With one-fourth of the world's proven oil reserves and some of the lowest production costs, Saudi Arabia is likely to remain the world's largest net oil exporter for the foreseeable future. During January-May 2005, Saudi Arabia supplied the United States with 1.5 million barrels per day of crude oil, or 15%, of U.S. crude oil imports during that period.
Information contained in this report is the best available as of August 2005. GENERAL BACKGROUND
With oil export revenues making up around 90-95 percent of total Saudi export earnings, 70-80 percent of state revenues, and around 40 percent of the country's gross domestic product (GDP), Saudi Arabia's economy remains, despite attempts at diversification, heavily dependent on oil (although investments in petrochemicals have increased the relative importance of the downstream petroleum sector in recent years). The combination of relatively high oil prices and exports led to a revenues windfall for Saudi Arabia during 2004 and early 2005. For 2004 as a whole, Saudi Arabia earned about $116 billion in net oil export revenues, up 35 percent from 2003 revenue levels. Saudi net oil export revenues are forecast to increase in 2005 and 2006, to $150 billion and $154 billion, respectively, mainly due to higher oil prices. Increased oil prices and revenues since the price collapse of 1998 have significantly improved Saudi Arabia's economic situation, with real GDP growth of 5.2 percent in 2004, and forecasts of 5.7 percent and 4.8 percent growth for 2005 and 2006, respectively.

Chapter 1 General Principles
Article 1

The Kingdom of Saudi Arabia is a sovereign Arab Islamic state with Islam as its religion; God's Book and the Sunnah of His Prophet, God's prayers and peace be upon him, are its constitution, Arabic is its language and Riyadh is its capital. Article 2
The state's public holidays are Id al-Fitr and Id al-Adha. Its calendar is the Hegira calendar. Article 3
The state's flag shall be as follows:
(a) It shall be green.
(b) Its width shall be equal to two-thirds of it's length.
(c) The words "There is but one God and Mohammed is His Prophet" shall be inscribed in the center with a drawn sword under it. The statute shall define the rules pertaining to it. Article 4
The state's emblem shall consist of two crossed swords with a palm tree in the upper space between them. The statute shall define the state's anthem and its medals. Chapter 2 [Monarchy]
Article 5

(a) The system of government in the Kingdom of Saudi Arabia is that of a monarchy (b) Rule passes to the sons of the founding King, Abd al-Aziz Bin Abd al-Rahman al-Faysal Al Sa'ud, and to their children's children. Constitutional reforms - after having been promised since the era of King Feisal - were implemented by King Fahd in 1992. The resulting Constitutional Government is radically different from Western style social order. Article of the Basic Law of Government stipulates that "God's Book and the Sunnah" are the substantive constitution of Saudi Arabia, being only amended (not changed) by reforms of state organization. Saudi Arabian monarchy is religion bound . Furthermore, the new Consultative Council (Shura Council, Majlis al-Shura) is subject to nomination and re-nomation by the king, not to election by the people. Speeches in the 11,000 mosques are pre-censored by administrative officials, women are not allowed to acquire driving licenses. In 1995, more than 150 delinquents were put to death by being publicly beheaded with a sword; thiefs are punished by cutting off their hand. Islamists openly challenge the Saud dynasty with its 6000 Princes for decadent and corrupt lifestyle. The King submits two of the five secret services directly to his command. Possible successors of the very sick monarch are the Princes Naif Sultan , and Bandar . An option for a non-dynastic government could be Ahmed Saki el-Jamani , a former oil minister now businessman in London.

    Saudi Arabia Government and Politics ABD AL AZIZ IBN ABD AR RAHMAN AL SAUD, who had begun conquering territory in the Arabian Peninsula in 1902, proclaimed the Kingdom of Saudi Arabia in 1932. It was then, and remained sixty years later, the only nation to have been named after its ruling family. Fahd ibn Abd al Aziz Al Saud, who in 1992 had been ruling for ten years, was the fourth son of Abd al Aziz to become king since his father's death in 1953. Although the Al Saud kings ruled as absolute monarchs, their power was tempered by Islamic law (sharia) and by the custom of reaching consensus on political issues among the scores of direct adult male descendants of Abd al Aziz. Islam was a pervasive social and political force in Saudi Arabia. Because there was no separation of religion and state, the political role of religious scholars, or ulama, was second in importance to that of the ruling Al Saud family.     In January 1994 the Chairman of the PLO, Yasser Arafat, visited Saudi Arabia (Riyadh) the Middle East peace settlement with King Fahd. This meeting represented a significant rapprochement between Saudi Arabia and the PLO in the wake of the 1990-91 Gulf crisis.
    In January 1995 King Fahd held a meeting in Mecca with Yasser Arafat, and in April Saudi Arabia became the first Arab country to recognize passports issued by the Palestine National Authority (PNA).

    The normalization of relations between the two countries began in November with the appointment of a Saudi ambassador to Jordan. Relations were consolidated in February and August 1996, when King Hussein of Jordan met Crown Prince Abdullah in Saudi Arabia.
    In June President Saleh of Yemen visited the kingdom, accompanied by a high-level delegation. This was the first official Yemeni visit since February 1990. Meetings of the joint committees continued into 1996, and in July the two countries signed a border security agreement.

    Saudi Arabia Table of Contents ABD AL AZIZ IBN ABD AR RAHMAN AL SAUD, who had begun conquering territory in the Arabian Peninsula in 1902, proclaimed the Kingdom of Saudi Arabia in 1932. It was then, and remained sixty years later, the only nation to have been named after its ruling family. Fahd ibn Abd al Aziz Al Saud, who in 1992 had been ruling for ten years, was the fourth son of Abd al Aziz to become king since his father's death in 1953. Although the Al Saud kings ruled as absolute monarchs, their power was tempered by Islamic law (sharia) and by the custom of reaching consensus on political issues among the scores of direct adult male descendants of Abd al Aziz. Islam was a pervasive social and political force in Saudi Arabia. Because there was no separation of religion and state, the political role of religious scholars, or ulama, was second in importance to that of the ruling Al Saud family.
