Schools can no longer be seen as islands of safety because violence has invaded far too many of the nation's schools.
  • Nearly 3 million index crimes occur on or around American school campuses which is 16,000 crimes per school day or about 1 every 6 seconds when schools are in session.
    Violence in schools has been affected by the changing climate for public education including more children of teenage parents; more latch key children and more developmentally delayed children requiring more special education classes. The varied cultural and ethnic makeup of inner city student populations has also created social stress within schools.
    Alcohol, drugs and gangs all contribute to school violence.

Characteristics of a Safe School
  • Focus on academic achievement. Involve families in meaningful ways. Develop links to the community. Emphasize positive relationships among students and staff. Discuss safety issues openly. Treat students with equal respect. Create ways for students to share their concerns. Help children feel safe expressing their feelings. Have in place a system for referring children who are suspected of being abused or neglected. Offer extended day programs for children. Promote good citizenship and character. Identify problems and assess progress toward solutions. Support students in making the transition to adult life and the workplace.

Tips for Parents
Parents can help create safe schools. Here are some ideas that parents in other communities have tried:
  • Discuss the school's discipline policy with your child. Show your support for the rules, and help your child understand the reasons for them. Involve your child in setting rules for appropriate behavior at home.

Background
On Monday, March 21, 2005, a 16-year old student in Red Lake, Minnesota shot and killed 9 people, injured 7 others, and then killed himself at the local high school. This tragedy strikes close to home for South Dakotans. According to the National Center for Education Statistics' Indicators of School Crime and Safety 2004 from 1999-2000 20% of public schools experienced some form of violent crime, including rape, assault and robbery. During that time period there were also 32 violent deaths in schools in the United States.
