In 1890 it became part of German East Africa and later (1919) part of the Belgian League of Nations mandate of Ruanda-Urundi. Rwanda achieved independence from Belgium in 1962. In 1990 the country was invaded by the Rwandan Patriotic Front, a group largely composed of exiled Tutsis, which signed a peace agreement with the government in 1992.     Rwanda is a small, land-locked country, resource poor, sub-Saharan African country situated immediately south of the Equator, bordering on Zaire, Uganda, Tanzania, and Burundi. Ecologically, Rwanda is divided into twelve agro-ecological zones, with respect to farming practices and climatic characteristics. Often called "the Land of a Thousand Hills," a majority of Rwanda's population lives and farms at elevations between 1300 and 2300 meters above sea level. Rwanda is dominated by mountain ranges and highland plateaus of the great watershed between the Nile and the Zaire river basins. Intensive culture is especially prevalent where farms have been subdivided several times as they pass from one generation to anther. In many cases, the inherited farm lots are too small to support a family, averaging less than 1.2 ha. Subsequently, farmers attempt to compensate by growing more than one crop on the same land in very short cycles, often without adding natural fertilizers to enrich the soil. This fragmentation of family holdings through generational transfers has led to a severe decline in agricultural production, resulting in malnutrition and soil exhaustion.

    Rwanda entered into a process of reconciliation after the 1994 genocide, when in the space of about 100 days, nearly 1 million Rwandans were massacred by their fellow citizens. Over the past 11 years, Rwandans have put considerable effort into rebuilding their country and carrying through with a national peace and reconciliation process. However, the wounds inflicted by the genocide are far from healed and continue to influence the majority of socio-political discussions and decisions in Rwanda. Background The shooting down of the presidential plane carrying presidents Habyarimana of Rwanda and Ntaryamira of Burundi on April 6, 1994 triggered the Rwandan genocide. The day after the crash, a systematic massacre of over 800,000 moderate Tutsis and Hutus by the Rwandan Armed Forces (FAR) and Interahamwe militiamen began. UNAMIR was powerless to take effective action, especially once the UN decided to reduce its deployment to 270 men at the height of the killings. The genocide resulted in an exodus of 2 million refugees, mainly to the Democratic Republic of the Congo (DRC, formerly Zaire) and Tanzania. The civil war and genocide ended on July 7, 1994, when the FPR seized power and the perpetrators of the genocide and Hutu refugees fled to DRC.     Environmental Scarcity and Violent Conflict: The Case of Rwanda by Valerie Percival and Thomas Homer-Dixon Part 2
    FOUR HYPOTHESES LINKING
    ENVIRONMENTAL SCARCITY AND CONFLICT
    The preceding account has shown that environmental scarcity was correlated with conflict in Rwanda. But to establish environmental scarcity's causal role, it is not enough to demonstrate that high levels of environmental scarcity were accompanied by conflict. To avoid spurious claims about causation, we must analyze all factors contributing to the Rwandan conflict and the interaction of environmental scarcity with these factors. We propose four hypotheses specifying possible links between environmental scarcity and violent conflict in Rwanda. The first focuses on high levels of grievance caused by high population growth and decreased food production; this grievance caused increased levels of frustration, aggression, and conflict. The second highlights how state institutions were weakened and how the state became increasingly unable to manage the transition from authoritarian rule. According to this hypothesis, the 1989 famine, continuing food shortages, and population pressures were partly responsible for this weakening of the Rwandan state. The third emphasizes the development and manipulation of ethnic identity by elite groups in order to maintain popular support for the regime within the Hutu community. The fourth hypothesis synthesizes the first three by identifying elite insecurity as the central variable. The insecurity of Hutu elites increased because of internal and external pressures for democratization and the concessions of the Arusha Accords, both of which occurred in the context of falling coffee prices, structural adjustment, the civil war, and environmental scarcity. The Arusha Accords weakened key segments of the Habyarimana regime; these groups then tried to retain control of the state by harnessing popular support and frustration after the death of Habyarimana. Each hypothesis is discussed in detail below.

    April 6, 2004 At the airport the cab drivers never hustled me for my business. On the road into Kigali, the capital, there never seemed to be any traffic. I rarely heard music playing. The place always seemed eerily quiet, reserved, almost lethargic. How could this be the country where 800,000 Tutsis and moderate Hutus were killed during a hundred-day spasm of ethnic slaughter ten years ago? The genocide was ignited by the death of Rwandan president Juvenal Habyarimana, a Hutu, when his plane was shot down above the Kigali airport on April 6, 1994. Soon, the streets filled with murderous Hutu militia known as the Interahamwe, or "those who work together." Spurred on by furious calls for blood by extremist politicians and a popular radio station, the militiamen first killed the Tutsi business and political elite before turning to ordinary Tutsi citizens.
