In 1995, local government in Scotland will be reorganised into 29 unitary authorities, replacing the two tier system which has existed since the last reorganisation of local goverment in 1974, following the Local Government (Scotland) Act of 1973. Between 1974 and 1995 there were 9 Regional Authorities (divided into 53 District Councils) and 3 unitary Island Councils. The 3 island authorities will be retained after 1995. Prior to 1974, Scotland was divided into counties and the larger cities were governed by City Corporations. The old counties are still used as the basis of Land Registration in Scotland. In each case, these local government institutions are run by a body of councillors, who are elected every four years. Listed below are some of the local government sub-divisions which have been used:

James Ramsay MacDonald, the illegitimate son of Ann Ramsay, a maidservant, was born in Lossiemouth, Morayshire, on 12th October, 1866. He was brought up in his grandmother's cottage and was a student at the local school from 1875 until 1881. An intelligent boy he became a pupil-teacher and at nineteen found work in Bristol
In 1886 MacDonald moved to London where he was employed as a clerk for the Cyclists' Touring Club. In his spare-time he studied for a science scholarship but as a result of a near-starvation diet his health declined and was forced to abandon his idea of an academic career.
After he recovered his health, MacDonald was employed as a clerk by Thomas Lough, a member of the House of Commons . MacDonald had a growing interest in politics and joined the Fabian Society where he met socialists such as George Bernard Shaw Annie Besant Walter Crane Sidney Webb and Beatrice Webb

Local Government Boundary Commission for Scotland
The Local Government Boundary Commission for Scotland is an Advisory Non-Departmental Public Body sponsored and wholly funded by the Scottish Executive Finance and Central Services Department. It is an independent, non-political and totally independent body created by Section 12 of the Local Government (Scotland) Act 1973. The Commission's functions are detailed in Section 14 of the 1973 Act, as amended. It is responsible for:
  • carrying out statutory reviews of electoral and administrative arrangements;
  • monitoring electoral arrangements; and
  • responding to requests for ad hoc reviews of electoral or administrative arrangements.
Boundary Commission for Scotland
The Boundary Commission for Scotland is a quite separate Advisory Non-Departmental Public Body sponsored and wholly funded by the Scotland Office.
