Russia’s sole privately owned TV station is threatened by a rebirth of Soviet-style repression and may not survive. And the station is not alone in being victimized by President Vladimir Putin's bizarre view of the media's function, which he believes to be one of solely serving the government. Under any circumstances, NTV is a prime target of Russia’s security forces because it is owned by Vladimir Gusinsky, the former oligarch whose arrest and imprisonment stirred international protests. Since his release he has fled Russia and is living in exile. NTV’s bank accounts have been frozen, according to Britain's Sunday Telegraph, which reported that the offices of its parent company, Media-Most, have been raided by armed tax police. Journalists working for Media-Most, which owns newspapers, magazines and Moscow's only independent news radio station, Ekho Moskvy, report that have been harassed, denied admittance to government press conferences and even given unsolicited assignments from state-owned media groups that somehow have obtained their home telephone numbers. Most observers say it is only a matter of time before Media-Most and its NTV are seized by the government.

It is hard to imagine that what is going on in the Russian media now exemplified most recently by the fate of "Obshchaya gazeta" is anything like evolution. Banditry as usual? 12 June 2002
B y Robert Coalson (RFE/RL) "It's only business" was the mantra of the Russian government and its apologists throughout the dismembering of oligarch Vladimir Gusinskii's media empire in 2000-01. That process ended with the closing in April 2001 of the daily "Sevodnya" and the weekly news magazine "Itogi" although a publication under that name continues to appear on newsstands and the death of the popular television channel NTV, although a channel continues to broadcast under that name. Even those who believed the whole thing was "only business" if there were any such people would have to admit that the public was poorly served by the loss of these three media outlets, which, for all their faults, demonstrated as much potential for competent, independent, and popular journalism as any in post-Soviet Russia. By attributing these losses to "market forces," the Russian government may be undermining public support for reform and bolstering antimarket sentiment over the long term: The public knows very well who won and who lost from this particular business deal. True to its origins as a sort of communal response to crisis, "Obshchaya gazeta" also served over the years as a rallying point whenever journalists felt the state was encroaching on the public's right to know.

According to the RFE/RL Newswire , "Russian President Vladimir Putin signed on 13 August a decree reestablishing federal government control over all of the Russia's broadcasting and relay stations for television and radio signals by consolidating them under the management of a single government corporation." Defending the decree, the Russian Media Minister says that the gov't is the only entity that can adequately fund the media.
Both President Putin and former President Yeltsin have had their fair share of conflict with the Russian media, with Putin taking a much harder line. While an American venture capitalist was readying to take over the Russian TV network NTV, is consolidated gov't control over the media an improvement? Unfortunately, I am not well informed on the state of Russian politics and the media, but I fear that neither option is very good. Posted by paul at August 15, 2001 04:27 PM
Comments While, they must have had reasons for taking control of the media, it wasn't in the best intrests of their country. By taking control, they have limited the amount of information that gets through to their people, which might have been there purpose. However, they must remember that they are no longer communist but democratic. Being this, if they make a wrong move, they can be voted out of office. I believe that these people probably forgot this and decided to go ahead with this ludicrous decision.

COMMENTARY: Russian media lose access to information

    by Floriana Fossato
Relations between Russian authorities and the media have often been strained since the end of the Soviet-era grip on information.
President Boris Yeltsin has repeatedly said he backs freedom of the press and access to information. But past governments never sought to push through a Russian version of the U.S. Freedom of Information Act. The current government of Prime Minister Yevgenii Primakov has given abundant signs that it is willing to work with journalists only if it can establish the rules of the game.
Russian media specialists, who in recent years had registered a trend toward relative openness among officials, are now concerned about what they see as signs of a tightening of control over information. They say that indications of reduced information transparency are most pronounced at the regional level as parliamentary and presidential elections approach.
Aleksei Simonov, president of the media watchdog Fund for the Defense of Glasnost, told RFE/RL's Russian Service recently that on-going political power struggles and the collapse of the advertising market make Russian journalists extremely dependent on authorities for their financial survival.
According to Simonov, Russian media increasingly ''have to live with the fact that authorities do not want to deal with independent journalists.'' He added that there is virtually no possibility of independent journalists having an influence over how they receive information, particularly since the August financial and political crisis.

Report from Moscow Russian media favor Yanukovych by Maryna Makhnonos
Special to the Ukrainian Weekly MOSCOW - Russia's preferences concerning Ukrainian presidential candidates seem evident as that country's media outlets cover the campaign of mostly one candidate: Ukrainian Prime Minister Viktor Yanukovych. Meanwhile, the Ukrainian diaspora in Russia has protested against the "black PR" that some local media have applied to Mr. Yanukovych's most serious opponent Viktor Yushchenko, Ukraine's former central banker and ex-prime minister. A review of coverage by newspaper and TV channels shows that Russian journalists perceive Mr. Yanukovych to be a pro-Russian candidate - the only one capable of maintaining friendly and mutually beneficial relations between Russia and Ukraine. The Viedomosti daily is one of the few exceptions as it tries to present an unbiased view of the presidential campaign in Ukraine. Journalists' reports concerning the leader of the Our Ukraine faction, Mr. Yushchenko, vary from neutral to hostile. As most media outlets represent the general political views of Russian official powers directly or indirectly, one may assume that they reflect the true attitudes of the Russian political elite. President Vladimir Putin's playful phrase recently uttered during the summit in Sochi supports the idea that the Kremlin is betting on Mr. Yanukovych.
