As the designated Area Agency on Aging for the five-county region, our responsibilities include: planning, initiating and implementing programs and services for older adults in Bladen, Hoke, Richmond, Robeson, and Scotland Counties. Under the Older Americans Act, we work as an advocate for older adults at the local, state and federal level. Training and technical assistance are also provided to agencies and organizations that serve older adults. Home and Community Care Lumber River Council of Governments also serves as the lead agency for the Home and Community Care Block Grant for two of its five counties. Services are provided for persons who are 60 years of age or older; there are no income eligibility guidelines. Ombudsman Program The Area Agency on Aging also administers a regional long-term care ombudsman program. The ombudsman serves as an advocate for residents in nursing and adult care homes in the region. The program has established positive working relationships with facilities while including in-service training at facilities, meeting with the administrator and /or families and regular informal visits. There are 9 County Commissioner appointed Community Advisory Committees in the region. Bladen, Richmond, Robeson and Scotland Counties have both a Nursing Home and an Adult Care Home Advisory Committee. Due to the small number of facilities in Hoke County, there is only one joint Committee.

Welcome to the Scottish Public Services Ombudsman The Scottish Public Services Ombudsman Act 2002 created a modern complaints service based on the devolution principles of power-sharing, accountability, access and participation, and equal opportunities. It provides a 'one-stop-shop' for members of the public making complaints about public services.
