Sanctuaries Open Their Barn Doors for Farm Animals Awareness Week
Wayne Geiger/Lighthouse Farm Sanctuary Bart, the miniature donkey, knew his duties for the day: He was supposed to allow guests to walk him around the farm grounds or just sit still as they posed with him for a picture. Bart, however, had other plans. The donkey decided he would lead the charge. Guests found themselves desperately hanging on to Bart's lead rope as he pranced around the grounds, as if he were the designated spokesanimal for this September 21, 2002 open house at the Lighthouse Farm Sanctuary in Sheridan, Oregon, about 20 miles west of Salem. But that's what happens when you actually allow a farm animal to express himself: You discover he actually has a mind of his own. And a personality. And lots of other surprising traits. Bart lives with nearly 80 farm animals, including cattle, burros, llamas, sheep, pigs, geese, ducks, goats and chickens. They all live but through the grace of the Lighthouse, which was established when the animals' previous home, at another area sanctuary, was on the verge of collapse. Land was donated to the Lighthouse, and the animals had themselves a new home.

HB 258 Bans Leghold Traps in Howard County
API Position SUPPORT Bill Description : Under existing law, the use of leghold traps is banned in 4 counties. This bill would expand that ban to also include Howard County. The law would continue to allow farmers to use these traps on their own land, and the state could utilize these devices for wildlife control. Action : Please contact your state Representative and urge him or her to support HB 258. Tell your Representative that leghold traps are cruel, arbitrary, and antiquated. These devices cause immense suffering as the animals they capture may die of dehydration, starvation, or predation from other animals if the trapper fails to check the device soon after the animal stumbles into it. In addition, these devices are not species-selective. They are an indiscriminate killing method that sometimes catches and kills non-target animals. These cruel devices should be banned. Update : Unfortunately, this bill did not complete the legislative process prior the adjournment of the Legislature. Hopefully, it will be re-introduced next year.

Sanctuary is defined, in part, as a place of safety and care for creatures whose only alternative would be an unsuitable setting, suffering, or death. When sanctuary is offered to humans, it often carries religious overtones. Think, for example, of the gathering place for worship within sacred architecture or of the protection provided refugees or people persecuted.
Sanctuary, in short, represents safekeeping under the auspices of transcendent or ethical values. As such it embodies both instrumental good (protection of the threatened) and intrinsic good (something good in itself and an expression of human goodness).
A Uniquely Powerful Niche
Intervention provides shelter and care to homeless companion animals, along with adoption and spay/neuter programs, and sanctuary for wild, exotic, and farmed animals (the last of which may also be adopted).
Education speaks compellingly to the public about the moral dignity and intrinsic value of all life, about the attitudes and practices that violate this value, about the needs and rights of nonhuman creatures.
Advocacy goes to court, joins task forces, walks the hallways of courthouses and state capitals, conducts campaigns to protect particular animals and in the process change perceptions.

A True Sanctuary
A sanctuary is a nonprofit organization described in Section 170(b)(1)(A)(vi) of the Internal Revenue Code 1986, and its subsequent amendments, that operates a place of refuge where abused, neglected, unwanted, impounded, abandoned, orphaned, or displaced exotic animals are provided care for their lifetime or released back to their natural habitat. Before donating money, it is important to do a little investigating into the organization, keeping in mind the qualities of a true sanctuary:
Dispelling the Myth
The U.S. Department of Agriculture administers the AWA through its Animal and Plant Health Inspection Service (APHIS). Licensed exhibitors are subject to routine unannounced inspections, re-inspection due to previous violation(s), and complaint inspections. Although the AWA requires that inspections be conducted annually, not all facilities are reviewed that frequently. APHIS employs approximately 100 field inspectors to perform compliance inspections at approximately 12,000 facilities per year (a figure that includes more than 2,600 licensed exhibitors). Inspectors note many deficiencies at these facilities each year, but less than one percent are charged for violations, and an even smaller number have their license suspended or revoked. Quite simply, the AWA does not go far enough in providing proper protection from abuse and neglect, and for public health and safety.
