Culture
Historic cultural differences long divided Celtic Scots of the Highlands and Anglo-Saxons of the Lowlands. Traditionally, the clan , a grouping of an entire family with one patriarchal chief, or laird, was central to Highland culture. Clans were also important as fighting units, and they played an important role in rebellions against the British government. However, depopulation of the Highlands, which has occurred since the 18th century, fatally weakened the clan structure. Today, the clan in Scotland exists mainly as a cultural ideal rather than as a practical form of social organization. Lowland culture was more heavily influenced by the Industrial Revolution , as well as by Protestantism, which spread throughout much of Scotland during the Reformation.

The impact of devolution on local government in Scotland
  • The great majority of local government interviewees supported devolution politically with virtually none calling for a return to pre-devolution state of affairs. Notwithstanding this endorsement, there were a number of areas where there was dissatisfaction with how devolution has worked out in practice. Nearly half of councillors (48 per cent) thought devolution had reduced the importance of local government. While relations between local government and the political Executive were generally much improved compared with those before devolution, relations with the civil service were often marked by mutual distrust. Westminster has become much less important to the day-to-day operations of Scottish local government although UK party political links remained important. List MSPs were largely seen as a nuisance who simply chased headlines in local newspapers in order to raise their own profile.

Scottish Conservatives are totally committed to making the Scottish Parliament work for Scotland within the United Kingdom. That means reforming the workings of the Scottish Parliament itself in order to win back the trust of the Scottish people and strengthening the relationships between the constituent parts of the United Kingdom to ensure that the new constitutional framework is a true partnership and works no matter which parties are in power. Labour has also given little thought to how the new devolved settlement would work with different parties in power in the Scottish Parliament and in Westminster. The House of Lords Select Committee on the Constitution recommended that this should be done at an early date ‘so that the machinery of government relating to devolution can cope not just with intergovernmental relations as they stand but as they are likely to become in the medium term.’

Section 52 - Indecent Child Photographs
(1) Any person who-
(a) takes, or permits to be taken or makes, any indecent photograph or pseudo-photograph of a child under 18 years of age
(b) distributes or shows such an indecent photograph or pseudo-photograph;
(c) has in his possession such an indecent photograph or pseudo-photograph with a view to its being distributed or shown by himself or others; or
(d) publishes or causes to be published any advertisement likely to be understood as conveying that the advertiser distributes or shows such an indecent photograph or pseudo-photograph, or intends to do so,
shall be guilty of an offence under this section. Section 52A - Possession of Photographs (1)  It is an offence for a person to have any indecent photograph or pseudo-photograph of a child under the age of 18 years in his possession.
