At some point during each year nearly half of the Earth's surface becomes subject to snow, ice or frozen ground. Gaining new knowledge of these cold regions and putting that knowledge to work for the Corps of Engineers, the Department of Defense, and the nation is the task of the U.S. Army Cold Regions Research and Engineering Laboratory in Hanover, New Hampshire. Housing the nation's most comprehensive assemblage of cold regions experimental and laboratory facilities and technical expertise, CRREL is a world leader in developing methods for building, traveling, living and working in some of the most extreme environments on Earth.

Information Analysis Center
CRREL's product is knowledge of the winter battlefield, of the environment, of basic physical processes, and of engineering technology that works in the cold. For this knowledge to be put to use, either to solve an immediate problem or to serve as the basis for future research, it must be properly managed. Managing CRREL's ever-growing accumulation of cold regions knowledge is the job of the information management elements of the Technical Resources Center that staff the DoD-designated Cold Regions Science and Technology Information Analysis Center. CRSTIAC serves as the nation's corporate repository for data generated within this unique area of science and engineering. Its mission is to gather, process, analyze and disseminate the most comprehensive collection of cold regions knowledge in the world. Within the lab's modern Technical Information Analysis Center or TIAC ("Tyak") facility, a state-of-the-art technical information management environment supports digital electronic data acquisition, communication, storage, retrieval, illustration, imaging, analysis, editing and publication.

Press Releases Japan-Russia Science and Technology Cooperation Agreement Has Come into Effect Agreement between the government of Japan and the government of Russian Federation on scientific and technological cooperation was signed between Mr.Kono, the Minister of Foreign Affairs, and Mr.Dondoukov, the Minister of Industry, Science and Technology, who came to Japan accompanying President Putin, and came into effect on September 4. The agreement took the place of the agreement between the government of Japan and the government of Soviet union that was established in 1973. In the new agreement, peaceful purpose and regulations concerning intellectual property rights were newly added.
Ongoing 89 projects in 16 areas agreed on the old agreement will also be taken over to the new agreement.

Science and technology policy illustrates the complexity of the problems which faced El'tsin's rejuvenated Russian government in autumn and winter 1991-92 as its leaders sought to replace the administrative-command system by moving rapidly towards a market economy. The challenging nature of these problems was reflected in a document with the title 'A Draft Conception of a Science and Technology Policy for the Russian Federation'(1), formulated at that time by a team led by the President's then science adviser, Anatolii Rakitov, and Boris Saltykov, the head of the newly created Ministry of Science, Higher Education and Technology Policy (Minnauka). The draft 'Conception', which was published in early April 1992, emphasised the potential value of the research and development system inherited from the Soviet Union in contributing to the transition to a market economy. However, its authors appreciated that this inheritance was geared to meeting the inbuilt priorities of the Soviet system, which El'tsin's government, led by Egor Gaidar, was committed to replacing as quickly as possible. The key challenge lay in resolving the problem of how this inheritance could be redirected to addressing new priorities without jeopardising some of its most valuable assets.

Anticipating that nuclear proliferation problems might erupt from the disintegration of the Soviet Union a decade ago, the United States created a security agenda for working jointly with Russia to reduce the threat posed by the legacy of the Soviet nuclear arsenal. These cooperative efforts have had considerable success. Yet today, the administrations of both President George W. Bush and Russian President Vladimir Putin are neglecting the importance of current nuclear security cooperation. In bipartisan action in 1991, Congress laid the foundation for the cooperative security agenda by enacting what became known as the Nunn-Lugar program, named for its primary co-sponsors, Senators Sam Nunn (D-Ga.) and Richard Lugar (R-Ind.). This initiative has since developed into a broad set of programs that involve a number of U.S. agencies, primarily the Departments of Defense, Energy, and State. The government now provides these programs with approximately $900 million to $1 billion per year, and the results are tangible.

EU Objectives Overall, the EU’s main interests are to foster political and economic stability in Russia; to contribute to the strengthening of the rule of law through the development of efficient institutions as well as effective legislative, executive and judicial systems; to support measures for a better investment climate in Russia and enhance legislative harmonisation with the EU, and to co-operate in combating "soft" security threats in the fields of justice and home affairs, environment and nuclear safety. The EU is also keen to step up cooperation with Russia in the southern Caucasus and the western NIS, in light of the development of the EU’s European Neighbourhood Policy The legal basis for EU relations with Russia is the Partnership and Cooperation Agreement (PCA) of 1997. The EU laid down its basic approach to relations with Russia in a "Common Strategy" of 1999 (expired in June 2004). Technical assistance is provided to support agreed objectives, through the TACIS programme. A number of specific trade agreements, as well as agreements on science and technology, have also been concluded.

SEARCHING OUT THE GOLDEN NUGGETS: THE US MILITARY AND RUSSIAN SCIENCE
SOURCE. My source for this item is Dr. C. W. (Bill) Kauffman, professor at the Department of Aerospace Engineering in the College of Engineering, University of Michigan at Ann Arbor. Professor Kauffman is a specialist in explosion science and the design of rockets and aircraft, and has been actively following Soviet/Russian scientific and technological affairs for thirty years. He kindly sent me a copy of his "Summary Report. USAF-SAFAQ. Building Bridges with Russian Colleagues in Science, Engineering, and Technology" of December 28, 1994, which concerns a study he conducted in 1993-94 for the US Air Force on the capacities of Russian science, engineering, and technology (SET) and the interaction between Russian SET and American academia, government, and business. (1) Later he consented to a follow-up telephone interview and sent me other relevant material. I find the report of interest from two points of view. First, it gives the perspective of a very well-informed observer on the condition of Russian science and technology in the early 1990s. Second, it is suggestive regarding the motives behind US financial support of science in post-Soviet Russia. (2)

How does zero light bill sound to you?
Most people would like a lower, or no, utility bill. Zero Energy Building homes may make it possible to have zero energy costs with the ability to produce as much energy as is used on an annual average basis. DOE's Oak Ridge National Laboratory recently announced an effort to construct up to up to twenty Habitat for Humanity houses with energy-efficient building technologies. Some of the homes will be DOE Building America homes, which save 50 to 70 percent on energy requirements, and some will be Zero Energy Building homes. All of the homes will exhibit to builders, utilities and homeowners the integrated technologies available today, or in the near future. [Fred Strohl, 865/574-4165
