    Seychelles Between 1979 and 1993, Seychelles was governed under a single-party socialist system. President René, who had assumed power in a military coup d'état in 1977, had been the sole candidate in the presidential elections of 1979, 1984, and 1989, each time winning an affirmative vote of more than 90 percent. The SPPF agreed to relinquish its monopoly of power in December 1991 when a party congress approved René's proposal to allow other political groups to be registered. Groups receiving sufficient popular support were permitted to take part in revising the constitution. A first effort to produce a new constitution failed in a referendum in November 1992, but after further negotiations constitutional changes were approved the following June.     Seychelles A notable feature of the Seychelles economy was the high per capita GDP of US$5,900 in 1992, some fifteen times the average of sub-Saharan Africa. Total GDP was estimated at US$407 million in 1992. Economic growth, which had proceeded at a strong 5 to 6 percent annually since the mid-1980s, resumed in 1992 at an estimated rate of 4 percent. The major source of economic activity is the tourist industry and tourist-related services in terms of employment, foreign earnings, construction, and banking. Although earnings from the tourism sector are impressive, providing about 50 percent of GDP, they are offset by the need to import large amounts of food, fuels, construction materials, and equipment, costing some 70 percent of tourism income. Gross tourism foreign exchange earnings in 1993 were SRe607 million. Moreover, the possibilities for expanding tourism are limited, and it is vulnerable to unpredictable shifts in demand, as occurred in 1991 when the Persian Gulf War contributed to a sharp decline from 103,900 tourists in 1990 to 90,000 in 1991. By 1993 there was a strong recovery in the tourist trade, bringing more than 116,000 visitors. Hoping to avoid overdependence on tourism, the government has attempted to diversify economic activity by encouraging new industries and revitalizing traditional exports. Production of food and other items is being emphasized to reduce the heavy burden of imports needed to sustain tourism. Development of the nation's marine resources remains a principal governmental goal, pursued by expanding indigenous coastal fisheries and by profiting from fees and services provided to foreign fishing fleets operating in Seychelles' EEZ. Small traditional fishing accounted for less than 3 percent of GDP in the early 1990s but provided jobs for about 1,500 persons and growing foreign exchange earnings.

    GOVERNMENT The president is both the chief of state and head of government and is elected by popular vote for a 5-year term. The Council of Ministers serves as a cabinet, and its members are appointed by the president. The unicameral National Assembly has 34 seats25 elected by popular vote and 9 allocated on a proportional basis to parties winning at least 10% of the vote; members serve 5-year terms. The judicial branch includes a Court of Appeal and Supreme Court; judges for both courts are appointed by the president. The legal system is based on English common law, French civil law, and customary law. Early presidential elections originally set for 2003 were called in August-September 2001. The government party (SPPF) once again prevailed, although the main opposition party, the Seychelles National Partypreviously known as the United Opposition Party, headed by Wavel Ramkalawanmade a surprisingly strong showing and collected 46% of the total votes. The DP, headed by James Mancham, did not take part in the elections. Legislative elections held in December 2002 saw the SPPF retain a strong majority in the National Assembly, winning a total of 23 of the 34 seats. The SNP won 11.

    Part I: Descriptive Section DEMOGRAPHY The Seychelles is a small resource deficient country lying 4 degrees south of the Equator in the western part of the Indian Ocean approximately 1600 kilometres off the east coast of the main continent of Africa. It consists of a group of 115 islands comprising both granitic and coralline, all located far from the trade and financial centres of the international economic system, with a total land area of 453 square kilometres or approximately 45,539 hectares. The Republic of Seychelles is considered as one of the small island nations, forming a part of the African continent, but cut off from the mainland by the Indian Ocean. This isolation and insularity has influenced the socio-economic setting of the country of its own, which is quite different from the rest of the African Continent. The Seychelles is a multi-racial country with people of different origins race, colours, belief, all blended together to make the cheerful and friendly Seychellois nation. It is not only in terms of land area that the Seychelles is considered a "small nation" but in terms of population as well. With an annual growth rate of 1.0 per cent the Seychelles’ entire population of 74,000 in accordance with the 1994 census, is concentrated on the main island and distributed as follows:

    The fisheries sector is divided into two distinct categories: traditional fishing by a domestic fleet of some 400 vessels; and industrial tuna fishing by foreign vessels, which began to develop in the mid-1970s and has emerged as a major revenue source. The domestic inshore fleet consists mainly of open boats equipped with inboard or outboard engines, operating within a radius of sixteen to forty-eight kilometers of the main islands. Domestic offshore operations on banks surrounding the Mahé group and the Amirantes Isles are conducted by handlines from larger boats with sleeping quarters. Most of the catch is frozen. The fish division of SMB bought and distributed fish landed on the three main islands to avoid serious price fluctuations. An export trade in the local catch developed after the opening of the international airport made possible deliveries to Europe and other markets. Local consumption of fish traditionally has been high, and has been estimated at eighty-five kilograms per capita annually in the early 1990s. The local catch is also an important menu item at the tourist hotels. The domestic fisheries catch reached 5,734 tons in 1992, about 10 percent of which was accounted for by a new industrial fishing venture, the Pêcheur Breton mothership-dory enterprise.

