ATV SAFETY - A tragic accident occurred in a rural Georgia community in September, 2003 that resulted in the loss of five children. A collision between an ATV and an automobile caused the death of the children and serious injury to the sixth child and the driver of the automobile. It left a big hole in the community and in the lives of all who knew and loved them. It will be a deep loss and pain for the survivors of the accident.
ATV related accidents run the gamut from collisions with vehicles to collisions with trees and ditches. Many
From 1995 to 1999, the estimated number of ATV-related emergencies for U.S. youth under age 16 grew annually from 19,300 to 28,700, a 33% increase. From 1982-1999, 1,310 U.S. youth under age 16 died while riding an ATV. Youth under 16 represented 35% of all ATV-related deaths. ATV operators under 16 are nearly four times more likely than ATV operators over 16 to experience an injury requiring emergency room treatment.
An ATV can be hazardous to operate, but with proper instruction and safety measures, it can be an enjoyable form of outdoor recreation and a useful tool on the farm. ATVs handle differently from other modes of transportation, such as cars and motorcycles. Here are a few of the basics from the ATV Safety Institute. These are rules for both adults and children.

http://www.peifa.ca/farmsafety/kids/playsafe.html
Developing A Farm Play Safe Program Agriculture is one of the most unique industries because it combines the home environment and the work environment. It also makes the farm one of the most dangerous environments for children. Without a conscious separation by parents and farm managers of the twofold environment of the farm, children can be exposed to tremendous risks. Careful planning and guidance from adults is needed in order to reduce the risks to children living on farms. There is a familiarity which we all have for "hometurf" which sometimes breeds contempt for proper due care and attention when it comes to safety. This is borne out in accident statistics that show the majority of car accidents occur within 10 Km of home. When one combines "hometurf" security with the farm home as a production centre where children are closely tie to the operation both in proximity as well as in work chores, the farm can be a dangerous place for young children. Fatal injuries to children generally are related to their entrance into an area where the operator is not expecting younger children. Many children are also injured while working. Injury scenarios can include tractor rollovers, falls from equipment or ladders, and entanglement in power take-off shafts and other machine components such as augers. The best method in protecting farm children is for parents to provide leadership in the development of a farm play safe program with children. It is important that the children participate in the development of this safety program so that they can feel part of the program and not come to see it as more rules imposed by MOM and DAD. Obviously the degree of participation will have to be age appropriate.

Paradise Lost: OHS on the Farm Published in AUSTRALIAN SAFETY NEWS May 1999 Farms may seem idyllic settings but they are often the site of some of OHS's most serious failings. In the second of our reader articles, Kevin Jones reports on the state of farm safety. Metropolitan residents take food production for granted. As we drive through the countryside, we rarely see people working in the fields. Unless we see the harvesters, the mustering, the feeding, the irrigation and the spraying, the countryside is little more than a beautiful view. This beautiful view masks the fact that most of the countryside can also be considered a workplace. It is also the most dangerous of all workplaces. Farms are unique workplaces. Few people live in their workplaces (although it may feel like we all do sometimes). Few include their children in job tasks. Few repair and maintain their workplaces. Weddings, parties, holidays are all conducted in farm workplaces. We enjoy tractor rides, bush-bashing on old bombs, riding the paddocks on ag-bikes without wearing helmets, our first horse-ride, sitting in the shearing shed and jumping off haystacks. The potential for serious injury on farms is significant and yet, it rarely outweighs the enjoyment we receive from visiting farms or living in the countryside.

Farm self-assessment software
HSE has developed this free interactive software to help farmers carry out a comprehensive health and safety assessment of their farms and to raise the levels of health and safety awareness in the industry. It is aimed at all farmers (regardless of whether you employ anyone) and farm managers who are responsible for health and safety. Features of the self-assessment software include:
  • a downloadable application which can be installed on your computer and completed off-line at your leisure; a configuration screen that tailors the questions to those which are relevant to your farm; a series of questions on key health and safety topics; a benchmark for each question of the minimum standards which you should be reaching to comply with legal requirements and the reasoning behind it; the ability to order relevant free HSE guidance;

Mechanical, chemical and environmental hazards may increase the risk of accident for agricultural workers. Most farm and ranch accidents are preventable. Over 700 farmers and ranchers die in work-related accidents yearly.
Many of these injuries occur when farm tractors roll over on the operator and its passengers. Another 120,000 agricultural workers suffer disabling injuries from work-related accidents. Farm and ranch women are among those at risk in work- related accidents
Their involvement with livestock and farm equipment puts them at greater risk to work injuries. Power Take-Offs (PTOs) and the moving parts associated with some farm equipment may entangle loose clothing or catch long hair.

AGRICULTURE REPORT - Farm Safety
By George Grow This is the VOA Special English AGRICULTURE REPORT. A new report says agriculture is the second most dangerous industry in the United States. The report says more than seven-hundred American farm workers died while working last year. One-hundred-fifty-thousand others suffered injuries that prevented them from farming. The National Safety Council released the findings. Recently, President Clinton declared National Farm Safety and Health Week. The declaration says safety and health experts are working with many different groups in American farm communities. It says farm safety programs are reducing the dangers that threaten young people. It notes training programs have reduced the level of preventable diseases, injuries and deaths in farm areas. American agriculture officials say farmers have a high risk of suffering a serious injury sometime during their lives. Officials say high rates of injury, disease and disability increase the demand for farm safety programs. American farm workers who are unable to work because of injury lose up to four-million dollars each year. Agriculture officials say there are several ways to improve safety. These include using safety devices on farm equipment. Wearing personal protective equipment, such as hard hats and safety shoes. And, carrying out safety inspections around the farm.
