NEW YORK, NY - The Mid-Atlantic - Russia Business Council and the U.S. Department of State announce the continuation of the series of seminars on "Russian Science & Technology Opportunities for U.S. Business." Due to the success of the first thirteen seminars in the Mid-Atlantic region in Spring 2001- Spring 2003, six new seminars will be organized beginning in late Fall 2003 and running through 2004 that will extend throughout the East Coast and Eastern United States. The largest, culminating event of the series will take place on May 26, 2004 in New York City. Each seminar will highlight different institutes, scientists and projects in Russia. The culmination of this series in 2004 will be held in conjunction with the CeBIT America Information and Communications Technology Trade Fair on May 25-27, 2004 at the Jacob K. Javits Convention Center in New York City, NY. A delegation from the Russian Federation representing companies in the information technology, telecommunications and other technology industries will be present to have a full day of panel discussions and to exhibit the latest advancements in Russian technology for the duration of the CeBIT America. The Russian delegation visit will be organized in association with The International Science Technology Centers, The Ministry of Economic Development and Trade of the Russian Federation, The Chamber of Commerce and Industry of the Russian Federation, The Moscow Entrepreneurs Association, Algorithm Group, with promotional support from Integral, SiliconTaiga and Groteck.

LOREN GRAHAM Science in the New Russia I n the former Soviet Union, science and technology served as major forces moderating national policies. The advent of nuclear weapons forced the country to give up its earlier Leninist thesis that wars were inevitable events that produce socialist regimes. The development of personal computers and information technology made the tasks of Stalinist-style censors unachievable. Environmental protests over industrial pollution served as models for independent political action on other issues. New biomedical developments forced scientists and philosophers to pay more attention to ethics, a grossly neglected field in Soviet thought. And the damage caused by technocratic planning of industrial expansion led government leaders to pay more attention to social, economic, and cost-benefit modes of analysis. In all of these ways, the advancement of knowledge, particularly in science and technology, helped to mellow the nation's behavior. How much Russia should accept from Western methods of managing and financing scientific research remains a hot topic of internal debate. Now that the Soviet Union is gone, what roles do science and technology play in the relationship between the United States and the new Russia? An examination of the events of the past dozen years shows that science and technology are still important in Russia, although they now play more subtle roles than earlier. If during the Soviet period science helped change the nation's political system, then models of Western scientific organization are now changing the ways Russian science itself is managed and financed.

Referativinyi Zhurnal consists of twenty-seven cumulative volumes covering 212 issues, as well as 38 separate issues. These cover about one million scientific publications. Since 1995 Referativnyi Zhurnal has been issued both in printed and electronic versions. Referativnyi Zhurnal is useful not only for abstracts and indexes of Russian materials, but also for materials from all over the world. A good portion of the materials that are abstracted and indexed are foreign materials and the entries for such materials are often in the original language of publication.

Quo vadis? Contribution by Richard Burger, INTAS, to Session 1 of the Seminar on Innovation Policy and the Valorisation of Science and Technology in Russia 1.1. The Soviet Legacy The Soviet Union’s political and economic orientation, defined by the cold war paradigm, left Russia as a generally relatively poor country disproportionately well endowed with a highly developed scientific and technological potential. For instance, at independence in 1991 Russia inherited about half the former Soviet Union’s population, but a much greater share of its sciences resources (between 65 and 70%), which in the Soviet Union were concentrated in Belarus, Russia and Ukraine. In fact, the industrial structure inherited by Russia in 1991 was that of a highly military-industrialised economy which monopolised talent and resources, with a very low inter-sectoral mobility of human resources and expertise. Almost ten years later, the different socio-economic challenges facing Russia in its transition from a centralised command economy to a social market economy remain highly inter-connected and are thus impossible to tackle in isolation. For instance, a key problem of Russia science sector is that it is "over-aged", with the average age of scientists by now well above 50 years and continuing to rise. At the same time, the low level of expected rewards, not least financial ones, negatively affects young people’s willingness to pursue a scientific career. Also, as for other sectors, scientific careers are to some extent hampered by Russia's mandatory 2-year military service for men.

A new study that inventories U.S.-Russian joint work in science and technology has given a thumbs-up regarding the benefits of such collaboration, although obstacles to and opportunities for strengthening research alliances in the future do exist. The study, U.S. Government Funding for Science and Technology Cooperation with Russia , was prepared for the White House Office of Science and Technology Policy by RAND's Science and Technology Policy Institute, based in Washington, D.C. The Science and Technology Policy Institute is a federally funded research and development center sponsored by the National Science Foundation and managed by RAND. The institute conducts independent research and analysis on policy issues that involve science and technology. Aerospace: top of the list The RAND study observes that the United States government spent, on average, $350 million a year in the 1990s to support science and technology cooperation with Russia. The top area receiving a good chunk of American dollars is in aerospace. Large-scale, international NASA projects where both sides toss in funding and know-how account for a number of these projects.

RUSSIAN KAMAZ PLANT
The plant's designers' bureau has been continuing to develop new diesel engines, which meet international environment standards EURO-2. Tests have been completed of six new engines. The plant's information department says the engines are equal to similar foreign engines even in such parameters as the discharge of solid particles and nitrogen oxide. All new Kamaz vehicles will have new engines. The new engines may also be used vehicles produced by other Russian companies - cars, buses, tractors, agriculture machines, sea and river boats, mobile power plants and cranes with a high cargo capacity. A short time ago the Kamaz plant announced its business-plan for 2000. The plant intends to build 20 thousand lorries and take half of the lorry market in the Commonwealth of Independent States. Kamaz plans to increase the output of vehicles with a cargo capacity more than 15 tons to 20 thousand. This year it also intends to take a new market niche - vehicles with cargo capacity more than 20 tons with admissible load of 10 to 13 tons. At present there are no vehicles of this type in Russia.

The spacesuits Orlan are meant for the International Space Station. The first manned mission to the station will be sent this coming summer. Russia is due to launch shortly its command module to join the two components of the station. It's the command module that will be accommodation quarters for the crew.

RUSSIAN HELICOPTER USING GAS AS FUEL
The Russian helicopter firm named after Mikhail Mil has begun tests of the first helicopter MI-8 with engines using both gas and a mixture of kerosene and gas. The problem of alternative fuel is very acute. Scientists say in the 21st century oil output is expected to fall and, as a result, the production of liquid fuel, including kerosene, will also fall. Gas as fuel is environmentally friendly and is 4 to 7 times cheaper than kerosene. MI-8 helicopters may be re-equipped for using gas as fuel. Special equipment designed by Russian scientists is installed on these helicopters. The expenses on this equipment will be repaid in three years. Forty two helicopters will be re-equipped at a an aircraft-building plant in Siberia. Specialists say the use of the new equipment will show a profit from 60 million to 70 million dollars. The minimum investment in the new project is 3 to 4 million dollars. This cost is low by international standards. These conditions are certain to attract Russian and foreign customers.
