Infants (from birth to 12 months and 20 pounds) must ride in a rear facing safety seat, preferably in the back seat. NEVER place an infant in front of an air bag. When infants reach one year of age and at least 20 pounds, they can graduate to child safety seats that face forward. When he or she has outgrown the convertible seat, a booster seat that positions the lap/shoulder belt correctly should be used. If you weigh 60-80 pounds and you are tall enough to sit with knees bent at the edge of the seat you can use adult lap/shoulder belts provided in the car.

All infants should ride in the back seat of the car in a rear-facing safety seat . The seat should recline at a 45-degree angle. This is the safest position for two reasons:
A. An infant can be seriously injured or killed if an airbag inflates. B. Riding rear-facing best protects a child's head and neck
The only exception to putting infants in the back seat are if a car does not have a back seat and the passenger airbag can be deactivated. (The airbag should always be reactivated when preparing to ride with older passengers.) The safety seat should be firmly fastened in place and shouldn't move from side to side or back-to-front. “Don’t worry – this thing’s on Michelins.” With recent child-safety seat recalls and the availability of various frontal, side, and curtain airbags, there is more confusion than ever about the best way to stay safe behind your car's seatbelts. One thing is clear: seatbelts offer unparalleled protection from injury and death. The National Highway Traffic Safety Administration estimates that seatbelts saved more than 100,000 people from dying in car accidents between 1975 and 1997. What's not always clear is who should be buckled in which seat, and why. Here's a quick refresher: For adults: The rules are simple. Always wear your belt, but make sure you leave at least 10 inches between your chest and the airbag, to avoid injury. Many women and smaller adults have difficulty reaching the pedals at that distance. Fortunately, a few vehicles, such as Ford's Expedition, offer adjustable pedals that eliminate this problem. If you are in the market for a new or different car, make sure it fits you first. For children older than 12: Your child has graduated to the front seat, and will be safe even if there is a passenger-side airbag. Just make sure your child maintains a safe distance from the airbag (10 inches) and keeps the heavy metal on the radio to a minimum.

Mississippi State Law 63-2-1 requires that every front seat passenger be buckled in a seat belt when the vehicle is operated in forward motion on public roads, streets or highways within this state. It also requires that every child under the age of eight (8) be belted regardless of the child's seating location within the vehicle. Recently the Meridian Police Department conducted a seat belt survey for Meridian . Thirteen locations were observed sampling 1080 vehicles. The overall use rate is 76.1%. Local highway use was 79.45% and residential use was 72.64%. Between 1996 and 2002 seat belt use in Mississippi increased from 43.7% to 62% in 2002 so the 76.1% is headed in the right direction, but for 2004 the national use rate according to the National Center of Statistics and Analysis is 80%. In Mississippi in 2004 there were 900 fatalities and 4 in Meridian . Sixty-seven point eight percent of the 900 were unbelted which means that it is possible nearly 300 more friends, neighbors and family would still be around. Two of the four killed in Meridian were unbelted. Let me encourage each of you to wear your seatbelt when in a vehicle. If you are injured or killed in a crash then it cost all of us in higher insurance rates or higher medical bill if you do not have insurance. Wearing a seatbelt will also help you maintain control of a vehicle in the event of a skid by keeping you in your seat.

Our partnership with the National Highway Traffic and Safety Administration (NHTSA) is well underway. We are developing a seat belt safety kit for use, as you inform your communities about the importance of using their seat belts whether they are the driver or passenger. Our loved ones should be out most precious cargo! Buckle up your little ones, your toddlers, and your teens. African-Americans are dying at alarming rates because we are failing to use seat belt restraints. Males between the ages of 16-25 are at even greater risk. Beginning in September, we will distribute the seat belt safety kit to be used by teens and mothers to spread the word. Visit churches, community centers, barber and beauty shops. Buckle up! Starting Thursday, Feb. 7, and running through Labor Day, the WVU Department of Public Safety will participate in a state-wide seatbelt safety awareness program Click it or Ticket, aimed at improving seatbelt use in West Virginia. WVU officers will coordinate periodic checkpoints throughout campus to inform the public of seatbelt safety and record the percentage of drivers and passengers wearing seatbelts. Those detachments recording the most improvement will receive a cash reward that will be used to purchase much needed equipment. "The purpose is not to write tickets, but to issue warnings just so that the university community will be aware of the safety issue," said campus DPS officer Peggy Runyun.

