    This NASA Cooperative Agreement Notice (CAN) solicits proposals from all sources for 1) development of innovative applications of U. S. Earth and space science Remote Sensing DataBases via computer networks; 2) development of Digital Library technology focused on addressing the long-term scale-up requirements for the applications in 1); and 3) the establishment of a Remote Sensing Public Access Center for demonstrating, testing, and facilitating the first two activities. The intent of this solicitation is to stimulate broad public use, via the Internet, of the very large remote sensing databases maintained by NASA and other agencies to stimulate U.S. economic growth, improve the quality of life, and contribute to the implementation of a National Information Infrastructure. The actual funding mechanisms allowed under this CAN may be either grants or cooperative agreements. The determining factor for the appropriate funding vehicle is the general level of involvement on the part of NASA in the effort. Most large awards under this solicitation will be cooperative agreements.

    Educational Activities
    The PlanetQuest activity kits contain essential items to aid amateur astronomers in conducting public outreach programs. With the scheduled landing of the Mars Exploration Rovers (MERs) in early FY 2004, much attention in FY 2003 was focused on the anticipation of those landing events. "To Mars with MER" , a series of six hour-long public television broadcasts produced as part of the Passport to Knowledge program, had it's debut broadcast "Countdown to Mars" on Space Day 2003 (May 1), from DePaul University in Chicago. Some 270 Chicago-area youngsters gathered at DePaul University for a day filled with hands-on activities and a live video link with MER engineers and scientists at NASA's Jet Propulsion Laboratory (JPL). The broadcast of this event was hosted by Bill Nye the Science Guy and carried on than 120 Public Broadcasting Service (PBS) stations, reaching almost 2 million viewers. Nearly 300 e-mails came in during the broadcast that were answered in real time by MER scientists and engineers at JPL, Arizona State University, and Cornell University. The "To Mars with MER"

    The United States Geological Survey (USGS) is the primary U.S. government agency studying the Earth.     NAI 2003 General Meeting
    Staff, faculty and graduate students participate in numerous activities and events throughout the year providing information to the community about the Astrobiology Program at ASU. Brochures and other print materials regarding the field of astrobiology and the NAI are available through the ASU Astrobiology Program office . These materials are availaible to prospective students, K-12 teachers and the general public. The following are the most recent events involving the ASU Astrobiology Earth Sciences Day
    On October 18, the ASU Astrobiology, in conjunction with ASU's Department of Geological Sciences presented its Sixth Annual Earth Sciences Day on ASU's main campus, coinciding with National Earth Science Week, organized by the American Geological Institute. This was part of an international effort to educate people on the importance of the sciences that study the Earth. Earth Sciences Day is a free event that opens the doors of ASU's Department of Geological Sciences featuring activities, displays, lectures and more that is of interest to the general public.

    I. Definitions
    General instructional space: Space in academic buildings suitable for use by scheduled classes in more than one discipline is "general instructional space." Included are spaces classified in UT's Facilities Database as: general purpose classrooms, auditoria, seminar rooms, some special purpose classrooms, some class laboratories, and some meeting rooms. Nationalized classrooms: All general instructional space is "nationalized," meaning that a department cannot hold space vacant when regularly-scheduled classes need to be scheduled. Fill ratio: "Fill ratio" denotes the percent of the student stations in a classroom which will be occupied of the class's enrollment capacity provided by the academic department is reached. First priority for scheduling : Some buildings and classrooms have been renovated or constructed to provide general instructional space for special pedagogical needs of a discipline or group of disciplines. While this special attention to the needs of a discipline or group of disciplines does not preclude use by other disciplines, a system of "first priority" has been instituted to ensure that the disciplines for which the instructional spaces were designed are able to use them. A college or department which enjoys first priority scheduling is enabled to schedule regularly-scheduled classes and scheduled associated academic activities in specific general instructional space provided that a fill ratio of 80% is met. The college or department must release the space to the Registrar's Office for scheduling at other times. First priority scheduling arrangements currently in effect are:
