Serbia given Milosevic deadline
Djindjic: says he was given a warning on his U.S. trip BELGRADE, Yugoslavia Serbian Prime Minister Zoran Djindjic says Belgrade has until March 31 to co-operate with the war crimes tribunal in The Hague, or risk losing vital financial aid. Djindjic was speaking to reporters after returning from the United States, where he met the new Secretary of State, Colin Powell. He said he had been warned that failure to work with the United Nations tribunal, which has indicted former president Slobodan Milosevic, could mean the U.S., the World Bank and the International Monetary Fund voting against Serbian interests. "If we don't agree by March 31 on what constitutes 'quality co-operation' with the international war crimes court, it would entail a kind of confrontation that we don't need and, I think, the U.S. doesn't need that either," Djindjic said. The U.S. has earmarked $100 million for post-Milosevic Yugoslavia.

I. EXECUTIVE SUMMARY
This Country Commercial Guide (CCG) presents a comprehensive look at the commercial environment of Serbia and Montenegro (Federal Republic of Yugoslavia) (FRY), using economic, political and market analysis. The CCGs were established by recommendation of the Trade Promotion Coordinating Committee (TPCC), a multi-agency task force, to consolidate various reporting documents prepared for the U.S. business community. CCGs are prepared annually at U.S. embassies through the combined efforts of several U.S. Government agencies.
United Nations (UN) trade sanctions imposed against the FRY in 1992 were suspended at the end of 1995 and were formally lifted in October 1996. The combined effects of the disintegration of former Yugoslavia (SFRY), poor economic policy choices, sanctions, and hyperinflation reduced per capita GNP by half to less than USD 1,400; increased real unemployment to over 50 percent; and cut industrial production by more than half. Limited recovery has begun but the economy remains hobbled by serious liquidity problems.

HOME Illustration by Latuff Serbia's Media War Every week, ANEM , Serbia's Association of Independent Media, sends out its report on media repression in Yugoslavia. Break-ins at newspaper offices, TV stations sabotaged, arrests of journalists, and public officials denouncing independent media are daily occurrences. The Freedom Forum has referred to Serbia's media laws as "the most draconian in central Europe." The media were a battleground in the Kosovo war, with NATO targeting Serbian state television stations and Serbian TV showing the movie "Wag The Dog" in back-to-back reruns as an indictment of the U.S. government. Serbian President Slobodan Milosevic's armed forces took over the 10-year-old independent radio station B92, leading to an international coalition to save the station, which has since re-emerged as B2-92. Meanwhile, media critics around the world condemned western news outlets like CNN for pro-NATO bias bordering on propaganda. Though the bombs have stopped raining on Belgrade, the media war continues. MediaChannel affiliates have been monitoring the situation closely; we bring you the best of their reports.

BELGRADE, Serbia-Montenegro (Reuters) Serbs have begun their third bid in 15 months to pick a president , in an election seen as a major test for ruling reformers ahead of early parliamentary elections next month. Two attempts to elect a new head of state failed last year because turnout did not reach the required 50 percent. Opinion polls suggest the election may flop again because of an opposition boycott and widespread voter apathy. Veteran pro-democracy politician Dragoljub Micunovic, the candidate of the ruling DOS coalition that ousted Slobodan Milosevic in 2000, is widely expected to come out ahead of hardline nationalist Tomislav Nikolic. "It is my civic duty to vote and I want us to finally have a president," said teacher Svetozar Djordjevic, 55, one of the first to cast his ballot on a cold, clear Sunday morning.

Print entire article Tito's Yugoslavia The war years were a nightmare of inter-ethnic bloodletting, fighting and wars within wars. While Yugoslavia was occupied and resistance was directed against the occupiers, in fact the majority of those who died, did so in fighting between nationalists of various stripes - royalists, communists, quislings and so on. 'By 1945 Tito's forces were victorious...' Tito's forces, however, soon gained the recognition and help of the Allies. They also offered an ideal - a dream of 'brotherhood and unity' - that would link the nations or peoples of Yugoslavia. By 1945 Tito's forces were victorious, and crucially, although the Soviet Red Army had helped in the struggle, it had now moved on to central Europe. So Tito, not Moscow, would shape the new state. But Tito was a communist, loyal to Stalin. He wanted to model his country on the Soviet Union, so a federal state of six republics was proclaimed (Bosnia-Herzegovina, Croatia, Macedonia, Montenegro, Serbia, Slovenia). Stalin was wary of Tito, however, and in 1948 the two fell out. Yugoslavia was expelled from the communist bloc but Tito did not fall from power, as many had expected. He survived, and began to chart an independent course for the nation he ruled.

The independent Center for Free Elections and Democracy estimated voter turnout at 2.9 million about 45.5 percent of eligible voters, short of the 50 percent Serbian law requires for a valid result. The state electoral committee was expected to make the annulment official Monday evening. Widespread apathy among voters, due in part to disappointment with the government's economic reforms, along with rainy weather led many people to stay home Sunday. In addition, observers said a boycott call by ultra-nationalist Vojislav Seselj an ally of former Yugoslav President Slobodan Milosevic may have contributed to the low turnout. Seselj surprised observers by drawing 22 percent of the vote in the first round of balloting last month, but his third-place showing kept him out of the runoff.

Despite the absence of Serbian opposition leaders like Vuk Draskovic and Zoran Djindjic , the 15-nation EU agreed to send selective aid in this case heating oil to Serbian towns under opposition control.
