FACTS
LEADERS MEDIA For the Senegalese, political participation and peaceful leadership changes are not new. Even as a colony Senegal had representatives in the French parliament. And the promoter of African culture, Leopold Senghor, who became president at independence in 1960, voluntarily handed over power to Abdou Diouf in 1980. The 40-year rule of Senegal's Socialist Party came to a peaceful end in elections in 2000, which were hailed as a rare democratic power transfer on a continent plagued by coups, conflict and election fraud. Senegal is on the western-most part of the bulge of Africa and includes desert in the north and a moist, tropical south. Slaves, ivory and gold were exported from the coast during the 17th and 18th centuries and now the economy is based mainly on agriculture. The money sent home by Senegalese living abroad is a key source of revenue.

The Constitution provides for freedom of religion, and the Government generally respects this right in practice. There was no change in the status of respect for religious freedom during the period covered by this report, and government policy continued to contribute to the generally free practice of religion. The generally amicable relationship among religions in society contributed to religious freedom. The U.S. Government maintains relations with all major religious groups in the country and discusses religious freedom issues with the Government in the context of its overall dialog and policy of promoting human rights. Section I. Religious Demography The country has a total area of 74,132 square miles, and its population is 9,987,494. According to current government demographic data, Islam is the predominant religion, practiced by approximately 94 percent of the country's population. There also is an active Christian community (4 percent), including Roman Catholics and diverse Protestant denominations. An estimated 2 percent, the remainder of the population, practice exclusively traditional indigenous religions or no religion. The country is ethnically and religiously diverse. Although there is significant integration of all groups, there are identifiable geographic concentrations of some religious groups. The Christian minority is concentrated in the western and southern regions of the country, while groups that practice traditional religions are concentrated in the eastern and southern regions.

The agreement with Senegal is based on a multilateral framework agreement concluded in June 2004 in the Paris Club, which is a joint forum for creditor countries. The Paris Club decided to grant debt relief to Senegal in accordance with the international Initiative for Heavily Indebted Poor Countries, known as the HIPC initiative. Under the Paris Club agreement Norway was obliged to grant a debt reduction of NOK 63 million. However, the Government has chosen to cancel the entire debt, giving Senegal an extra NOK 173 million in debt relief. The debt originated from Norwegian deliveries and export credit guarantees to the shipping sector in Senegal. In line with the Norwegian Debt Relief Strategy, the debt was cancelled without taking any funds from the development budget. The cancellation does not therefore affect development assistance to other poor countries. Senegal is the fourth country to have its entire debt to Norway cancelled, following Tanzania, Benin and Ghana.

History and Government
History: In medieval times, parts of Senegal belonged to the empires of Mali, Ghana and Songhai. The first Portuguese explorers arrived in the 15th century, followed by French colonists in the 17th century. Throughout the 17th and 18th centuries, the Senegalese coast was a major landing point for the transatlantic and European trades in ivory, gold and slaves. In 1763, Senegal was ceded to Britain as part of the settlement of the Seven Years War (which was a dispute over North American territories) but returned to the French in 1817. In 1895, Senegal was incorporated into French West Africa. After World War II, it became a French Overseas Territory. Senegal achieved full independence in 1960 after a brief and unsuccessful attempt to establish a union with neighbouring Mali. Léopold Senghor became the country’s first president that year, and remained in office until 1981, when he was replaced by Abdou Diouf who went on to hold the post for almost two decades. National politics were monopolised by the Parti Socialiste Sénégalais (PSS) from 1960 until 2000, although Senegal was never formally a one-party state and opposition parties and the media managed to operate more or less effectively at least some of the time. Senegal
Senegal, a West African country, has borders with Mauritania to the north and northeast, Mali to the east, Guinea and Guinea Bissau to the south and the Atlantic Ocean to the west. Gambia juts into the center of the country like a dagger. A sea of sand dunes dominate the northern part of the Senegal coast while in the south the landscape is covered with muddy estuaries. Inland is a variety of terrains, from the sandy plains of the north and the floodplain of the Senegal River foothills of Futa Jallon in the southeast. Much of the northwest is semi-desert, but the center and most of the south, except for the forest of Casamance, are dominated by open savannah. UNCDF has been active in Senegal since 1979, working closely with the UN Development Programme and other organizations to assist the government with a wide range of poverty alleviation initiatives. UNCDF's current programme in Senegal is in line with the Fund's policy of assisting Least Developed Countries (LDCs) that are committed to principles of good governance and decentralization.
Local Governance
Local Development Programme in the region of Tambacounda UNCDF is supporting decentralization and good local governance in Senegal through two different programmes. The first, called the Local Development Programme in the region of Tambacounda (also referred to as FDL/Kédougou), is located in the southeast of the country. The second and most recent is the Programme to Support Decentralization in Rural Areas (PADMIR), and is located in the central and northwestern provinces.

ESTIMATED 2000 POPULATION: Senegal is located on the west coast of Africa. Casamance which is separated by Gambia and has better vegetation. (6.) The eastern plains which consists of poor pastureland. The principal rivers are the Senegal, Casamance, Sine and Saloum. Major Cities (pop. est.); Dakar 1,729,800, Thies 201,400, Kaolack 179,900, Ziguinchor 143,800, St. Louis 125,700 (1992). Land Use; forested 54%, pastures 16%, agricultural-cultivated 12%, other 18% (1993). CLIMATE: Senegal has a tropical climate with a wet season from June to September and high humidity along the coast. Rainfall decreases from the south with the wet season extending to October and an average precipitation varying from 1,500 mm (60 inches) to 1,000 mm (40 inches) in the north, to 510 mm (20 inches) in the east. The prevailing winds are the Harmattan in the dry season, which is a dust-laden wind from the Sahara Desert while gale force squalls or tornadoes occur at the beginning and end of the rainy season. Average temperature ranges in Dakar are from 18 to 26 degrees Celsius (64 to 79 degrees Fahrenheit) in January to 24 to 32 degrees Celsius (75 to 90 degrees Fahrenheit) in September.
