    Internet clampdown in Mecca The authorities in Mecca, in western Saudi Arabia, have shut down a women-only internet cafe for reasons of public morality. The cafe, near Mecca University, was closed last week after a complaint was filed in court alleging that the cafe had been used for "immoral purposes", according to the English-language Arab News. "What was uncovered was against both our religion and our traditions," said Brigadier Yousuf Matter of the civil police. He gave no details as to what offence had actually been committed. Internet use in Saudi Arabia has boomed in recent years, and internet cafes have become a popular place for young people to meet.

    Reviewed by Daniel Pipes Actually, this isn't so much a review as a complaint. What has all the trappings of a new book on Saudi Arabia in the aftermath of the Kuwait War turns out to be-read the preface carefully-a reprint of Abir's 1988 study published by Westview Press, Saudi Arabia in the Oil Era: Regime and Elites; Conflict and Collaboration (reviewed in less than glowing terms in ORBIS, Summer 1988). Admittedly, Abir has tacked on a final section dealing with the events of 1990-92, but it's the same book sold in a new cover, and that strikes this reviewer as wrong. It's also a growing practice. Only the sharp-eyed will notice that Charles Warren Hostler's The Turks of Central Asia (Westport, Conn.: Praeger, 1993) is an updated edition of that old and valuable friend, Turkism and the Soviets (London: George Allen and Unwin, 1957). Again, the new volume has all the trappings of a new study but it is not; worse, developments of the past thirty-six years appear in the book only haphazardly and inconsistently. William R. Polk's United States and the Arab World has done even better than these volumes, having by now gone through three titles. The original name held for the first editions of 1965, 1969, and 1975. The fourth edition came out as The Arab World in 1980 and the fifth appeared as The Arab World Today in 1991. What's going on here? Let's go back to the old formula of keeping the original title and adding "revised edition": that way, no one feels he's out $59.50 for a book already on the shelf.

    In 1990 the kingdom joined the coalition that opposed Iraq's forcible annexation of Kuwait, and the forces of the coalition were largely based in N Saudi Arabia. In 1992 King Fahd decreed a new constitution; among its features were an appointed national council (est. 1993) with the right to review, but not overrule, government acts. However, the royal family's power was basically undiminished. In the late 1990s, Crown Prince Abdullah, the king's half-brother and heir to the throne, effectively became the country's ruler due to King Fahd's poor health. Under the crown prince, the country has been more openly frustrated with and critical of U.S. support for Israel. A treaty with Yemen that ended border disputes dating to the 1930s was signed in 2000, and early the next year both nations withdrew their troops from the border area in compliance with the pact. The Saudi government restricted the use of American bases in the country during the U.S.-led invasions of Afghanistan (2001) and Iraq (2003), and by Sept., 2003, all U.S. combat forces were withdrawn from the country. Also in 2003, the king issued a decree giving the Shura the authority to propose new laws without first seeking his permission. The move was perhaps prompted in part by rare protests in favor of government reform; the kingdom also was shaken by violent incidents, including a massive car bomb attack against a residential compound in Riyadh, involving Islamic militants. Such terror attacks continued into 2004.
