Click here for a full list of dispossessed properties. Those who lost their land were for the most part Seychellois, though many overseas investors suffered, too. The rationale behind the acquisitions was that land ownership should not be in the hands of individuals who could chose to develop and profit by it, as and if they wished, but ought to belong to and be controlled by the government for the benefit of the people. The government in question, a single party state, led by Albert Rene, had gained power in a coup d'etat from its democratically elected predecessor, fronted by James Mancham, shortly after Seychelles was granted independence from Britain in 1976. Essentially Marxist, this government remained unopposed, with only the occasional, token, single candidate presidential 'election', until 1993 . During that time, a 'campaign for democracy', based in London and supported by James Mancham, railed against the perceived injustices going on in Seychelles; besides widespread disappearances, occasional killings, the suppression and eventual expulsion abroad of all dissenting voices, these included further spates of land acquisitions.

    Courtesy Brian Kensley Under the socialist policies of President René, the government has taken a leading role in developing the national economy. Beginning in 1978, the Ministry of Planning and Development has drawn up very detailed "rolling" five-year development plans, which are updated and extended every year. The Ministry of Finance is responsible for economic decisions and budgetary policy. A separate Monetary Authority supervises the banking system and manages the money supply. Although foreign banks operate branches in Seychelles, the government owns the two local banksthe Development Bank of Seychelles, which mobilizes resources to fund development programs, and the Seychelles Savings Bank, a bank for savings and current accounts. The expansion of parastatal companies since 1979, when the first such institution was created, has had primary economic significance. By 1988 the number of parastatals had reached thirty-five, but in 1994 there were indications that the government's more liberal economic policy would probably reduce the role and number of parastatals. Among the most important organizations of the public sector is the Seychelles National Investment Corporation, whose role is to promote economic development in areas neglected by private enterprise or to become a major stockholder in private companies that encounter economic difficulties. The most powerful of the state enterprises is the Seychelles Marketing Board (SMB), which is the sole importer of key commodities, exercises controls over other imports, and regulates prices, production, and distribution of most goods and services.
