Saskatchewan Rewards Safe Drivers
Saskatchewan motorists are being rewarded for safe driving habits. Starting July 1, 2002, Saskatchewan Government Insurance (SGI) is rewarding safe drivers with a discount on their vehicle insurance, while ensuring drivers who display risky behavior pay their share of fines. Under the Safe Driver Recognition program, two out of three Saskatchewan vehicle owners (about 350,000 people) will receive a discount on their vehicle insurance. Initially all Saskatchewan motorists will be placed on the Safety Rating Scale based on their driving record since 1995. Safe drivers with a positive rating will get a break on their vehicle insurance - to a maximum of seven percent. SGI's records show 55% of eligible Saskatchewan vehicle owners will receive a discount of five percent or more on their plate insurance. Drivers who start the program with a negative safety rating will not be eligible to receive a discount, but they will also not be charged any new fines for incidents that occurred before the program launch. Drivers will begin to pay new fines once the program is in place. This will help offset the cost of discounts for safe drivers. Certain incidents will cost drivers points on the Safety Rating Scale. These include: at-fault accidents, specified traffic convictions and traffic-related Criminal Code convictions such as impaired driving.

Saskatchewan government report lauds Prairie Center's role as community link SASKATOON - The government of Saskatchewan on November 14 released "A Progress Report on University Revitalization." This document is an interim report card on the government's attempt to revitalize the province's universities with an eye to the current and future needs of the province. The report is a summary that is based on a comprehensive review of the universities' achievements with respect to public priorities. Under the heading "Meeting the Learning Needs of Society" the report lauds the initiative of St. Thomas More College through the creation of the Prairie Center for the Study of Ukrainian Heritage (PCUH) "as a link between this province's Ukrainian community and academia by focusing on academic research, document collection and oral history." This important affirmation of the work of the PCUH by the provincial government demonstrates that, although only three years old, the Prairie Heritage Center has already made its mark on higher education in Saskatchewan. Among its current programs is the annual Mohyla Lecture series and, commencing in the fall of 2001, the publication of those annual talks. Important upcoming projects of the center are the publication with Novalis Press of "Windows to the East: A Dialogue of Charity," and in the spring of 2002 an exhibition and symposium on the work of Saskatchewan artist Dmytro Stryjek in association with the MacKenzie Art Gallery (Regina) and the Kenderdine Art Gallery (University of Saskatchewan).

    Summary Recent documents from Canada provide clear-cut evidence that Weyerhaeuser has grossly violated the legal, social and ecological commitments that allow them to log on public lands in the province of Saskatchewan. In the Pasquia-Porcupine forest area, Weyerhaeuser’s own documents show that the company has exceeded its legal 20-year all-season road building allowance by 70% in just 5 years. Now the company is requesting an increase of 250km in road-building that would more than triple the impacts of road construction. Meanwhile, in Saskatchewan’s Prince Albert forest area, Weyerhaeuser has chronically ignored concerns of a community board representing area residents. In spite of this illegal and destructive behavior, the Canadian Standards Association (CSA) still certifies Weyerhaeuser’s operations as “sustainable forestry”. Local citizens are outraged, [ ] and the Saskatchewan Environmental Society has retained Sierra Legal Defence Fund to appeal Weyerhaeuser’s certification. On 7 November the New Democratic Party (NDP) of Saskatchewan, Canada, in power for barely one year, changed its nine year policy of no new uranium mines and a phase out of existing mines as new jobs become available. The new policy supports new uranium development only after approval is given by the environmental review panel currently looking at five new projects, including a total of nine new mines. (384.3754) WISE Amsterdam - Despite intense lobbying and pressure from the international uranium industry, the pro-nuclear forces within the party only won by 109 votes (55% to 45%). Delegates to the convention were also able to force a secret ballot, something pronuclear party officials and convention organizers had been blocking for months. The uranium debate has sharply divided the NDP for 20 years, and it is clear the situation remains. Anti-nuclear activists within the party lobbied for an open and equal process at the convention with each side putting forward one resolution for debate, followed by a secret ballot. They were denied and amendments put forward to change the pro-nuclear resolution were ruled out of order. Before voting began, delegates from both sides of the issue spoke with great emotion, and after 30 minutes the vote was called. The count was too close to use the traditional method of voting by a show of hands, or a body count. Delegates started chanting and stamping their feet on the floor, demanding a secret ballot. The chair, acknowledging there was a "revolution" on the floor, allowed it. After the count, the pro-nuclear forces won, but by a slim majority. Although party policy has been changed, it is clear they still have a huge fight on their hands from within their own ranks.

