Saskatchewan government workers ratify agreement Regina - A new three-year collective agreement affecting approximately 10,000 provincial government employees has been ratified by members of the Saskatchewan Government and General Employees’ Union (SGEU/NUPGE).
"Our negotiating committee worked long and hard to reach a deal that would improve the working conditions ... in the public service/government employment bargaining unit," says SGEU President Doug Blanc. "I’m pleased to say we have a new collective agreement that we can be proud of."
The settlement includes wage and benefit improvements equal to approximately 9% over three years, as well as a resolution of other outstanding concerns.
"We’re pleased our members have voted to accept this package. We’ve achieved significant gains in key areas," adds Bob Bymoen, chair of SGEU’s public service bargaining committee.
"We’ve negotiated a new maternity leave benefit that is an important milestone for women workers and their families."
New mothers will be eligible for a top-up of Employment Insurance benefits to 95% of regular salary for 17 weeks including the initial two week waiting period, effective October 1, 2002.

Community-based agencies need more funding

Regina - Labour unions are joining forces to put heat on the Saskatchewan government to make good on a pledge to increase funding for community-based agencies.
A "past due" notice will be delivered to Saskatchewan legislature members this week by employees who work in group homes, vocational training centres and youth and child-care centres.
"At this time of year, government departments are involved in budget preparations,'' says Gail Tiefenbach, who works at Help Homes in Regina. "We are delivering these past due notices to ensure they remember us in this year's budget,'' she told the Regina Leader Post
The workers are members of the Saskatchewan Government and General Employees Union (SGEU/NUPGE), the Service Employees International Union (SEIU) and the Canadian Union of Public Employees (CUPE).
They have been lobbying for improved government funding and pay equity with their counterparts who work for government agencies and departments.
A 1998 wage comparison with the Saskatchewan public service found workers in community-based organizations earn about $8 less an hour than government employees doing work of equal value. The workers say the government must provide at least another $40 million to their agencies to close the wage gap.

Provincial web site On October 11, 2000, an agreement for the implementation of the Infrastructure Canada Program (ICP) in Saskatchewan was signed between the governments of Canada and Saskatchewan. The agreement was announced in a joint news release issued in Regina, where the formal signing took place. In addition to the information about the ICP common to all provinces and territories provided on the About the ICP section, there are some aspects of the Canada-Saskatchewan Infrastructure Program that are unique:
Program Details Funding The ICP allocation to Saskatchewan is $56.711 million. With contributions from our provincial and municipal partners, the total infrastructure investment in Saskatchewan will be $170.133 million. ICP funds were allocated according to a formula that gives equal weight to population and unemployment, a formula the Government of Canada believes takes into account the economic status and investment needs of all regions. On average, the federal government contributes one-third of the cost of municipal infrastructure projects. The provincial and municipal governments contribute the remaining funds, and in some instances, there may be private sector investment as well.

Saskatchewan Government Says It's Not Sorry for Malicious Prosecution By Brian Carnell Tuesday, January 27, 2004 A judge recently ruled that a family accused of ritual abuse had been the victim of "malicious prosecution" but that hasn't stopped representatives of the Saskatchewan government from saying it did nothing wrong and has nothing to apologize for. The case against 12 members of the Klassen family began in 1987 when three foster children a boy and his twin sisters made accusations of incredibly bizarre ritual sexual abuse against their foster parents which soon led to allegations against twelve family members. The children's accusations were filled with bizarre ritual abuse, including claims that they were forced to eat eye balls, drink blood, participate in orgies, and watch while infants were skinned alive. Police in Saskatoon called it the "scandal of the century" but few charges were actually lodged against anyone and by 1993 all charges in the cases were stayed. The children later came forward to repudiate the stories. The boy had been removed shortly before making the allegations after he had been found abusing his sisters. He maintained he made up the stories in order to be reunited with his sisters whom he then convinced to go along with the fiction. On December 30 a judge ruled that Crown Prosecutor Matthew Miazga, Saskatoon Police Superintendent Brian Dueck, and child therapist Carol Bunko-Ruys were guilty of malicious prosecution. Shortly afterward, Saskatoon police chief Russell Sabo publicly apologized to the Klassen's and promised an investigation into what went wrong in the investigation of the case.

Evans I just read an interesting commentary by Paul Martin (the Saskatchewan Paul Martin) from the December 2003/January 2004 edition of Saskatchewan Business Report. Saskatchewan Check-Up In the study ICAS found that from 1993 to 2002 Saskatchewan corporate profits rose by an impressive 154 per cent (compared to 155 percent for Alberta). During the same period taxpayer supported debt declined and labor productivity gains outpaced labor compensation increases. All are positive indicators that confirm Saskatchewan really is a good place for business and investment. Quite frankly, I doubt that big money gives a lot of thought to this province when it comes to investment. If you want to know why, just put yourself in their shoes. How would you view the potential of a region where the government owns all or part of about eighty crown corporations (or whatever you choose to call them) and, in one way or another, has its tentacles in many more privately-held businesses? Would you risk investing your money in a province where the government faces dozens of law suits from investors who have lost millions of dollars? And what would you think about a government that has the Regina Manifesto posted on its website?

The Saskatchewan Government is adding its voice to the growing chorus of opposition to genetically modified (GM) wheat, breaking its silence on the highly controversial issue. Officials from Saskatchewan Agriculture, Food and Rural Revitalization plan to send a letter soon to Ottawa to outline their concerns. The provincial government is a strong supporter of agricultural biotechnology, but officials worry about the potentially devastating impact GM wheat could have on the Prairie farm economy. Canadian wheat exports total nearly $3 billion per year. The federal government is considering letting agribusiness giant Monsanto sell its GM wheat to Canadian farmers. In an interview with the Saskatchewan News Network, Jim Stalwick of Saskatchewan Agriculture, Food and Rural Revitalization said there are "a number of pressures building" around the GM-wheat issue, and the government feels compelled to speak out. "The (Saskatchewan) government has a view that it should not be approved until the market concerns are addressed and the agronomic environmental concerns as well," said Stalwick, manager of the department's strategic planning unit.
