School Bus Safety Resource Guide
This School Bus Safety Resource Guide provides information on a number of programs and resource materials which can be used to improve school bus safety by targetting a variety of audiences, from school vehicle passengers and their parents, to school vehicle drivers, community groups and the general public.
The information and programs included in this Resource Guide are arranged primarily around the intended audience for the information, although other groups and individuals may be interested in the material as well.
Contents
Introduction
Ontario's school population includes over two million students. Of those, over 800,000 use school buses every day. This includes children who are bused from rural areas and children who participate in special programs, such as French immersion, as well as those who use school buses for field trips. Research conducted by Transport Canada shows that school bus travel is one of the safest methods of transportation and is 16 times safer than travelling in the family car, based on the number of passengers and kilometres travelled. Although school buses have an excellent safety record, mishaps can happen, and injuries can result. These can include both children riding on the bus and children who suffer injuries as a result of being hit by their own school bus or by other vehicles.

The following pages of information on School Bus Safety were prepared by the Ministry of Education and Training in collaboration with the Ministry of Transportation, Schoolbus Drivers and representatives of the Ontario School Boards.
  • Stay out of the danger zone at all times! Never go near the bus unless the driver has given you the signal to come! Never, ever walk or play behind a vehicle! When you go near the bus, always, always be sure you can see the bus driver! If you drop anything in the danger zone leave it. Never, never stop to pick it up!
Know the Danger Zones
  • Every child must know the DANGER ZONES around the school bus. Children should never enter the DANGER ZONE unless the driver has given them permission. If a child can touch the bus, he or she is too close. If a child must cross the street, know all the rules to cross safely. The 10 Giant Step rule is a good measurement for children to identify the DANGER ZONE around the school bus, particularly when crossing in front of the bus.

Taking the School Bus
How to prepare your child for the school bus
Most mishaps take place outside the bus, so here are some precautions you can take:
  • Don't let your children arrive at the stop too early. They may be tempted to wander or get into mischief.
  • Make sure they know what to do if they miss the bus: come back home; or if at school, report to a teacher - and never, never accept a ride from a stranger.
  • If the stop is a long way from home, plan and discuss with your children where they can go in an emergency.
  • If it is dark on the way to or from the bus, make your children visible. Use retro-reflective tape on their clothing and avoid dark colors.
  • Make sure they wait well away from the roadway, and stay well back until the bus has comes to a full stop and the door opens.
  • Explain they must walk at least three metres (10 feet) away when crossing in front of the bus so the driver can see them.
  • Forbid running, pushing and horseplay!
  • Tell your children to come straight home from the bus no detours.

To be safe when they travel to and from school, follow these simple safety rules: AT THE BUS STOP:
  • Always walk to the bus stop. Never run. Walk on the sidewalk. If there is no sidewalk, walk on the left facing traffic. Always go to the bus stop about five minutes before the bus is scheduled to arrive. While at the bus stop, wait in a safe place away from the road. Do not run and play while waiting. Never speak to strangers at the bus stop and never get into the car with a stranger. Always go straight home and tell you parents if a stranger tries to talk to you or pick you up. Wait for the bus to arrive, watch for red flashing lights and the stop sign to be extended, and cross only when all traffic has stopped. Look left, right, and left again before crossing.
ON THE BUS:
  • Go directly to a seat. Remain seated and facing forward for the entire ride. Talk quietly (so the driver will not be distracted). If you need to talk to the bus driver: wait for the bus to stop, raise your hand, and call the driver's name. Never throw things on the bus or out the windows. Never play with the emergency exits.

One purpose of the NHTSA School Bus Safety Assurance Program is to inform State Pupil Transportation Directors, State Transportation Inspection Program Directors, and other interested organizations of the current safety recalls involving school buses.
According to the National Association of State Directors Pupil Transportation Services (NASDPTS), you are the representative or director of pupil transportation for your state. The School Transportation Century
I f the 18 th century is considered the period of school transportation infancy and the 19 th century is the period of the industry's adolescence, the 20 th century saw the evolution of a fully developed, mature industry. The solidifying role of the various disciplines such as construction standards, national minimum standards guidelines, scheduling and routing, federal motor vehicle safety standards, special needs transportation, railroad grade crossing safety, state and federal government involvement, occupant protection and more, have had a profound effect on the industry. Throughout the last 100 years, the industry provided more than an estimated 500 billion student rides as the ranks of students being transported swelled to nearly 55 percent of all K-12 students. As the century drew to a close, the Yellow School Bus has replaced the Little Red Schoolhouse as the symbol of K-12 public education in the United States. There is scant indication that transportation by yellow school bus will diminish during the 21 st century.

The purpose of the Ashtabula County School Bus Safety site is to focus on the laws and procedures used by bus drivers in safely transporting students to and from school. Statistics have proven that school buses are one of the safest forms of transportation.
One reason for this is because school bus drivers are thoroughly and properly trained.
Another reason is that the school bus minimum construction standards, and annual inspections by the State Highway Patrol, assure that the vehicle is safe.
Another little-know fact is this: Most injuries to students happen outside of the bus.
That is why we are focusing on "Signal For Safety" The first signal motorists need to be aware of is the flashing yellow light, or amber warning lights. They mean "CAUTION the bus is preparing to stop to pick up or drop off passengers".

Back to school - school bus safety
With the new school year underway, many children across Canada are boarding school buses for the first time to get to their destinations. Here is some safety information from Transport Canada and its partners to help kids stay safe on and around school buses.
When catching the bus, kids should:
  • Get to the bus stop at least five minutes before the school bus arrives.
  • Never run after the school bus to try to catch it if you are late.
  • Stay on the sidewalk. If there is no sidewalk, walk on the left side of the street facing traffic.
  • Cross the street only at a corner. If there are no street corners, e.g., in a rural community, parents should show children the safest way to get to the bus stop.
  • When crossing the road, remember to look to the left, then to the right, and to the left once more before crossing. Never cross against a red light.
  • When the school bus is approaching the bus stop, take five steps back from the road.

Spearheaded by the North Carolina State Highway Patrol, Crime Control and Public Safety's new "SafeBus North Carolina" program seeks to change that. That's why we've created this web site to pass along some tips on school bus stop safety. Like the "SafeBus" logo says, it will take a team effort to make that happen. Parents, educators, children, and motorists everyone has to take an active part in making sure our kids stay safe in bus loading and unloading zones. Believe it or not, children are safer traveling in school buses than in any other type of motor vehicle. However, every year, school bus accidents happen because many drivers forget about some school bus safety basics.
