DoD mobilizes for seat belt safety campaign

It is a tragic and chilling fact: the U.S. military loses the equivalent of a battalion of troops each year - not in combat, but in automobile accidents, transportation safety officials said recently. Jeffrey W. Runge, administrator for the National Highway Traffic Safety Administration, said that this fact should "resonate with every American." "The nation cannot afford to lose a battalion of our finest young people at this critical time in our nation's history when we need them the most," Runge said. "With the nation's attention riveted on homeland security like never before, young service men and women who put their lives on the line every day to protect our country and to protect our way of life must protect themselves by wearing their safety belt," he added. Runge joined Marine Corps' Assistant Commandant Gen. William Nyland and a host of law enforcement and transportation officials to kick off the Department of Defense's plan to increase seatbelt use among military members. "Operation ABC Mobilization/Click It or Ticket" is a partnership with the armed forces to step up awareness and enforcement of seatbelt laws on military installations around the country.

Viewers see a crash with and without seatbelts A gory new road safety advertisement is to be shown on primetime TV to promote the need to wear seatbelts. The new campaign shows three men in a car crash without seatbelts and then with seatbelts. Launching the campaign, transport minister Tony McNulty said: "Too many drivers and passengers still fail to wear a seatbelt. "This campaign continues our thought-provoking publicity to try and convince them of the need to belt up - even on short trips. "Wearing a seatbelt can save your life. I hope our new campaign will be a powerful reminder to those who seem to forget." The Dover Police Department aggressively enforces the State of Delaware child restraint and seatbelt laws: Child Restraints Delaware's child restraint law requires all children under four years of age to be secured in a child restraint system that meets the federal motor vehicle safety standards. *Note The 4 years or 40 lbs. law is no longer in effect. All children under the age of 4 must be in a child restraint! This is a primary offense , and a driver can be stopped and fined for this violation by itself.
Seat Belts The current seat belt law states that all front seat occupants must wear a properly adjusted and fastened seat belt, which meets the applicable federal motor vehicle safety standards. Violation of this law is a secondary offense, meaning a motorist must be stopped for some other violation first. Seatbelt Safety The modern three-point automotive seat belt was the brainchild of Swedish aircraft engineer Nils Ivar Bohlin, who, ironically, spent the early years of his career designing aircraft ejector seats. Nevertheless, Bohlin's invention - a three-point combination lap and diagonal belt positioned across the pelvis and rib cage - has saved thousands of lives since its introduction in 1959. Seat belts today, of course, are an accepted part of routine vehicle operation for millions of drivers and passengers. Unfortunately, millions of other vehicle occupants continue to put their lives at risk by ignoring these critical restraint systems. Seat belts are a marvel of complexity…and simplicity. They combine Bohlin's strong three-point harness with a relatively simple pendulum and ratchet mechanism that locks the belt in sudden-stop situations. This design helps improve the comfort of belt wearers, as the belt is not locked in position under normal operation.

Houston – A Houston-area family has settled its lawsuit against DaimlerChrysler in the deaths of two women ejected from a minivan in a crash that occurred in 2002 as the family returned home from vacation. Martin Mendoza filed the suit against the automaker March 13, 2003 , claiming faulty seat belts were to blame for the deaths of his wife and sister-in-law. The suit was settled for an undisclosed sum. In the vehicle were Martin Mendoza, 37, the driver, his wife, Denise, 34, and their children Daniel, 15, and Amy, 8; also Martin's brother, Jose, 40, his wife, Maria, 38, and their son, Hector, 16. All had their seat belts buckled. However, all the belts except that of Jose, in the front passenger seat, unlatched. Martin was hurled into the windshield and fell between the two front seats. Denise and Maria, who were in the middle captain's chairs, and all three children, who were riding in the rear seat, were ejected from the vehicle. Denise died instantly. Maria was fatally injured, and died on January 8, 2003. All three children were seriously injured. Amy received numerous fractures. Hector remains paralyzed.

Child Seatbelt Safety
Every year hundreds of children are hurt or killed because they do not put on a seat belt or they were not strapped in properly. The law provides a penalty for not restraining children under six years of age or under sixty pounds using a child passenger restraint system that meets applicable federal motor vehicle safety standards. (Vehicle Code Section 27360) You can protect yourself, your family and your friends by following these safety tips: Infants (Under 20 pounds / Less than 1 year old)
  • Use a Rear-Facing Infant Seat. Infant seats are designed for babies from birth until at least 20 pounds and one year of age.
  • The child seat must be in the back seat of the vehicle. NEVER place an infant in a rear-facing child safety seat in the front seat of a vehicle with a passenger-side air bag. The force of the deploying air bag will hit the seat (because of its close proximity to the dashboard) and can seriously injure or kill an infant. REMEMBER: All infant seats must be rear-facing, so the only safe place to install it is in the back seat.
  • Never place infant car seats in the front of a car with air bags. In a crash, the air bag can hurt or kill a baby.

Motor vehicle crashes are the leading cause of death for African-American children through age 14 and crashes are the second leading cause of death for African Americans aged 15-24. These statistics are staggering, and that is why Buckle Up America! began its safety campaign promoting seatbelt use. You can help spread the word about seatbelt safety during the week of May 19-26, which is National Buckle Up America! Week. No matter what State you live in, it's a great time to help others understand why everyone should wear a seatbelt on every trip.