SEAT BELTS Two Grade 6 students ( Chelsea EagleBear and Angie DayChief) surveyed rural seat belt usage in two categories (adults and children) on Blood Reserve, Alberta. Problem: How many people wear seat-belts in the country (rural) areas? Hypothesis: We think that in the country 84 out of 100 people wear seat belts. Seat belts are intended to reduce the severity of injuries suffered by car occupants in accidents, 84 people follow safety rules, 16 are not following safety rules. The people who follow the rules, these people are smart. The people who do not wear seat belts are not showing safety rules to their kids. Research: Seat belts are intended to reduce the severity of injuries suffered by car occupants in accidents. They are designed to retain the occupants in their seats, preventing them from being thrown about inside the vehicle or from being ejected through the windows. Seat belts are a very effective safety measure. The Department of the Environments, and the Regions has estimated that front seat belts have saved thousands of lives and thousands of injuries since their use became compulsory. They also estimated seat belts have saved hundreds of lives and thousands of serious injuries since 1991. The first proposals for compulsory wearing of seat belts were make in 1973. However, it was not until January 31, 1983 that the use of seat belts in the front of cars became compulsory. Originally, this was for a trial period of three years, but the trail was successful and compulsory wearing of front seat belts became permanent in 1986

KIDS RIDE IN BACK. Infants should NEVER ride in the front seat of a vehicle with a passenger air bag. Children, typically ages 12 and under, also should ride buckled up in the back seat. CHILD SAFETY SEATS. Young children and infants always should ride in age- and size-appropriate child safety seats. Seatbelt fabric made with patented Securus fiber is designed to work in conjunction with the airbag in a collision to enhance restraint of occupants of a broad range of body types - including smaller women and children. The unique fiber replaces the mechanical load-limiting device in constant force retractors (CFRs) used in some newer model cars, which have been instrumental in securing the five star protection rating from the National Highway Traffic Safety Administration. The company projects sales of $10 million next year, increasing to $100 million annually in five years. Commercial shipping of the fiber is slated to begin next month. The new fiber is AlliedSignal's response to the industry's decade-long search for seatbelts that work more safety with decelerating airbags in a vehicle crash, according to Fred Festa, Vice President and General Manager of the company's Performance Fibers business. TM AlliedSignal produces Securus fiber from a new polymer using a novel fiber-making process. In addition Securus fiber introduces a new category of synthetic fibers, PELCOTM based on a patented polyester-caprolactone block copolymer. Securus fiber is the first fiber to be engineered for safety restraints and other managed-energy uses, such as stings and climbing ropes.

KIRO 7 Eyewitness News Consumer Investigator A KIRO 7 Consumer Investigation exposes a potential safety problem with popular seatbelts you might have in your vehicle. KIRO 7 Consumer Investigator Wayne Havrelly discovered some local car owners who say the seatbelts are unlatching during sudden stops and accidents. The seatbelt in question is called the "Generation 3" seatbelt. It's standard equipment in many Chryslers and Dodges. Nationally, several deaths are blamed on these belts for unlatching during accidents. We found a Western Washington family who claim their baby was hurt when the Gen 3 seatbelt unlatched during a sudden stop, sending their 2-year-old flying. "It's a nice solid car seat," said Israel James. There's nothing wrong with the car seat, but the James family says the seat belt in their Dodge minivan holding their son Devon unlatched during a sudden stop on I-5. "I thought another car hit us because I felt this big jolt to my seat and I kind of went 'Oh my.' I looked back to see who hit us, but it was his car seat. The seat belt had come unlatched and threw it forward into my seat!" said Jennifer James.

Some of those deaths could have been avoided with the use of safety belts, officials say, which is why CSPD and other law enforcement departments across the country are participating in the nationwide "Click It or Ticket" campaign. The Click It or Ticket campaign, created by the National Highway Traffic Safety Administration (NHTSA), encourages law enforcement agencies to focus on safety belt violations. This two-week campaign, which began last week and ends Nov. 30, is designed to create public awareness about seat belt laws nationwide. Many U.S. states have secondary laws, which only allow law enforcement officers to issue a citation for failing to wear a safety belt if the driver has already violated another traffic law. In Texas and some other states, primary laws are in effect, allowing officers to pull over a driver simply to issue a citation for not wearing a safety belt. The NHTSA has found that primary laws are effective for increasing safety belt usage. In 2002, seatbelt use in states with primary laws was 80 percent, compared to 69 percent in states without primary laws.
