School Bus Discipline: Solving the Problem
From time to time, Education World reposts a previously published article that we think might be of interest to administrators. Before reposting, we update all links and add new resources to the articles. We hope you find this archived article to be of value… Is school bus discipline a problem in your school? Two school bus discipline policies available on the Web might serve as effective models. Note: This article from the Education World archive was originally published in 1997. In recognition of National School Bus Safety Week (October 20-26, 2002), we are reprising the article. Links have been updated, but some facts and figures might be out of date. Isn't school bus duty one of teaching's (or principal-ing's) great joys? By the end of the school day, students are eager to get home and school staff are eager to get them out the door!

School Bus Safety
School bus transportation is safe. In fact, buses are safer than cars! Even so, last year approximately 26 students were killed and another 9,000 were injured in incidents involving buses. More often than not, these deaths and injuries didn’t occur in a crash, but as the students were entering and exiting the bus. Take a little time to check out some important rules you should know about school bus safety. At the Bus Stop... Be sure to get to the bus stop in plenty of time. Five minutes before the bus comes is plenty of time to talk with your friends and be there in time for the bus. If you leave too late, you will have to rush. It is much easier to trip and fall when you are rushing. Behave yourself at the bus stop. You won’t be safe from traffic unless you stand way back from the curb, and don’t push or wrestle with your friends. Line up nicely when the bus comes. Be sure to listen to any adults supervising at the bus stop. It’s OK to tell a parent or a bus driver if someone is bothering you at the bus stop or while you’re on the school bus. We can only help if we know. Getting on or off the Bus...

Statistics School buses are the safest form of highway transportation. There are about 440,000 public school buses that travel approximately 5 billion miles each year. Each day school buses carry around 20 million students to school and school-related events. (Accident Facts 1996, National Safety Council) In 1996, 10 school bus occupants were killed in crashes (2 drivers, 8 passengers). In 1996, 23 pedestrians were killed in school bus-related crashes. About two-thirds of school bus-related fatalities happen outside the bus. For the past 11 years, an average of 35 school-age children died in school bus-related traffic crashes each year (9 school bus occupants and 26 pedestrians). Recent studies in Florida and Illinois found almost 10,000 incidents (per day per state) of motorists illegally passing stopped school buses that were loading or unloading children. In Florida, 4.4 percent of the vehicles passed the school bus on the door side of the bus. Why No Safety Belts?

It is essential that students cooperate by observing safety guidelines. Your enthusiastic cooperation is essential for your child to benefit from the safest possible transportation in order to receive an outstanding education in our schools.
John O. Simpson
Superintendent of Schools INTRODUCTION
The safety of students going to and from school is a responsibility shared by school administrators, teachers, school bus drivers, parents, students, and the motoring public. Therefore, a program of street, highway, and bus safety for students must be a cooperative one, involving all theses groups. The primary purpose of this brochure is to provide parents and students with bus safety guidelines. It is our aim to ensure that the health, safety, welfare, and educational opportunity of each student is thoroughly protected.

Although school buses are the safest means of ground transportation, safety should still be a priority for the children walking to and from the school bus stops, and for the motorists who must share the road with buses. There are things that children, parents and drivers can do to make this a safe school year for Delaware students. Parents
  • Make sure your child knows what time the bus is scheduled to arrive and make sure he or she gets to the stop early, so the child can avoid rushing. Children in a rush are less likely to follow safety practices.
Children
  • Wait for the bus in a safe place. Avoid horseplay that could cause you to fall into the street. Never run to or from the bus.

Pinellas answers calls to improve school bus safety
an ABC Action News report 07/28/05
CLEARWATER - After a year that saw two students die at school bus stops, Pinellas County has a new plan to try to solve its transportation problems. Two dozen district employees are now manning a brand new call center for school bus questions that's designed to help eliminate the communication problems that played a part in two deadly accidents last year. In each case, kids were forced to cross busy streets to get home because they were dropped off on the wrong side of the road; Rebecca McKinney and Brooke Ingoldsby never made it. Rebecca McKinney's mother says she called the district and complained about the stop's location for weeks before the accident, but she claims no one listened. Now, however, the district says they are listening to everyone. The center is designed to handle any transportation question, and already it's been averaging 1,100 calls per day. One operator told Action News that, among his calls, he had already gotten a handful of complaints from parents about the safety of their kids' stops; each concern will be checked and double-checked.

Bus Safety
A Handout for Parents and Teachers
by Henry J. Srednicki, Ph.D., NCSP
East Rutherford, NJ
Background
Approximately 400,000 yellow school buses serve elementary and high school students in the United States. In all, about 22.5 million school-age children ride yellow school buses to and from school. After-school activities provide an estimated 5 million additional student rides on a daily basis. It is also estimated by the American Public Transit Association that public transportation provides an additional 900 million student rides per year. You may also be surprised to learn that this makes school transportation the single largest system of public transportation in the United States, resulting in over 94.2 billion total pupil-passenger miles per year. Most of us recall one incident or another whereby a student was harmed from some avoidable mishap that occurred while riding or walking to the school bus. According to the National Highway Traffic Safety Administration, an average of 41 school-age children are killed in school bus-related traffic accidents each year. During the past ten years, 300 school-age pedestrians (less than 19 years old) have died in school-bus related crashes. Numerous injuries also have occurred when riding, boarding or unloading from a school bus.
