Number 92 October 22, 2001 Evidence for the onset of quark effects Evidence for the onset of quark effects in a nuclear reaction has been observed for the first time at DOE's Jefferson Lab . Just as urbanologists strive to locate where a city truly ends and its suburbs begin, physicists wish to find the boundary at which nucleon-based descriptions give way to quark-based ones. JLab researchers have studied the behavior of the deuteron, the simplest nucleus, one proton and one neutron. The experiment fired an electron beam at a copper target, creating high-energy photons that impinged upon a deuterium target, and broke the deuterons into their constituent protons and neutrons. The results were surprising since they disagreed with many current theoretical expectations for the onset of quark-counting-rule behavior. [Linda Ware, 757/269-7689

Full Text of CRDF President Dr. Gerson Sher's Speech on U.S.-Russian Scientific Cooperation
Washington, DC, April 29, 2003 - at World Russia Forum Good morning, and thank you for the opportunity to speak before the World Russia Forum about science and technology cooperation between the United States and Russia. More recently, under the guidance of President Putin, a welcome stability has returned to government-driven science funding, also providing encouragement that perhaps the worst is over. My second thought, not surprisingly, is that there is much more to do, much that it is not transitory in nature, and much that will remain in the compelling national interest of our country. I am not speaking only of the special challenge that continues to be presented by those Russian scientists who worked in special closed cities on weapons of mass destruction, and who, despite the efforts of the past ten years, still live and work in those cities. There is no doubt that strong international efforts to address these issues must continue.

CRDF to Help Russian Science Universities Commercialize Research Results
  • Nizhniy Novgorod University St. Petersburg State University Tomsk State University Ural State University/Ural State Technical University (joint award)
The TTOs will perform technology audits of research conducted at CRDF-funded Research and Education Centers and their host universities; assess market need for and market worthiness of technologies; boost patent filing; explore commercialization and licensing opportunities; and market patented technologies to Russian and international companies. The CRDF will train TTO staff and bring key personnel to the United States to attend conferences, seminars and meetings on technology transfer. The CRDF will provide $300,000 in direct funding to complete the establishment of the TTOs by 2005. The CRDF plans additional support for training programs for TTO staff and seminars on technology commercialization. The Russian Ministry of Education will contribute $150,000 to the overall effort. BRHE seeks to transform natural science education in Russia by integrating high-quality research with education in a university setting. The program establishes Research and Education Centers in Russian universities to give faculty and students an opportunity to take part in world-class research as a part of undergraduate and graduate education. The program currently supports 16 centers, 12 of which participated in the TTO competition.

Ladies and gentlemen,
It is a great honor to be here at the international scientists conference and to speak before such distinguished gatherings. I would like to extend my sincere appreciation to Mr. Evgeny Pavlovich Velikhov, president of the Russian Research Center Kurchatov for giving me an opportunity to speak here today. I would like to give you my basic point of view regarding science and technology for the future of mankind.

Ladies and gentlemen present at this meeting:
The 20th century brought about drastic economic development for mankind. At the same time, however, it was a century in which mankind experienced several disastrous and miserable wars on this globe. Science and technology, which greatly contributed to the economic development, were employed in these wars, to our great regret. In the 21st century we must concentrate the wisdom of mankind, and use science and technology for noble purposes of attaining peace and prosperity.
Nuclear power, an achievement of science and technology that should be used to open a bright future for mankind, was used as atomic bombs. This tragedy is felt most strongly by Japan, the only country victimized by those weapons.

Thwarted by low salaries, lack of materials and modern equipment, scientific research struggles to survive

We can only use our equipment 50% of the time," says Vera V. Miassoedova, chemistry professor at the Institute of Chemical Physics in Moscow. The rest of the time the equipment is switched off. The institute can only afford to meet half of the electricity costs, she explains. "The institute does not have money for new equipment," she continues. "It is a very difficult situation at the moment." Miassoedova's institute is one of more than 400 institutes of the Russian Academy of Sciences that carry out-or attempt to carry out-fundamental research in science in the Russian Federation. Since the breakup of the Soviet Union in 1991 and the end of the centralized, state-dominated Soviet economic system, the scientific community in Russia has been left scrapping for morsels from a free-market economy riddled with corruption. The struggle to find adequate funds to carry out research, scarcity of materials, aging equipment, lack of foreign scientific journals, low popular esteem, and pitiful salary levels have combined to have a debilitating effect on Russian science. There is little or no incentive for even the most gifted and enthusiastic scientists to pursue a career in basic scientific research in Russia.

The primary objective of the International Science and Technology Center (ISTC) is to give weapons scientists and engineers, particularly those in the NIS who possess knowledge and skills related to weapons of mass destruction or missile delivery systems, opportunities to redirect their talents to civilian activities. The center was developed to counter the threat of "brain drain" from the former Soviet Union (FSU) to countries wishing to acquire nuclear, chemical, or biological weapons. This threat of "brain drain" is a real one, as many former Soviet weapons specialists have been unemployed since the breakup of the Soviet Union. The origins of the center can be traced to two individuals. In late 1991, German Foreign Minister Hans Dietrich Genscher and U.S. Secretary of State James Baker were formulating the idea of establishing an international fund to help employ former Soviet weapons scientists. In February 1992, U.S. President George Bush and Russian President Boris Yeltsin discussed the proposal. Within a few weeks, a formal proposal for the establishment of the ISTC was issued, and Japan and the European Union also agreed to join.[2] Under the terms of an agreement signed 27 November 1992, the ISTC's principal activity is "to develop, approve, finance, and monitor science and technology projects for peaceful purposes, which are to be carried out primarily at institutions and facilities located in the Russian Federation..." A headquarters for the ISTC was established in Moscow in a renovated wing of the

It also coordinates other federal bodies' activity in these areas. It is responsible for ensuring the preparedness of the Russian Federation armed forces to prevent and respond to threats to the country, as well as to implement tasks in accordance with international agreements to which the Russian Federation is party. 'Cosmos' reborn at 25: Back in 1980, the world was in a muddle: The United States was struggling with an "evil empire" and knotty problems in Afghanistan as well as Iran and Iraq . Scientists debated whether or not humans were contributing to a "greenhouse effect" similar to that seen on the planet Venus . And an astronomer from Cornell University who worked on that Venusian research, among other things, stepped out as the host of a most unusual public-TV series titled "Cosmos." "For the first time, we have the power to decide the fate of our planet and ourselves," Carl Sagan declared at the top of the show. "This is a time of great danger, but our species is young, and curious, and brave. It shows much promise." Sagan passed away nine years ago - but "Cosmos" lives on, along with many of the dangers and all of the promise that he saw a quarter-century ago. Next week, the 13-part documentary series returns to television, digitally remastered and completely retooled with computer graphics reflecting our updated understanding of the cosmos. The first two hourlong installments air Tuesday on cable television's Science Channel, kicking off the weekly series.