The two environmental review panels for proposed uranium mines in Saskatchewan, Canada (see WISE News Communique , Key information on the Saskatchewan Uranium Review Panels) are moving along. Members of both panels have stated that the submissions from outside the country are welcome. Contact the Panel Secretariat at the address below for documents (sent out free of charge). Note that they will accept collect phone calls. (386.3784) WISE-Stockholm - The Rabbit Lake Uranium Mine Environmental Assessment Panel (run by the federal government only) announced on 20 November 1992 that the environmental impact assessment (EIS) submitted by Cameco Corporation for three proposed uranium mines at Rabbit Lake, Saskatchewan (Collins Bay A- and D-zones and Eagle Point) was not adequate and Cameco has been required to provide more information "in a number of critical areas". Once the additional information has been submitted there will be a public review period of at least 30 day before a decision is taken on whether to proceed to the public hearings. According to the Panel Secretariat, Cameco expects to complete its report of additional information in late February, and thus the public hearings would be in late April 1993 at the earliest. Also on 20 November 1992 the Panel released two documents: the 400-page "Compilation of Submissions" on Cameco's EIS and the 20 page "Request for Additional Information" on the EIS. The latter document lists 29 deficiencies and makes specific information requests for each. The deficiencies cover a wide range of environmental and socio-economic aspects of the proposed mines. The compilation includes all written submissions received by the Panel on the EIS. There are a total of 18 submissions: five from federal government agencies, three from pro-mining associations, seven from anti-mining individuals and organizations, and three from Panel-appointed experts.

Passive Registry
The Passive Registry enables an individual to express a willingness to exchange information with your birth parent/adoptee and is free of charge. If there is a match, the adoptee or adoptive parent must pay a $35 registration fee and a $90 contact by mutual request fee. Passive Register for Birth Relatives: If you are a birth parent or other family member, you may request that your name be placed in an adoptee's file in the event that an adoptee requests a search or contact in the future. Other birth family members, such as siblings or grandparents, may request contact, but contact is normally cleared first with the birth mother. When an adoptee requests contact and the request is mutual, the registry will move as quickly as possible to facilitate a meeting, averaging within two months of the date of registration.

INTRODUCTION Saskatchewan Government Growth Fund Management Corporation (SGGFMC) was established in 1989 to participate in the federal government's Immigrant Investor Program (IIP). Its purpose is to create and manage investment funds accepted as government administered venture capital funds under this program. SGGFMC has created eight Saskatchewan Government Growth Fund companies (the Fund Companies) which have raised more than $282 million of immigrant investor capital since 1989, making it one of the largest pools of managed immigrant investor funds in Canada. The federal government’s IIP under which the Fund Companies operate ended on March 31, 1999. The eight Fund Companies created under the program are at different stages of maturity. Certain funds still have money available for investment in eligible businesses, as defined by the IIP. The monies must remain invested for at least five years as one of the criteria for the investor to satisfy the requirements under the IIP to obtain a Canadian resident visa. Since October 2000, management of the Fund Companies has been contracted to Crown Capital Partners Inc., a national investment management company. However, SGGFMC continues to focus its attention on completing its mandate to manage the eight funds for the benefit of the Saskatchewan economy while providing a return of capital and nominal investment income to the immigrant investors.
