Story Tools BELGRADE, Serbia-Montenegro (AP) The collapse of Serbia's presidential elections for the third time in just over a year and a strong showing by an ultranationalist ally of Slobodan Milosevic has raised new fears of instability in this volatile Balkan republic. Serbia failed for a third time to elect a president because voter turnout Sunday was below the 50 percent minimum required by the law. In a major blow to the pro-Western authorities, extreme nationalist candidate Tomislav Nikolic led his pro-Western rival with 46 percent of the vote. Serbia-Montenegro Foreign Minister Goran Svilanovic said Monday that the result could be seen as a sign that Serbia might be sliding back toward the nationalism that led to a series of Balkan wars in the 1990s. "Our friends in the international community are going to be scared that this a giant step back," Svilanovic said. He urged Serbians to prevent a hardliner comeback by backing the pro-Western bloc in parliamentary elections next month.

The two republics have been at odds in recent years over Montenegro's insistence that it have economic reforms and closer ties with the West. Yugoslavia's conflict with NATO over the province of Kosovo earlier this year deepened the divide. Montenegro has threatened to hold a referendum on leaving the Yugoslav federation if Serbia does not take its demands seriously.

NATO Using Bombs Against Serbian Cultural Heritage

Belgrade, April 14 (Tanjug) - The criminal NATO alliance, led by the USA has been destroying a one-thousand year-old European civilization by brutally bombarding Yugoslavia on the eve of the new millennium, annihilating the Serbian cultural heritage and the monuments of the former great world cultures in this region. The leaders of the American state - whose history and cultural tradition have existed only half the period of existence of the majority of Serbian towns and cultural monuments - and the leaders of the other aggressor states have been very hypocritical in their interceding for the respect of human rights and international laws, while they themselves, have committed flagrant violations of the provisions 8 and 23 of the Hague Convention on the protection of cultural heritage in case of armed conflicts, which was signed by these states just as it was signed by Yugoslavia in 1955. The aggressor countries - members of the UNESCO - have forgotten about their obligation to lend urgent assistance, in case of armed clashes, for the preservation of the assets of the world cultural heritage and to encourage the whole international community to preserve the cultural heritage, and have indulged, instead, in daily bombardments and missile attacks.

Gun battles in southern Serbia
BELGRADE, Yugoslavia Renewed clashes have broken out between ethnic Albanian rebels and Serb security forces in the buffer zone separating Kosovo from the rest of Serbia. The fighting on Monday, which involved machine-gun and mortar fire, followed the deaths of three Serb policemen who were killed when their jeep hit two anti-tank mines. H ISTORY By the end of the seventies, the statistics of morbidity and mortality showed that cardiovascular diseases in Vojvodina and Yugoslavia were at the first place. The Government paid special attention to the development of cardiology in Vojvodina through the formation of the Institute of Cardiovascular Diseases. The integral program of prevention of cardiovascular diseases has been planned and realised by Prof. Dr. Djordje Jakovljevic, M.D., Professor of Social Medicine, Vice-president of the Government of Vojvodina, Expert of the World Health Organization and former Minister of Health of Yugoslavia. In 1978, upon the invitation of the Faculty of Medicine in Novi Sad, Prof. N. Radovanovic conducted the expertise of the future Institute's building, proposed reconstruction plan and made possible its transformation into a modern clinic for cardiovascular surgery. The Clinic was founded according to the criteria of World Health Organization, suggesting one cardiosurgical center for 1.5 million population. Prof. N. Radovanovic

Promising his government will hold Milosevic accountable for past crimes, Djindjic took office as the first pro-democracy prime minister since World War II in Yugoslavia's dominant republic of Serbia on Thursday. Djindjic's promise came as chief U.N. war crimes prosecutor Carla Del Ponte left Belgrade disappointed on Thursday after Yugoslav leaders rejected her demand that Milosevic be tried by the Netherlands-based court rather than before domestic tribunals. Djindjic, who was sworn in Thursday, wants to see the former strongman on trial in Yugoslavia if not for the four Balkan wars that he triggered, then for years of corruption and economic mismanagement.

BELGRADE, Serbia-Montenegro (AP) Serbians voted for a president for the third time in a year Sunday, hoping that the low turnout that caused two previous elections to fail would not happen again and cause a political crisis. Dragoljub Micunovic, a veteran politician with strong democratic credentials backed by the governing Democrats and their allies, was leading pre-election polls against five other candidates. His main rival, Tomislav Nikolic, an ultranationalist with ties to Slobodan Milosevic, is banking that disillusionment with the democracy will help his cause. The last two elections foundered because turnout was below the 50 percent minimum, and pre-election polls indicated that failure was possible again Sunday due to opposition calls for a boycott and apathy among the 6.5 million eligible voters.

Serbia threatens Kosovo crackdown
BELGRADE, Yugoslavia Serb and Yugoslav leaders have vowed to take action against ethnic Albanians after at least 10 Serbs were killed in two separate explosions. Yugoslav President Vojislav Kostunica said a "series of measures against terrorism" would be made in a Kosovo buffer zone after the UCPMB the Liberation Army of Presevo, Medvedja and Bujanovac were blamed for the attacks. Yugoslav leaders are also calling on NATO-led peacemakers to take action following the remote controlled bus explosion on Friday, which killed seven civilians, and a mine blast which killed three police officers on Sunday. Ethnic Albanian separatists have condemned the deaths and denied involvement in the killings, adding that one of their commanders had been shot dead by Serb police in Lucane, just outside the buffer zone separating Kosovo province and the rest of Serbia.
