    Monday, February 28, 2005; Page A14 QATIF, Saudi Arabia As thousands of Iraqis braved the threat of attack to vote last month, more than a dozen men gathered in Mohammed Mahfoodh's spacious salon here. Lined with sofas and lit by a glass chandelier, the room is a frequent meeting place for the leaders of a Shiite Muslim community that for decades has been subjected to government neglect, religious persecution and job discrimination. Recalling the scene later, Mahfoodh said his neighborhood was noisy with celebration that evening as many people returned from the hajj, the pilgrimage to Mecca in the west. But the main event was on the television screen in his living room, which remained on most of the night.
    The minarets of a huge government-funded Sunni mosque loom over the old center of Qatif. A nearby Shiite mosque is a jumble of tin, wood and masonry.

    History and Government
    History: The Arabian Peninsula was occupied by the Abyssinians before the sixth century AD. Around AD 576 they were driven out of the southern regions by the Persians, who made it a province of their empire. The year AD 622, which has been adopted as the beginning of the Muslim era, was significant for the flight of the Prophet Muhammad from his home town of Mecca to nearby Medina, where he organised his followers before launching a successful campaign to recapture Mecca. Many Arab tribes joined Muhammad before his death in 632 and afterwards the Muslims continued their expansion across the Arabian peninsula and into Syria, Mesopotamia (Iraq), Persia and westwards into Egypt and North Africa. The towns of Mecca and Medina, both of which were thriving cultural and commercial centres before and after Muhammad, are the holiest cities of Islam and the Saudis take the responsibility for protecting their integrity with the utmost seriousness. Arabia was absorbed into the Turkish Ottoman Empire during the 16th century, after the capture of Mecca by the Turks in 1517, but subsequent local rulers were allowed a great deal of autonomy. Under Turkish supervision, successive Sherifs of Mecca governed the territory of Hijaz, which covered the western part of the peninsula including the Red Sea coast as far south as Yemen, until the onset of World War I.

    Saudi Arabia, Politics, 6/13/2005 The US Department of States reported this month that Saudi Arabia is a serious offender of trafficking in persons, making it a country that needs to act on this report, else it will face US sanctions. The report said:
    Saudi Arabia is a destination for men and women from South and East Asia and East Africa trafficked for the purpose of labor exploitation, and for children from Yemen, Afghanistan, and Africa trafficking for forced begging. Hundreds of thousands of low-skilled workers from India, Indonesia, the Philippines, Sri Lanka, Bangladesh, Ethiopia, Eritrea, Somalia, and Kenya migrate voluntarily to Saudi Arabia; some fall into conditions of involuntary servitude, suffering from physical and sexual abuse, non-payment or delayed payment of wages, the withholding of travel documents, restrictions on their freedom of movement and non-consensual contract alterations

    The Saudi Government has not improved its efforts to protect victims of trafficking but continues to operate three shelters for abused female expatriate workers in Riyadh, Jeddah, and Dammam. It also operates facilities for abandoned children, including trafficking victims, in Jeddah, Mecca, and Medina. However, the government does not provide shelter to adult male workers. There are no NGOs working with trafficking victims. The government mediates disputes and alleged abuses of foreign workers Ñ including complaints of a criminal nature Ñ and seeks to return victims to their home countries without adequately investigating and prosecuting crimes committed against them.