    Suffrage: Universal over 17. Government of Seychelles By 1963, political parties had developed in the Seychelles colony. Elections held that year were contested for the first time on party lines. The following year, two new parties, the Seychelles Democratic Party (SDP) led by James Mancham, and the Seychelles People's Unity Party (SPUP) led by France Albert Rene, replaced existing parties. In the November 1970 elections, the SDP won 10 seats, and the SPUP won five in the Legislative Assembly. Under the new constitution, Mancham became the chief minister of the colony. During the April 1974 elections, the SDP increased its majority in the Legislative Assembly by three seats, gaining all but two of the 15 seats. Demarcation of constituencies was such that the SDP achieved this majority by winning only 52% of the popular vote.

    Background:
    Some say that the uninhabited islands of Seychelles were sighted by Vasco de Gama in 1502, however recorded landings did not occur until 1609. In 1756 the French made a formal claim to the islands.
    Settlement began in 1778 under a French military administration but barely survived its first decade.
    A lengthy struggle between France and Great Britain for the islands ended in 1814, when they were ceded to the latter. Seychelles and Mauritius were given to England by the Treaty of Paris in 1814. During the 19th century, chinese and indian tradesmen, together with former slaves settled in the island. They founded their own colony seperated from the Crown in 1903.

    Students on overseas training are entitled to the following allowances, which may depend on the conditions of their sponsorship: Preparatory This allowance is given only to pre-service students (i.e., those unemployed such as Polytechnic graduates fresh from school and who have not yet been appointed to a post) before they leave to help them with such preparatory expenses as buying a suitcase, clothes, etc. This is given to all such students regardless of who is sponsoring their training. Outfit This is an annual allowance given to all students, regardless of the duration of their training, but only if it is not provided by the sponsors. Book Another annual allowance, given to meet the costs of books and other study materials. Students receive this allowance only if the sponsors do not provide it. Maintenance/Living stipend This is an allowance, disbursed monthly or quarterly, that is given to help students meet their daily living expenses. The amount awarded to Seychelles Government sponsored students usually depends on the cost of living in the host country. Other students receive their stipends from sponsoring governments or agencies. Supplementary A supplementary allowance may be paid to students only in cases where it is felt that the stipends provided by their sponsors are not enough to cover their living expenses. This allowance too is paid monthly or every three months.

    [Seych-Report] Date (coup attempt): 25 November 1981 Name Victim: Information Victim: Perpetrators: Hoare and his 43 mercenaries (Notes*1) were disguised as tourists: rugbyplayers and members of a beer-drinking group called the "Ancient Order of Frothblowers." They arrived in a Royal Swazi jet on Mahé, carrying their own weapons. Nine mercs (members of Hoare's advance guard) were already on the island on the evening of Wednesday, 25 November 1981. Perpetrators information: -As coup plans developed, the operation became en object of struggle between the Military Intelligence service (MI) and the civilian one (NIS). The SA Government allocated the coup operation to MI, but appointed Martin Dolinchek as a liaison officer on behalf of the NIS. [SE:173] - Operation entrusted to Mike Hoare ('Mad Mike' Hoare), an Irish mercenary soldier (ex-Congo) living in SA as a civilian. Among the 53 people selected to carry out the coup: some members of the SA special forces (Recces), several former Rhodesian soldiers and ex-Congo mercs [SE:173; Mockler:284-294] Crime activity: Coup attempt.     A Profile of the Seychelles
    The Seychelles are frequently neglected by various study groups that operate at the institutional level. With this country profile Raymond de-Silva hopes to stimulate scientific research on the archipelago. By Raymond de-Silva The republic of Seychelles is situated in the Western Indian Ocean between 4 and 11 degrees south of the equator, and comprises a group of 115 islands with a land area of 455 square kilometres, spread over an Exclusive Economic Zone (EEZ) of over 1.3 million square kilometres.
    The climate is equatorial, with an annual average rainfall of 2115 millimetres. Humidity is uniformly high at an average of 80% and mean temperatures range from a minimum of 24 degrees Celsius to a maximum of 30 degrees Celsius.
    Most of the islands are situated outside the area affected by seasonal cyclones. The northwest monsoon (December - March) and the southeast trade winds (May-october) seldom bring winds in excess of 60 knots. History
    In the Indian Ocean region, the Seychelles are one of the few island groups that were never off-shore parcels of the civilizations of Africa or Asia. The islands had no pre- colonial history. Although the islands comprising the Seychelles had been visited earlier, the first documented exploration of the main granitic islands was carried out in 1609 by an English expedition. The islands then remained uninhabited for a further 160 years, although they were visited regularly by navigators who exploited their timber, freshwater and food resources. For some time the islands were also used as a base for pirates.
