The Maryland Pilot Earth Science and Technology Education Network (MAPS-NET) project was sponsored by NASA from 1992-1996 to enrich teacher preparation and classroom learning in the area of Earth system science. Teachers who participated in MAPS-NET completed a graduate-level course and developed activities that incorporate satellite imagery and encourage the hands-on study of Earth. This publication replicates much of the material taught during the graduate-level course and developed by the teachers. Both are important elements in the series, Looking at Earth from Space, developed to provide teachers with a comprehensive approach to using satellite imagery to enhance science education. The will enable teachers (and students) to expand their knowledge of the atmosphere, common weather patterns, and remote sensing. Because the Guide is designed to expand teachers' knowledge, it is divided into topical chapters rather than by grade-level. The classroom activities are listed by suggested grade level. NOTE: Some information contained in this teachers' guide is out-of-date, specifically the section describing NASA's Mission to Planet Earth, which is now known as the

For Details The Earth and Space Science Laboratory (ESSL) has been a unique part of the Frederick County Public Schools since 1962. This facility serves to enrich and extend the elementary and, upon request, the middle school's science curriculums. More than 17,000 students and 650 teachers participate in various program offerings each year.
This facility houses a planetarium. It is used to teach astronomy to grades 2 and 4. The seating capacity in the planetarium is approximately 72. Oceanography is taught to third graders. Twenty fresh and salt water aquarium and a variety of hands-on activities are incorporated into the third grade oceanography lab. The geology lab features 36 learning stations that cover a wide variety of geological topics. Geology is taught to 5th graders. The meteorology facet of the program utilizes an Automated Weather System and various demonstrations and experiments. 1st graders study meteorology.
A science classroom and a "museum-like"display hallway complete the remainder of this facility.

Spending: Discretionary Budget Authority Mandatory Outlays: Existing law Tax Expenditures: Existing law More than half of the Nation's economic productivity growth in the last 50 years is attributable to technological innovation and the science that supported it. Appropriately, the private sector makes the largest investments in technology development. The Federal Government, however, also plays a role. Total Federal research and development would be at an all-time high in inflation-adjusted terms if the President's proposal is approved. Within the General Science, Space, and Technology function, the Federal Government supports areas of cutting-edge science, through the National Aeronautics and Space Administration (NASA), the National Science Foundation (NSF), and the Department of Energy (DOE). The activities of these agencies contribute to a greater understanding of the world in which we live, ranging from the edges of the universe to the smallest particles, and to new knowledge that may have immediate applications for improving our lives. Because the results of basic research are unpredictable, developing performance goals for this area presents unique challenges. Each of these agencies funds research and contributes to the Nation's cadre of skilled scientists and engineers. As a general goal for activities in this function, at least 80 percent of the research projects will be reviewed by appropriate peers and selected through a merit-based competitive process. Another important Federal role is to construct and operate major scientific facilities and capital assets for multiple users. These include telescopes, satellites, oceanographic ships, and particle accelerators. Many of today's advances in medicine and other fields rely on these facilities. As general goals:

The United States - a long-standing partnership
From the outset, Europe's relations with the United States with respect to space have been privileged, given the scope of the American programme and the close links of scientific, technological and industrial cultures. Europe and the United States therefore have a long history of co-operative exchange in space on many levels. Europe is a partner of the USA, along with Russia, Canada, and Japan, in the International Space Station (ISS), one of the largest-ever co-operative ventures in science and technology and the next great step in establishing a permanent human presence in space. ESA's primary contribution is the Columbus laboratory. Europe's impressive long-term efforts in the area of launcher technologies has made it the main competitor of the USA in the commercial launch field, but EU officials do not see the need to class the Americans as competitors in the absolute sense. Co-operation in appropriate areas will continue to be beneficial to all partners, while the stimulus of economic competition can contribute to maintaining the commercial and industrial sectors leading to a healthy sense of 'co-opetition'.
Russia
The mid to late 1980s saw a radical restructuring of the international political landscape, coupled with an explosion of technological capabilities around the world and a growing realisation of the benefits that space technology could provide. The Russian Space Agency has since entered into co-operative space agreements with the national space agencies of the USA, France, Germany, Canada, China, India, Bulgaria, Hungary, Pakistan, Portugal and Israel. However, Russian co-operation with the European Space Agency (ESA) dates back further to the 1970s.

Several Maine organizations are conducting research and education activities that relate to the study of Earth from space and the upper atmosphere. The following Affiliates of the Maine Space Grant Consortium are currently working on such projects: Gulf of Maine Aquarium GMA translates aquatic science for K-12 audiences and the general public. Because satellites offer a unique perspective on global aquatic ecosystems, much of GMA's work in recent years has relied on NASA and NOAA satellite imagery. Current or recent NASA-funded projects include the development of 100 Web-based K-12 activities about satellite imaging; the design, development and statewide dissemination of a public exhibit about how NASA's TOPEX/Poseidon oceanographic satellite works; and a series of hurricane posters with related classroom activities. Visit GMA's web site to learn more. Bigelow Laboratory for Ocean Sciences Bigelow Lab examines Maine's seas "From Microscopes to Satellites." Much of their research focuses on plankton, which provide the basis for all marine life. Using NASA's satellite-derived images of ocean color, Bigelow's scientists study how patterns of sunlight and nutrients influence where phytoplankton grow.
