Seatbelt Safety Awareness/Enforcement
As a coalition, West Shore Safe Communities hopes to move from one-shot individual efforts to a formal, inclusive plan to encourage all residents of Mason, Oceana and Muskegon counties to wear their seatbelts every time they ride or drive in a motor vehicle. The Accessing Community Traffic Safety (ACTS) survey clearly identifies safety belt nonuse as a deficit in all three counties. Statistics gathered by the Office of Highway Safety Planning indicate approximately one in five passengers in Mason, Oceana and Muskegon counties do not wear their seatbelts. At the current time, we have several assets in place in our communities to combat safety belt nonuse. We have frequent safety belt use enforcement campaigns conducted by law enforcement agencies (i.e., Click It or Ticket). Several law enforcement agencies report conducting regular safety belt surveys in their communities. A “Seatbelt Challenge” is presented in Mason and Oceana counties to encourage high school students to wear their safety belts. Trooper KC provides educational programs to elementary students. Project Love provides safe car seats to children ages 0-4 in Mason and Oceana. West Shore Safe Communities would like to improve the percentage of drivers and passengers wearing their safety belts. In order to achieve this goal, a comprehensive education and enforcement effort needs to be organized and assets such as sentencing uniformity, intensified enforcement, enforcement coordination, shared ER injury data, and parental training should be developed.

Seatbelt Safety Week is September 27-October 5
Research shows that a high percentage of teenagers and young adults, particularly male, are not wearing their seat belts. During Seatbelt Safety Week, September 27th to October 5th, the City of Thunder Bay Police and the Injury Prevention Program from the Thunder Bay District Health Unit will be doing something about it. Posters and Billboards will be asking "What is Holding You Back?" Local police will be extra vigilant in checking for seatbelt usage and key chains that outline common traffic offences and their consequences will be distributed.

    Safety belts are the most effective means of saving lives and reducing serious injuries in traffic crashes. They're also the law. In Wisconsin, drivers and occupants of vehicles are subject to a fine for not wearing their seat belts. Seat belts save an estimated 9,500 lives in America each year (National Highway Traffic Safety Administration, 1998). Traffic crashes are the leading cause of death to children in America. And each year in the U.S., approximately 1,800 children ages 14 and under are killed as occupants in motor vehicles and more than 280,000 are injured. Safety belts, air bags and proper child safety seats , when used consistently and correctly, can significantly reduce the rate of injury in a crash. Current usage for seat belts in Wisconsin is around 66%. From 1992 to 2001, Wisconsin's fatality total has increased by approximately 19 percent.

    February 9, 2000 National Football League star Derrick Thomas died suddenly Tuesday morning, two weeks after an automobile accident left him paralyzed from the chest down.
    Thomas suffered a bruised spinal cord, broken vertebrae and fractures in his lower neck on Jan. 23 when his sport utility vehicle flipped on an icy Missouri highway. Thomas was ejected from the vehicle. He was not wearing a seat belt.
    One passenger, Michael Tellis, died. The only surviving passenger wore a seat belt. John Hagebusch was treated for minor injuries and released. If an external "LifeLight" was placed on every vehicle and illuminated when seat belts were not buckled, recognition within and peer pressure from outside the car would strongly encourage and even insist that seat belts be fastened.     Contact Us Site Index On May 20, 2002, Washington Legislature passed a bill making our state's seat belt law a primary offense. As a result, a motorist can be pulled over and ticketed for not wearing a seat belt. The Washington Traffic Safety Commision has more information regarding this new legislation and its impact on drivers:
    • Air bags do not take the place of seat belts - a deploying air bag can cause a fatality if the occupant is not belted
    • People who are belted have a greater survival rate in collisions - a belted person has a 70% chance of surviving a crash vs. a non-belted person
    • Collisions are the leading cause of death for children age 4-14 and in 2000, more than half of all children killed in crashes in the U.S. were completely unrestrained

    • The driver and all passengers wear their seat belts at all times - it is the driver's responsibility to ensure compliance with this guideline
    • A seat belt be available for all passengers - the number of passengers in a vehicle must not exceed the number of available seat belts

    Seat Belt Safety and Child Restraint Program Patrol Officer Jason Clark, who is a Certified Child Passenger Safety Technician, helps a mother with her car seat. The North Kingstown Police Department, along with the Governor's Office on Highway Safety, inform and assist the public with motor vehicle occupant safety. During safety programs such as "Buckle -Up America Week", officers perform safety check points on local roadways to promote the use of seat belts and properly installed car seats. While a check point is set for a week during high travel times of the year, officers are available year round to offer help to concerned motorists. Just a simple call can generate a meeting with one of these officers to offer useful information or a child safety seat check-up.

When used in conjunction with these other feature, the package is very successful. Also, the safest place in a collision is in the vehicle secured to the seat. The effectiveness of the safety features listed above is based on the assumption that the passengers are strapped in (since it is the law) and the driver remains behind the wheel, in control of the vehicles brakes, throttle and steering. Safety belts perform this function. From my experiences, I have seen many examples where seat belts save lives and reduce serious injury, plain and simple. In many minor accidents, say at speeds below 40 mph, the affect of not wearing safety belts is not thought to be as bad as high speed wreck, but this is not the case. The front seat passengers are tossed front to back, bouncing between the steering wheel ,door panels, dashboard and windshield. Almost every case where safety belts are not used, there is a large round indentation in the windshield where the drivers face or forehead impact the glass. I have also been at accidents where drivers have left their teeth impacted into the steering wheel. It sounds sick, but it further supports the argument for using belts. Back seat passengers are thrust forward into the front seat, impacting the drivers head or thrown out doors or windows. Thus reinforcing the need for rear passenger safety belts being utilized.

    Proper Use of Seat Belts
    • A properly worn seat belt greatly increases your chances of surviving a motor vehicle collision.
      A typical seat belt assembly consists of a lap and shoulder belt. The shoulder belt should be worn as tightly as possible over the shoulder and across the chest. The lap belt should be firm against the body and low across the hips.
      Air bags do not take the place of a seat belt. When air bags activate during a motor vehicle collision, they reduce the forward movement of the upper torso and minimize impact. They do not prevent drivers and passengers from being thrown from the car.
    When a seat belt is worn correctly, it will apply most of the collision or stopping forces across the chest and pelvis, which are better able to withstand collision forces. A seat belt should not be worn twisted, as the full width of the belt is required to spread motor vehicle collision forces across the body. Wearing a seat belt loosely or placing the shoulder belt under the arm or behind your back instead of across the chest, could, in the case of a collision or sudden stop, result in an injury-producing impact with the vehicle interior, or ejection from the vehicle. Wearing a lap belt across the stomach, instead of low across the hips, allows collision forces to be applied to the soft tissue of the body, increasing the chance of injury.

Fullerton police officers keep an eye out for seatbelt and safety seat violators because they know these items can literally mean the difference between life or death in an auto accident.
