Listen up, U.S. Reps. Ney and Ralph Regula, state Sen.Greg DiDanato, and state Reps. Kerry Metzger and Jerry Krupinski. You may have read or heard something about the national initiative called "School to Work," a well-meaning idea that would, among other things, replace high school diploma with something called a "Certificate of Initial Mastery" which would be awarded to students who are deemed employable by age 16. Those who are not eligible would be turned over to something "youth centers" where the state would undertake the task of trying to make these educational misfits into something. Robots, maybe. Who knows. Anyway, from what I can gather, he "School to Work" initiative is pretty darn stupid. Count me among at least some of the people in this country who believe that traditional education is not broken, that there is no need for a national overhaul of education and that the main purpose of education ought to be something more than just job training. Anyway, this "School to Work" initiative is buried deep, or at least disguised, in legislation pending or to be pending in both Washington and Columbus. You might also want to know that Gov. George Voinovich is a proponent of such education reform (but apparently he is not in favor of funding the massive school renovations needed in this state).

What is School-to-Work?
On May 4, 1994 President Bill Clinton signed the School-to-Work Opportunities Act Of 1994. This provides seed money to States and local partnerships of business, labor, government, education, and community organizations to develop school-to-work systems. While this system Varies from State to State, each provides every American student with:
  • Relevant Education, allowing students to explore different careers and see what skills are required in their working environment; Skills, obtained from structured training and work-based learning experiences, including necessary skills of a particular Career as demonstrated in a working environment; Valued Credentials, established industry-standard benchmarks and developing education and training standard which ensure that proper education is received for each career.
School-to-Work Systems are programs that prepare students, through study and experience, for jobs and careers. Beginning in the early grade, students explore opportunities and define goals for their future. It establishes the infrastructure for a system that is based on existing models and efforts such as career academies, youth apprenticeship, Tech-Prep, vocational education and cooperative education. The School-to-Work Initiative will make the workplace an active learning environment.

Many efforts are underway, both nationally and in our region, to assure that students are prepared to make a successful transition into the world of work. Increasingly, the call is for integrated standards and assessment systems that address workplace readiness, applied learning, and service learning outcomes in addition to academic accomplishment. ASDS is currently engaged in School-to-Work (STW) initiatives at the national, state, and local levels, and has been designated a Technical Assistance "expert" by the national STW Office . A common purpose linking our work is to help ensure proposed STW reforms align and integrate with other school reform efforts, including curriculum integration, standards, and performance-based assessments. Working with educators, administrators, and industry representatives, ASDS staff works collaboratively to ensure that standards and assessment development and implementation efforts reflect the needs and desires of the key stakeholders. Grades K-6 (Career Awareness): Technology Education programs are providing career awareness activities to elementary students. The Great Technology Adventure is being used to integrate the Technology Education curriculum with math, science, English and other core subject areas at these grade levels. The Great Technology Adventure elementary program creates an early Technology Education pipeline so when students graduate into middle school, they will be prepared to expand on an existing foundation of knowledge. The early introduction to careers and technology will carry students into the workplace of tomorrow. Grades seven and eight (Career Exploration): The Oklahoma school-to-work system emphasizes career exploration activities in grades 7 and 8. Career exploration and sampling opportunities are vital at this stage as students begin thinking about possible career choices and the education they will need to prepare for them. The Technology Education program places an emphasis on students at this age level. Students are encouraged to complete a six year plan of study and maintain a career portfolio as they progress through the program.
