President Wade's popularity was high after World Cup
President Abdoulaye Wade has sacked his communications adviser and apologised to donors over an unnecessary appeal for food aid. The Senegalese leader says his government was misled into believing that five million risked starvation as a result of drought in important agricultural areas.
The president clearly felt that his spin doctors had been sleeping on the job
Chris Simpson, BBC Dakar The reports of looming famine had led to the appeal to international donors for $23 million and to the setting up of an government emergency relief unit. But following his visit to the affected regions, the president issued the apology and a rebuttal of reports that agricultural problems and poor rains had led to the threat of hunger. Spin out of control Over the past few weeks, Senegal's agricultural problems and the danger of hunger have topped the national agenda.

Senegal: Election Briefing Date distributed (ymd): 980523 Document reposted by APIC +++++++++++++++++++++Document Profile+++++++++++++++++++++ Region: West Africa Issue Areas: +political/rights+ Summary Contents: This posting contains a background briefing on the May 24 parliamentary election in Senegal, prepared by the UN's Intergrated Regional Information Network (IRIN) West Africa. It also contains a listing of selected web sites for background information on Senegal and the elections. +++++++++++++++++end profile++++++++++++++++++++++++++++++ Senegal: Special Briefing on Parliamentarian Elections The election Senegalese voters go to the polls on Sunday, 24 May, to elect a new parliament for the next five years with some 5,000 candidates campaigning for 140 seats in an expanded National Assembly. The candidates represent 18 rival parties or groups vying to challenge the Parti Socialiste (PS) which has ruled the West African nation since independence from France in 1960. So far, according to official figures, 3,070,512 voters have registered. The context The PS is led by President Abdou Diouf, 63, who took office in 1981, when Senegal's independence leader, Leopold Sedar Senghor, retired. Diouf went on to win two five-year presidential terms and in 1993, after a constitutional reform, he won a seven-year term in office. Today, his party holds a majority of 84 seats in the outgoing parliament's 120 seats. Its nearest rival, the liberal-leaning Parti Democratique Senegalais (PDS) led by Abdoulaye Wade, 69, holds 27 seven seats with the remaining nine shared by smaller groups. The PS has thus governed the country's political, economic and social life for the better part of four decades. And although in the view of diplomats and experts Senegal has long been regarded as a model of democracy in Africa noted for its free press and multi-party politics, it has also been prone to the problems of more authoritarian regimes on the continent.

In long, solemn lines, thousands of people pored over photos Sunday of the bloated bodies from one of Africa's deadliest ferry accidents, as the Senegal government said that nearly 1,000 people are now believed dead. Only 64 people are known to have survived when the MS Joola capsized off Africa's West Coast in heavy winds late Thursday.
On Sunday, the government said that 1,034 people were on board the ship, sharply up from the 797 it had first announced.
By midday Sunday, Gambian and Senegalese sailors, dive teams and other searchers had collected 352 bodies from the ferry, the water and from along the coast, where some were washing up, said Aminata Dibba, permanent secretary for Gambia's presidency.
Six refrigerated ship containers with bodies inside were lined up in the capital's port, while hundreds more disintegrating bodies were offshore waiting to be brought in.

Democratic Party leader assumes office as president of Senegal
By John Farmer
5 April 2000 Back to screen version The new president of Senegal, Abdoulaye Wade, was sworn in last weekend. Wade, the leader of the Democratic Party, appointed one of the other presidential candidates, Moustapha Niasse, as his prime minister. In the first ballot on February 27 seven candidates stood against the incumbent Abdou Diouf, leader of the Socialist Party. For the first time in Senegal's history the elections were forced to a second ballot, as Diouf failed to obtain a vote of over 50 percent. The Socialist Party had dominated Senegalese politics for some 40 years. Diouf had held the presidential position since 1981, when he replaced Leopold Senghor, who had led Senegal since independence from France in 1960. Diouf won the elections in 1983 with 83.5 percent, in 1988 with 73.2 percent and in 1993 with 58.4 percent. Twenty opposition parties came together under the Front for the Regularity and Transparency of the Election (RTE) to monitor attempts by Diouf to rig the ballot. The RTE organized several thousands of supporters, mainly youth, to demand fair elections, which became the main issue in the media. Local radio stations played a particular role in obtaining the results from polling stations and broadcasting them to prevent any vote-rigging by top officials. Wade and the "Alternance 2000” opposition avoided all discussion of social and economic questions, concentrating entirely on their abstract battle cry of "Sopi" (meaning "change"). They accused the Diouf regime of ballot-rigging and corruption. These accusations came despite all the candidates having had close ties to the Socialist Party ruling clique in the past. Wade has aided Diouf on two occasions in coalition governments—as senior minister reporting directly to the president from April 1991 until October 1992, then from March 1995 until March 1998 in a similar position.

Senegal
Senegal is probably best known in the West for producing one of the African continents most successful football teams. What most people don't realise is that Senegal, seated on the western coast of Africa is a backpacker's paradise. This country has history and culture in the form of remnants of the French colonial times and the slave trade, as well as stunning beaches and six national parks. Despite its small size Senegal manages to offer everything that a visitor could want. It should be noted that the Casamance region should be avoided due to recent violence caused by bandits and separatist rebel factions. There are also occasional outbreaks of fighting along border with Guinea-Bissau between government forces and rebel. You should check with the FCO on the latest travel advice.

6th May, 2003 One lesson plan means hope for millions 20th August, 2002 Cattle dying, stench of death: Mauritania, Senegal face drought The Global Campaign for Education (GCE) last month attempted to break the record for the world's largest simultaneous lesson, when the "World's Biggest Lesson" was taught in schools and communities in 50 different countries, all on the same day.
The idea behind this record-breaking lesson was to raise awareness about women and girls who are denied the most basic education. GCE events will help realise the goal of the United Nations that every child is in school by the year 2015.
To accomplish this, they are calling on governments to increase investment in education, drop school fees and introduce comprehensive policies to help girls access and complete school.
In Senegal, the World's Biggest Lesson was a collaborative effort between the national government and child focused organisations including UNESCO, UNICEF, ENDA, PLAN and World Vision, all of whom are also part of the Global Movement for Children.
