The Campaign has expanded its efforts to increase seat belt and child safety seat use in addition to continuing to promote air bag safety. The Campaign's strategy includes three key elements: EDUCATE: Through partnerships with more than 150 organizations and corporations and ongoing media outreach efforts, the Campaign continues to aggressively educate America about air bag and seat belt safety. Reaching a constantly changing audience - specifically, first-time parents and new buyers of air bag equipped vehicles - is a priority of the Campaign's education efforts. Additionally, the Campaign is working to make passing stronger seat belt laws a public priority as well as building support for stepped up enforcement of existing laws. ENACT: The Campaign is working in target states to upgrade seat belt laws across the country. As of May 2002, the Campaign helped pass stronger safety belt laws in seven states and child passenger safety laws in many others. Only 18 states and the District of Columbia now have primary, or "standard" seat belt laws. Standard seat belt laws allow police to stop and ticket a driver solely for failing to use seat belts. Seat belt use in these states is significantly higher than in the 31 secondary law states where police must first ticket a motorist for another violation before issuing a seat belt citation.

2003 Report
Teens have the highest fatality rate in motor vehicle crashes than any other age group. There are many reasons; for instance, while teens are learning the new skills needed for driving, many frequently engage in high-risk behaviors, such as speeding and/or driving after using alcohol or drugs. Studies also have shown that teens may be easily distracted while driving. One key reason for high traffic fatalities among this age group is that they have lower safety belt use rates than adults. Because teens have an increased exposure to potentially fatal traffic crashes, it is imperative that efforts to increase safety belt use among this age group be given the highest priority. In addition, the youth population has increased by more than 12 percent since 1993, and is expected to increase by another seven percent by 2005. As this age group increases as a percentage of the population, the personal and societal costs associated with deaths and injuries from motor vehicle crashes also will rise.

  • Studies show seat belts do save lives and reduce injuries during crashes.

Seat Belt Safety Law, P.L.1999, chapter 422. New Law Enhances the Seat Belt Safety Act On January 18, 2000, Governor Whitman signed an important law, P.L.1999, chapter 422, to help increase the usage of seat belts. The legislation, A-1341, sponsored by Assembly members Carol Murphy (R-Morris) and Herb Conaway (D-Burlington) and Senators Louis Kosco (R-Bergen) and Joseph Vitale (D-Middlesex), upgrades the seat belt law from secondary enforcement to standard enforcement. Standard enforcement means that a police officer can now pull over motorists just for not wearing her/his seat belt. The legislation appeared to be very controversial in the Senate as it passed the house with a vote of 18 to 23, in the last hours of the 208 th session. However, Governor Whitman was supportive of the measure as the statistics show a public health benefit:
  • In the last three states to change from secondary to standard enforcement seat belt compliance has increased by 14 percent. Adults who do not use seat belts are sending a deadly message to children. Data shows that if a driver is unbuckled, 70 percent of the time children riding in that vehicle are not buckled up either.
NJSNA was an active member of the Seat Belt Safety Coalition of New Jersey including representation from many safety and health related associations from across the state. NJSNA thanks the many members who worked on a grassroots level to help pass this important legislation.

American Forces Press Service WASHINGTON, Dec. 5, 2002- It is a tragic and chilling fact: the U.S. military loses the equivalent of a battalion of troops each year - not in combat, but in automobile accidents, transportation safety officials said at a news conference Nov. 25. Jeffrey W. Runge, administrator for the National Highway Traffic Safety Administration said that this fact should "resonate with every American." "The nation cannot afford to lose a battalion of our finest young people at this critical time in our nation's history when we need them the most," Runge said, speaking at the Marine Corps Barracks, here. "With the nation's attention riveted on homeland security like never before, young service men and women who put their lives on line every day to protect our country and to protect our way of life must protect themselves by wearing their safety belt," he added. Runge joined Marine Corps' Assistant Commandant Gen. William Nyland and a host of law enforcement and transportation officials to kickoff DoD's plan to increase seatbelt use among military members.

