Greece urges EU to act in Serbia
ATHENS, Greece Greece is calling for a stronger European Union presence in southern Serbia as part of a package of proposals to try to end violence in the area. Ahead of Friday's Balkans summit, Greece also said NATO should be more outspoken in its condemnation of ethnic Albanian armed groups' activity. "An enhanced presence of EUMM (European Union Monitoring Mission) in southern Serbia must be rapidly established and operational," a text released by the Greek foreign ministry said. Greek Foreign Minister George Papandreou will present the proposals to his Balkan counterparts before the summit in Skopje. Serb police suspended
BUJANOVAC, Yugoslavia (Reuters) More than 20 policemen in a volatile area of southern Serbia have been suspended by the country's interior ministry for "serious violations of their duty," a defence lawyer has said. The 22 officers serve in the Presevo Valley area close to the border with Kosovo which has a substantial ethnic Albanian population and has seen a series of conflicts between armed Albanians and Serb police over the past year. Ethnic Albanians in the area have long accused Serb police of harassment. Milan Krstic, a lawyer appointed to defend most of the accused officers, said the suspensions gave no specific details about the alleged violations of duty. "In my opinion, all the suspension rulings lack a legal basis and have been brought in an illegal way," Krstic said.

BELGRADE, Yugoslavia War censorship effectively arrived in Serbia five hours after the first NATO air strikes, when the government shut down the country's most influential alternative radio station, B92.
The official reason given for closing the station was a "finding" by the Ministry of Information that it was exceeding its authorized transmitting power. Compared to the official ban on "spreading fear, panic and defeatism" issued by the Serbian government last October, there have been no official decrees this time concerning public communication.
But since the bombs started falling, information concerning the most dramatic events in recent Serbian history has been more restricted than ever.
It is no surprise that most of the news on Belgrade's 11 television channels looks just the same. Eight of them broadcast the same, government-produced news programs. Only the government-owned television channels and news agency are allowed to film the results of NATO'S bombing campaign.
News programs are designed to show the illegitimacy of NATO aggression on Yugoslavia, the unity of the Serbian people in resisting the enemy and Serbian invincibility.

Milosevic's key henchman arrested
BELGRADE, Yugoslavia Rade Markovic, Serbia's secret police chief during the rule of former president Slobodan Milosevic, was arrested, the Serbian Justice Ministry has said. The source said the arrest was linked to a car crash in 1999 in which the then opposition leader Vuk Draskovic was slightly injured and four of his associates killed. Markovic, who is a key ally of Milosevic, was arrested by Serb police on the orders of a Belgrade district prosecutor in the city on Saturday evening, the source added. Belgrade's independent B92 Radio also reported that the former chief of Belgrade police, Branko Djuric, was arrested with Markovic. No further details were immediately available. Markovic was Serbian Prime Minister Zoran Djindjic's first political victim when he was sacked by the new regime in January this year. The sacking was the first act for an administration which pledged to investigate the old regime and trace money and other assets that belong to the state.

Serbian security chief sacked
Zoran Djindjic: Promising action against the old regime BELGRADE, Yugoslavia New Serbian Prime Minister Zoran Djindjic's has sacked Rade Markovic, the state security chief and a key ally of former President Yugoslav Slobodan Milosevic. The sacking was the first act for an administration which has pledged to investigate the old regime and trace money and other assets that belong to the state. Djindic, who took office in Yugoslavia's dominant republic of Serbia on Thursday, has also promised to hold Milosevic accountable for past crimes. "We shall not organise a witch hunt, but we won't let the members of the former regime hold on to the assets they plundered from the people," Djindjic said. Djindjic's promise came as chief U.N. war crimes prosecutor Carla Del Ponte left Belgrade disappointed after Yugoslav leaders rejected her demand that Milosevic be tried by the Netherlands-based court rather than before domestic tribunals. The Hague Tribunal chief prosecutor, Louise Arbour attempted Monday without a visa to enter the Federal Republic of Yugoslavia, at the border crossing Djeneral Jankovic. Arbour did not have the necessary papers for entering Yugoslavia, and that was why she was not allowed to cross the border. Tanjug's reporter on the spot has learnt that two members of her team accompanied Louise Arbour. They also did not have Yugoslav visas. It has been learnt that OSCE Verification Mission Deputy Chief, Gabriel Keller also accompanied Arbour. After a short delay at the border crossing, in an OSCE vehicle, Arbour and her team returned toward the Macedonian border crossing. Arbour said that she was returning to Skopje, from where she would call Yugoslav Justice Minister, Zoran Knezevic. She said she would try again to enter Yugoslavia.

CASE NUMBER: 391 CASE MNEMONIC: SERBSANC CASE NAME: Serbia Sanctions I. IDENTIFICATION 1. The Issue With the breakup of the Former Yugoslavia, war ensued in Croatia and Bosnia-Herzegovina. As a result, sanctions were levied on those parties seen largely as responsible for the fighting: Serbia-Montenegro ( i.e. , the remaining portion of the Federal Republic of Yugoslavia). After years of fighting and diplomatic wrangling, Serbia-Montenegro vis-a-vis Bosnian Serbs have made territorial gains and Muslims in Bosnia-Herzegovina have lost territory. The seeming ineffectiveness of sanctions to stop the Serbian putsch raises the question: Why were the sanctions ineffective? It is within the discourse of this case study that it will examine both the reasons for the sanctions ineffectiveness. 2. Description Succeeding the break-up of the former Yugoslavia, the United Nations Security Council (U.N.S.C.) adopted a series of Resolutions to impose economic sanctions against Serbia and Montenegro, the United Nations Protected Areas (U.N.P.A.s) in Croatia, and those areas of Bosnia-Herzegovina controlled by Bosnian Serbs. In addition to these measures, an arms embargo existed for all the states of the former Yugoslavia.(1) The following is a timeline of those Resolutions adopted by the United Nations Security Council: TIME LINE OF U.N.
