Jaana Juvonen School shootings such as the one at Columbine High School in 1999 have left deep scars in our nation. The apparently random nature of these highly publicized shootings has raised public fears to epidemic proportions. According to 2001 polls, more than 50 percent of parents with children in grades K-12 and 75 percent of secondary school students now think that a school shooting could occur in their community. Schools are taking a variety of measures to improve school safety. These include the use of metal detectors, the presence of security guards on campus, rules and regulations regarding student conduct and dress, profiling of potentially violent students, anti-bullying instructional programs, and counseling and mediation. Which of these approaches work? Which will reduce the incidence of violence in our schools and alleviate the fears of parents and children? How can school and district administrators choose among the myriad possibilities, and how can they know where to allocate precious resources? RAND examined the literature regarding these programs and found that only a handful have been evaluated, and even fewer have been deemed effective or even promising. The goal of this paper is to describe the options that are currently available for schools. An analysis of the key components of various approaches in terms of their potential positive and negative effects can assist in the selection of policies, programs, and procedures while we wait for evaluations to be conducted.

  • There are four major stages of the school years: early childhood (ages 2-5), middle childhood (ages 6-11), early adolescence (ages 12-14), and middle adolescence (ages 15-18). The phases correspond to preschool, elementary school, junior high/middle school, and senior high school. In each of these stages there are key violence-related tasks.
    School-based preventive interventions are strategically beneficial. In each stage in the school years, there are key developmental tasks to be mastered. School provides an important environment for overall developmental success.
    Early childhood is increasingly recognized as a key stage in the development of aggressive violent behaviors.

    The Secret Service National Threat Assessment Center (NTAC) was created to provide leadership and guidance to the emerging field of threat assessment. Specifically, NTAC will offer timely, realistic, useful, and effective advice to law enforcement and other professionals and organizations with responsibilities to investigate and/or prevent targeted violence.
    Building on a recent operational study of U.S. assassins, attackers, and near-lethal approachers of public officials, NTAC will develop and provide threat assessment training and conduct operational research relevant to public official, workplace, stalking/domestic, and school-based violence. In addition, NTAC will offer its assistance to organizations interested in developing threat assessment programs.
    Secret Service Safe School Initiative As part of its mission to provide leadership and guidance in the prevention of instances of targeted violence, the National Threat Assessment Center (NTAC) initiated a data-based research project to examine the incidents of school-based attacks. Since September 1999 NTAC staff have been conducting the Safe School Initiative, an operational study of 37 U.S. school shootings involving 41 perpetrators, that have occurred over the past 25 years. Using methodology similar to that employed in the Exceptional Case Study Project, NTAC researchers are examining school shootings, starting from the incident and working backward to development of the original idea. Through this incident-focused, behavior-based analysis, NTAC researchers hope to increase understanding of the patterns of communication, planning and preparation that precede these attacks. The goal of the Safe School Initiative is to provide accurate and useful information to school administrators, educators, law enforcement professionals and others who have protective and safety responsibilities in schools, to help prevent incidents of school-based targeted violence.

    On this page In the wake of tragic incidents, such as school shootings, the subject of school violence has gotten more attention in the past decade than in previous years. According to the National Center for Education Statistics ( Juvenile offenders and victims:1999 National report , 1999) , the actual occurrence of violent death in school is much lower than the media portrays. Between 2001 and 2002, 17 school age victims died in school related deaths, (including accidents and suicide) as opposed to the 1999-2000 school year, in which 32 violent school-related deaths occurred. Sadly, student reports of being bullied increased from 5% to 8% in 2001 as reported in Indicators of School Crime and Safety, 2002 . In order to maintain a clear view of the issue, it is important to keep in mind that school violence can include emotional and physical ridicule or bullying, assaults, threats, sexual offenses, as well as the less apparent but equally important components of graffiti and vandalism, trespassing and gangs. The topic of school violence is one that affects all of society. Aside from interfering with the learning process, the long range effects of school violence affect us all. Statistically, children who engage in bullying behavior are more likely to become adult criminals. (Taub, 2002) Many children who display violent behavior at school are exposed to violence or abuse outside of school and may be in need of help from adults. Frequently, school mental health professionals and social workers are the main providers of mental health services for children. (Stein et al., 2003)