Seatbelts Save Lives - Do It Up! aims to encourage people to wear their belts with adverts on buses, car park tickets and radio adverts. It has been illegal for people in front seats not to wear a belt since 1983, and for rear seat passengers from 1991. Ch Insp Dianne Wilson said: "That's 22 years since the law first changed, and still people don't wear seatbelts." The head of the roads policing department added: "Such a basic thing could save so many lives and it amazes me that people haven't learnt that lesson yet. "Nottinghamshire Police officers will be rigorously enforcing seatbelt law to address this totally preventable loss of life and serious injury. People killed (seriously injured) on Nottinghamshire roads "The message to all drivers and passengers is clear; Seatbelts Save Lives - Do It Up!"

Keeping children buckled up throughout a car ride can be a tedious and difficult task, but crucial for everyone's safety. In our October 1997 issue, we featured the above letter from C.H. in Maryland in the Search department. The letter evoked an overwhelming response as well as many excellent suggestions regarding this problem. We recognize that parents are usually "experts" because of all their experience. In order to help others who are in similar situations we would like to share with our readers the various solutions given for this dilemma. We felt it would make an appropriate subject for a Readers Talk, especially during our mobility issue. The following are what some of you had to say. Andrea and Steve Kaneb are parents of Phillip, seven, who has a form of epilepsy called "continuous spikes and waves of sleep." According to the Kanebs, "He is very good at undoing buckles and mechanical things," so they were in need of something to resolve this situation. Both are engineers and have come up with a clever way of preventing Phillip from unbuckling himself. The Kaneb's report success by "using the bottom of a small plastic juice bottle" as a buckle cover. To construct the device, they first removed the bottom of the jar by cutting the end off. This should be only large enough to fit over the seat belt. Second, they cut a slit in the bottom of the jar to allow the buckle to go through. The bottom of the jar sits on top of the button side receptor and the latch passes through the slit (see diagram). "The sides of the cover keep him from accessing the release button." This remedy has worked to solve the situation for the Kanebs, but they warn parents not to make this simple device too elaborate. In case of an emergency, parents should be able to take it apart quickly and easily.

Safety restraints, inattentive driving and driving under the influence will all be addressed. Wearing seat belts has proven to be the most effective means of reducing the rate of auto accident fatalities. Considering that the Federal Highway Administration indicated over 6,000,000 accidents were reported by police last year, seat belt safety is crucial in protecting human life WHEN an accident happens. Even though many people are getting the message that wearing a seat belt is important, an estimated 80-90% are still using child safety seats incorrectly. Incorrect use of shoulder/lap seat belt combinations is also still a problem. As of January 2001, only 17 states had adopted primary seat belt laws that protected all occupants, while all other states have only secondary seat belt laws in place. All states have primary seat belt laws for children, but the laws vary by age of the child. Highway deaths and accidents could be cut dramatically if all states adopted primary seat belt laws for ALL occupants of motor vehicles.

Manhattan Beach Student Tops in Volkswagen's Contest AUBURN HILLS, Mich., Oct. 18 Stephen Bowles, a junior at Mira Costa High School in Manhattan Beach, Calif., may accomplish what high- priced ad agencies may find daunting: convince teens to wear safety belts and help reverse a tragic trend that sees too many young people die in car crashes every year. As part of a contest sponsored by Volkswagen of America, Inc., high school students from across the nation were challenged to create and produce 30- second television public service announcements (PSAs) to convince their peers to buckle up. Actor and race car driver Josh Brolin, martial arts champion and Tae Bo inventor Billy Blanks, and NFL quarterbacking legend Jim Kelly all have survived their fair share of hits and collisions. But none of these tough guys will drive without wearing a seat belt. Brolin, Blanks, and Kelly participated in the 25th annual Toyota Pro/Celebrity Race preceding the recent Long Beach Grand Prix and took time out to promote increased use of seat belts. In his professional races, Brolin will take calculated risks to finish first — he was a tight second to NASCAR driver Scott Pruitt in the Toyota event. "But I won't risk my life or the lives of my passengers by not buckling up," he says. "I may not be a brain surgeon but I do have a pretty good brain — and I'd like to keep it inside my head."
